10-19-20 Commission Workshop Adopted MinutesATTENDANCE: Present: Absent: Also Present: MINUTES Commission Workshop Meeting Monday, October 19, 2020 - 6:00 PM Commission Chamber Ellen Glasser, Mayor - Seat 1 Cindy Anderson, Commissioner - Seat 2 (District 1308) Candace Kelly, Commissioner - Seat 4 (District 1306) Blythe Waters, Commissioner - Seat 3 ( District 1307) Brittany Norris, Mayor Pro Tem / Commissioner - Seat 5 ( District 1312) Shane Corbin, City Manager (CM) Kevin Hogencamp, Deputy City Manager (DCM) Kim Flower, Records Clerk CALL TO ORDER Mayor Glasser called the meeting to order at 6: 00 PM. 1. TOPIC- 2030 PARKS MASTER PLAN A. Public Comment Mayor Glasser opened the floor for Public Comment. Rick Carper provided suggestions for the Parks Master Plan. He suggested the City consider acquiring the lot across the street from the community center at Jordan Park. He stated he is not in favor of a Community Garden at Russell Park and suggested an additional skate area for beginner skateboarders. He is not in favor of acquisition Lilly Street parcel unless majority of the cost would be covered. There were no additional speakers. Mayor Glasser closed Public Comment. B. Staff Presentation CM Corbin provided a history of the drafting of the Parks Master Plan. He requested Planning and Community Development Director (PCDD) Amanda Askew to present slides which included the purpose of the Parks Master Plan and recommendations, as detailed in the agenda packet. PCDD Askew reported the budget for the parks projects at approximately $140,000 and requested Commission feedback regarding prioritization of projects. Commission Workshop October 19, 2020 Public Works (PW) Director Scott Williams was present virtually to answer questions. C. Commission Discussion Commissioner Anderson asked why bike racks and costs are not in the draft plan. PW Williams reported a bike rack is about $800. She stated she wants bike racks for all parks to be a high priority. CM Corbin responded that funds will be set aside for the installation of bike racks at each park. Mayor Glasser expressed the need to be aware of the space and not stuff parks too full. She responded to public comments and reported the City put in a work order to replace the mailbox at Waters Park. She inquired whether the proposed purchase of the Lilly Street parcel has been before the Environmental Stewardship Committee (ESC). PCDD Askew reported at its last meeting the ESC voted to recommend the Commission to purchase the parcel. Discussion ensued regarding, additional bike racks (10), bathroom at Veterans Park, and increase parking. PW Director Scott Williams responded that parking for Jordan Park could easily be done in-house for approximately $10,000. Commission requested add benches. Mayor Glasser suggested sponsorship of memorial benches. Commissioner Kelly requested add the pickleball court. CM Corbin stated the City is expecting data to come in to determine the need for pickleball courts versus tennis courts. He proposed a dual court to serve as both tennis and pickleball. He added striping can be done in house at no additional costs. Mayor Glasser provided a summary of Commission discussion to encompass the 141,000 prioritized as: Add bathroom and water fountain at Veterans Park - $50,000 Increase parking along George St. at Donner Park - $90,000 Add parking to the dirt road at Jordan Park - $10,000 Bike racks where applicable- $8,000 Benches where applicable - $6,000 Pickleball courts will be presented at next Commission meeting (with no cost recommendation) CM Corbin confirmed that there is already a match for Donner Park which would free up $90,000. Commission Workshop October 19, 2020 Mayor Glasser requested a consistent look for the bike racks and benches. There was further discussion for additional projects since the parking at Donner Park is already funded. Mayor Glasser requested to add reduce or consolidate signage at beach access. Commissioner Kelly requested to add rehab bathroom at Tide Views Preserve. Commissioner Anderson requested add public art at south end of Johansen Park. Discussion ensued regarding the public art space location and engineering of the splash pad. CM Corbin reported there is not much due to the package includes the engineering. Commissioner Kelly requested add more bridges at Johansen Park, for $12,000. There was agreement to add the bat boxes and to wait on the racquetball courts.
