11-09-20 regular Commission meeting adopted minutesMINUTES Regular City Commission Meeting Monday, November 9, 2020 - 6:30 PM Commission Chamber INVOCATION AND PLEDGE OF ALLEGIANCE The invocation was led by Mayor Glasser. CALL TO ORDER: Mayor Glasser called the meeting to order at 6:30 PM. City Clerk Bartle called the roll. Mayor Glasser requested CA Durden to provide a status of the changes to the meeting process. CA Durden reported on information received from the Supervisor of Elections stating they are not able to certify the results in the City of Atlantic Beach until November 13th, therefore changing the ability to swear in the new Commissioners at this meeting. Recognition of Outgoing Commissioners Blythe Waters and Cindy Anderson Mayor Glasser read a Proclamation In Recognition and Appreciation of the Distinguished Public Service of Blythe Waters. She presented the Proclamation to Ms. Waters. Mayor Glasser read a Proclamation In Recognition and Appreciation of the Distinguished Public Service of Cindy Anderson. She presented the Proclamation to Ms. Anderson. Proclamations (attached hereto and made part of this Official Record as ATTACHMENT A). ATTACHMENT A - Proclamations In Recognition and Appreciation of Distinguished Public Service PUBLIC COMMENT Mayor Glasser explained the process for public comments and opened the Courtesy of the Floor to Visitors. City Clerk Bartle called each speaker to the podium. Ann Marie Tucker and Kimberly Jones provided details of this year's Traumatic Brain Injury TBI) annual fundraising event in partnership with UF Health and expressed appreciation to the City. Mayor Glasser closed the Courtesy of the Floor. 3 CITY MANAGER REPORTS 3A. City Manager's Report CM reported on the following Upcoming City events. 18 small business relief grants received. Orientation packets for the new Commissioners are being prepared. Virtual diversity training scheduled for entire City staff. Discussion and questions ensued regarding the schedule of swearing in new Commissioners and the size and process of the Turkey Trot event. For more information regarding the event, Ms. Tucker provided the website, www.tbifundinc.com. 4 REPORTS AND/OR REQUESTS FROM CITY COMMISSIONERS Commissioner Anderson spoke in response to an email received regarding a registry of COAB residents serving in the military started by the City Commission in 1967. She requested an investigation of whether the registry still exists, to update it and to continue the tradition in honor of the residents serving. She suggested it be displayed for public viewing. Regular City Commission November 9, 2020 Commissioner Norris mentioned possible security issues to posting of actively serving military, thanked Commissioners Anderson and Waters and requested placing discussion of formalizing training for board and committee members on next agenda. Commissioner Waters spoke about how the the brain sorts and learns, and how it is related to work of the Commission. She specifically thanked Commissioner Anderson for proposing the Protest/Parade Ordinance, explained how her thoughts changed along the way and thanked Commissioner Anderson for serving as a beacon for how we move forward, get things done and see both sides. Mayor Glasser expressed reassurance knowing the Turkey Trot is in collaboration with UF Health, reminded citizens to get their flu shot and reported Linda Lanier has agreed to serve on the School Surtax Oversight Committee. She reported the Beaches Leader inaccurately reported the outcome of the referendum regarding AB Mayoral term; it did not pass and will remain at two years. 