RESPONSE: A revised building permit with the contractor information has been uploaded
to the FTP site as part of this resubmittal.
ZONING REVIEW – Brian Broedell
1. **Note on the Code: The Zoning Code (Chapter 24) on municode is currently out of date.
The Zoning Code has been revised but has not been uploaded to municode yet. Please go
to http://www.coab.us/495/Land-Development -Regulations and click the link to see the
updated code.
RESPONSE: Plans have been revised per the current Code.
2. Bicycle Parking: Section 24-161(L) requires 2 bicycle parking spaces plus 1 for every 10
vehicle spaces required. The bicycle spaces must be located within 50 feet of the entrance.
See Section 24-161(L) for all requirements regarding bicycle parking.
RESPONSE: 25 vehicle parking spaces are required, therefore, a 5 bicycle parking rack has
been provided on the plans. It is located less than 50’ from the northern access door . See
Sheets C1.3 and C5.1.
3. Landscape Plan: In accordance with Section 24-176(b)(2)(f), please show the total square
footage of vehicle use areas (parking, drive aisles, etc.) and total square footage of new
landscape area to show that 10% of the total vehicle use area is landscaped (Section 24-
176(c)(1).
RESPONSE: Vehicular use area calculations have been added to Sheet LS1.0
4. Minimum Planting Sizes: Section 24-176(i)(2)(b) requires planting sizes to be the same as in
our Tree Code, which are:
- 4 inch caliper and 12 feet tall for new oak trees
- 2 inch caliper and 10 feet tall for all other new trees
- 8 foot clear trunk height for new palms (this one has been met)
RESPONSE: Minimum plant sizes have been revised. Refer to Sheet LS1.0
5. Atlantic Blvd Landscape Buffer: Section 24-176(d)(1)(a) requires one tree for every 25 linear
feet of vehicle use area frontage along Atlantic Blvd. Note that at least half of these trees
must be shade trees. Chapter 23 of the code has a list of acceptable shade trees. Section
24-171(g) also requires a row of shrubs 2 feet tall along this landscape buffer.
RESPONSE: Buffer tree locations were split due to overhead utilities. Crape Myrtles were
added along Atlantic Blvd and the shade trees were added along the access drive into the
shopping center.
6. Resubmittal Notes: All revisions and changes shall clearly stand out from the rest of the
drawing on the sheet as a revision by way of completely encircling the change with
“clouding”. The revision shall also be identified as to the sequence of revision by indicating
a triangle with the revision sequence number within it and located adjacent to the cloud.
The revision date and revision sequence number shall also be indicated in a conspicuous
location in the title block for each sheet on which a revision for that sequence occurs. For
projects still in the initial review stage and permit pending, all sheets with revisions shall be
inserted into each set of drawings. The original sheets must be clearly marked “VOID” but
are to be left within the set of drawings. Complete new sets of drawings will not be
accepted. ADDITIONAL ITEMS MAY BE REQUIRED DEPENDING UPON NEW INFORMATION
AND CLARITY OF FINAL PLANS SUBMITTED FOR REVIEW.
RESPONSE: The revised plans have addressed these requirements.

1. Application for a building permit must be submitted by a licensed contractor, per F.S
489.113. In this case, a General or Building Contractor, Division I. Please provide a new
application, submitted by a licensed Building or General Contractor.
RESPONSE: A revised building permit with the contractor information has been uploaded
to the FTP site as part of this resubmittal.
2. The new application must be completely filled out by a licensed contractor, including
contractor information, insurance and workers’ comp information.

3. This site is in an AE-7 Special Flood Hazard Area, with a Freeboard of 2.5’, resulting in a
minimum FFE of 9.5’, NAVD. Existing grade elevation is approximately 6’.
RESPONSE: Per the floodplain calculations previously provided, the 100 year flood
elevation is 6.7 at the project location. The plans have been revised to provide a FFE of
9.2’. 0.17 acre feet of compensating storage is being provided on the shopping center
property below the floodplain elevation to offset .09 acre feet of floodplain impacts from
the project. See Sheet C1.4.
4. A completed Floodplain Development Permit Application will be required as part of the new
CIV20-0004 Application from the licensed contractor.
RESPONSE: A completed Floodplain Development Permit Application has been uploaded
to the FTP site as part of this resubmittal.

RESPONSE: The attached hydrant flow tests were performed on 7/7/20 and show the
required flow is met. The three fire hydrants were flowed simultaneously and produced a
total flow of 1,760gpm at 20psi.
