INVOCATION AND PLEDGE OF ALLEGIANCE
The invocation was led by Commissioner Anderson.
CALL TO ORDER:
Following the Pledge of Allegiance to the Flag, Mayor Glasser called the meeting to order at 6: 30 PM.
Deputy City Clerk Diaz called the roll.

1 APPROVAL OF MINUTES
1A. Approve minutes of the Regular Commission Meeting on July 13, 2020.
1B. Approve amended minutes of the August 12, 2019 Regular Commission Meeting
and September 11, 2019 Special Called Meeting of the City Commission.
Mayor Glasser asked if there were any corrections or changes needed. There being no
corrections, the minutes stand.
2 COURTESY OF FLOOR TO VISITORS
2A. Presentation of checks to BEAM (Beaches Emergency Assistance Ministry), Senior
Center, and Beaches Council on Aging
Mayor Glasser presented checks to BEAM, Beaches Council on Aging (Dial -A -Ride),
and Neptune Beach Senior Activity Center to help fund senior citizen programming.
Mayor Glasser thanked the agencies for their positive contributions to the senior's
community.

Lori Richards, Lori Delgado Anderson and Leslie Lyne accepted checks and expressed
thanks.
PUBLIC COMMENT
Mayor Glasser explained the process for public comments and opened the Courtesy of the Floor
to Visitors. Deputy City Clerk Diaz called each speaker to the podium.
Erin Shirley thanked each member of the Commission individually and thanked City staff for
their service to the City.
Lisa Herrold thanked each member of the Commission for their service to the City.
Justin Rawls expressed congratulations to the senior agencies for receipt of contributions. He
spoke regarding his experience on October 23rd with an Atlantic Beach motorcycle officer. He
reported the actions of the officer as rude and unwilling to communicate. He stated he received
similar treatment when he went to the station to speak to a supervisor. He spoke regarding prior
officer complaints, technology of the radar gun, ongoing training for officers on interpersonal
skills, department policies and accountability of officers.

3 CITY MANAGER REPORTS
3A. City Manager's Report
Congratulated the winner of the Florida League of Cities 2020 Youth Council
Photography Competition, Atlantic Beach Youth Council member, Ava Rathet.

Small Business Grant Program applications are being received, open until next
Wednesday.
Participating with Neptune Beach and Beaches Town Center with the Christmas
lights and tree lighting.
Working with the Farmers Market and Atlantic Beach Baseball Association to
manage limited parking resources.
Veteran's memorial signs going up tomorrow.
Staff to receive diversity training on a virtual platform.
Mutual aid agreement with Neptune Beach and Jacksonville Beach. (Chief
Gualillo to report)
Chief Gualillo reported that due to being 40% down in our patrol division, Neptune
Beach and Jacksonville Beach Police Departments are assisting us with additional
manpower. He reported this will consist of one or two officers during the week and on
weekends, they will be in their own City uniforms and patrol cars. Citizens will be
notified via social media and City webpage. This situation may continue for
approximately eight weeks.
Questions ensued regarding capabilities of officers assisting and projected timeline. All
questions were answered.

3B. Accept the 90 -Day Calendar ( November 2020 through January 2021)
There was CONSENSUS to accept the 90 -Day Calendar.
4 REPORTS AND/OR REQUESTS FROM CITY COMMISSIONERS
Commissioner Anderson expressed thanks to the City Manager and Deputy City Manager for
helping out the Farmers Market by use of Russell Park. She wished to state for the record the
need for parks to be used primarily for community activities such as sports and recreation. She
requested that use of parks by commercial ventures be only when/if there is space for them.
Commissioner Kelly is in favor of the Parks Master Plan as a guiding document.
Commissioner Waters spoke regarding sharing of parks and resources. In response to
Commissioner Anderson's comments, she stated that one should not supersede or take
precedence over the other. She stated she appreciated City staff for hearing all sides and requests
an agreement that benefits all residents.
Mayor Glasser spoke regarding the state of emergency orders, and stated the order to conduct
virtual meetings will expire at the end of October. She shared the League of Cities list of
legislative issues facing cities and requested suggestions for a person from Atlantic Beach to
serve on the schools sales surtax Citizen Oversight Committee, should it pass. She commended
the Youth Council.
5 UNFINISHED BUSINESS FROM PREVIOUS MEETINGS