5 UNFINISHED BUSINESS FROM PREVIOUS MEETING None. 6 CONSENT AGENDA None. 7 COMMITTEE REPORTS None. 8 ACTION ON RESOLUTIONS 8A. RESOLUTION NO. 20-55 A RESOLUTION OF THE CITY OF ATLANTIC BEACH EXTENDING THE TERM OF JEB T. BRANHAM AS SPECIAL MAGISTRATE FOR ONE YEAR; AUTHORIZING THE CITY MANAGER TO EXECUTE CONTRACTS AND PURCHASE ORDERS IN ACCORDANCE WITH AND AS NECESSARY TO EFFECTUATE THE PROVISIONS OF THIS RESOLUTION; AND PROVIDING AN EFFECTIVE DATE. Mayor Glasser read the Resolution by title. CM Corbin reported on the recommendation as detailed in the agenda packet. Questions ensued regarding the efficiency of the process after the transition from a Board to a Special Magistrate and if there was data surrounding the efficiency of the process. CA Durden responded there is no current data but can be made available. Commission requested to see data on cost savings and efficiency of the process since the transition. Regular City Commission November 9, 2020 Mayor Glasser commended Mr. Branham on the good job he is doing, and stated she is very pleased. MOTION: Adopt Resolution No. 20-55 as read. ORDINANCE NO. 20-20-159, Introduction and First Reading AN ORDINANCE AMENDING THE OPERATING BUDGET FOR THE CITY OF ATLANTIC BEACH, FLORIDA FOR FISCAL YEAR BEGINNING OCTOBER 1, 2019 AND ENDING SEPTEMBER 30, 2020, AND PROVIDING AN EFFECTIVE DATE. Mayor Glasser read the Ordinance by title. CM Corbin provided a summary of the Ordinance as detailed in the agenda packet. FD Burns reported on the amendment. She stated it is related to the end of the fiscal year. She pointed out a typo of $300 and stated it will be corrected for next reading. All questions were answered. She expressed her thanks to Commissioner Anderson and Commissioner Waters for their trust and professionalism. CC Bartle expressed her thanks and well wishes to Commissioner Anderson and Commissioner Waters. 12 CLOSING COMMENTS BY CITY COMMISSIONERS AND CITY MANAGER CM Corbin thanked Commissioner Anderson and Waters for their service. Regular City Commission November 9, 2020 Mayor Glasser recognized the AB Youth Council for winning the Florida League of Cities Photography Contest. DCM Hogencamp reported the photographer as Ava Rathet. He displayed the trophy and stated the youth council will also receive a $250 check to use in the community. RESOLUTION NO. 20-52 A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA, AWARDING BID NO. 2021-01 MULTI-YEAR CONTRACT FOR ORTHOPHOSPHATE. Mayor Glasser read the Resolution by title. Public Utilities Director (PUD) Troy Stephens reported on the use of orthophosphate in our water treatment plants to eliminate lead and copper and stated current samples show the corrosion inhibitor working. Discussion and questions ensued regarding orthophosphate concerns. All questions were answered. Commissioner Norris requested PU Director Stephens to provide the age and timeline for replacement of remaining lead service pipes. Mayor Glasser requested to see health studies on long term health impacts of orthophosphate use. Commissioner Waters provided data from the EPA which reported it as safe for use. Accept the 90 -Day Calendar (November 2020 through January 2021) There was CONSENSUS to accept the 90 -Day calendar with the addition of a tentative Roundtable for incoming Commissioners for 6:00 PM on November 16th, 2020. CM Corbin shared date for photos to be held on November 23rd at 3:00 p.m. 16 ANNOUNCEMENTS/COMMENTS Commissioner Anderson expressed thanks. Commissioner Waters expressed thanks. Mayor Glasser expressed thanks, congratulated all that ran in the election and looks forward to serving with Mr. Boles and Dr. Waters. These include, but are not limited to: planning for and recovering from Hurricanes Matthew and Irma; establishing the Environmental Stewardship Committee; enhanced tree -protection protocols; Mayport Corridor enhancements; initiating a public art/facade improvement program; purchasing/preserving Selva Preserve; renovating and expanding the city's public safety facility; upgrades to parks, preserves and recreation facilities; updating the Comprehensive Plan, stormwater and parks master plans, and sign and land development regulations; enhanced storm drainage mitigation; adopting a sea turtle protection ordinance; new sidewalks; establishing Atlantic Beach as a Purple Heart City, and other veterans/military appreciation initiatives; LEED certification; coastal vulnerability assessment; and reducing police pension liabilities; and WHEREAS, Blythe Waters has given most generously of her time, talents, and energy to adhere to sound fiscal management practices while preserving the community's character and quality of life for the benefit of all the citizens of Atlantic Beach.