6 CONSENT AGENDA
ACTION: To pull Item 6A. for discussion.
6A. Acknowledge receipt of the Monthly Financial Report for September 2020.
Commissioner Kelly pulled Item 6A. and requested explanation of net gain/loss
projections and how the budget was balanced. Finance Director (FD) Melissa Burns
reported the projections shown are two to three months behind. She stated the
projections report a loss of 7% versus the 22%.
Commissioner Kelly questioned the impact of revenues by COVID-19 and referred to
page 56. She reported franchise fees being a typo at 50%. FD Burns explained being 3
months behind on receiving revenues and expects it to bottom out at 14%.
6B. Acknowledge receipt of the Building Department Activity Report FY2020 through
Q4.

8A. RESOLUTION NO. 20-41
A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA,
AUTHORIZING THE POLICE DEPARTMENT TO PURCHASE RADIOS
DURIING THE 2020-2021 FISCAL YEAR.
Mayor Glasser read the Resolution by title.
CM Corbin reported on the Resolution to purchase nine police radios and stated it is
presented to Commission due to exceeding the $25,000 threshold.
Chief Gualillo addressed the Commission and reported on the process of replacing
department radios
Discussion ensued regarding lifetime of radio technology (5 to 7 years), old radios sold
to vendors for parts, and pricing.

CM Corbin provided a summary as detailed in the agenda packet and stated it is
presented to Commission due to exceeding the $25,000 threshold.
Public Works (PW) Director Scott Williams updated the Commission regarding status
of the projects and incoming bids. Commissioner Anderson inquired about replacement
of pipes under the sidewalk, to which PW Director Williams replied that the pipes that
will be replaced later are not under the sidewalk. He reported project completion is
anticipated to be three months, dependent on utilities being moved. PW Director reported
on the Safe Routes to Schools project adjustments and possibility of striping at south of
Belvedere Street.

DECISION-MAKING ON MATTERS PERTAINING TO PARKS AND
RECREATION LAND AND AMENITIES; AND PROVIDING FOR AN
EFFECTIVE DATE.

CM Corbin provided a background and stated he is happy to present a completed
document.
Planning and Community Development Director (PCDD) Amanda Askew provided
additional details as included in the agenda packet.
Mayor Glasser asked if the $140,000 was to be added to the budget with its designated
uses, to which CM Corbin stated the intent is to report back to Commission quarterly on
those uses and the budget at that time.

giving staff direction.
Commissioner Kelly requested to add a bullet to include adequate trash cans and benches at
every park.
Commissioner Waters concurred with Commissioner Anderson regarding community input.
Mayor Glasser commended staff for completing this project in-house and for developing
partnerships through the Charette's, thanked the Environmental Stewardship Committee (ESC),
Commission and the public for their input.

Human Resources (HR) Director Cathy Varian reported on the change of employee
health coverage to CIGNA as detailed in the agenda packet. She reported CIGNA will
include a robust nationwide network for employees with dependents in other areas of the
country, Mayo Clinic in all three plans and a contribution of $5000 toward our wellness
programs.

Mayor Glasser inquired about use of the grant. Chief Gualillo responded it is part of the
COVID Supplemental Funding Grant and will be used toward sanitation equipment and
an additional ATV for beach patrol.

Commissioner Anderson thanked the Commission for the opportunity to serve and expressed
her appreciation and gratitude. She shared that on a personal level this helped her through a
difficult time.
CM Corbin thanked the Commission for allowing him to serve and having confidence in him.
He addressed Commissioner Anderson and Commissioner Waters stating they will be missed.
Mayor Glasser thanked the citizens for speaking up today, thanked City staff and the
Commission. She provided her sentiments to the outgoing Commissioners.
