CALL TO ORDER
Following the Pledge of Allegiance to the Flag, Mayor Glasser called the meeting to order at
5:30 PM.
1. TOPIC - BICYCLE AND PEDESTRIAN CONNECTIVITY PLAN
A. Public Comment
Mayor Glasser reported there were no written comments submitted.
CC Bartle called each speaker to the podium.
Don White spoke regarding the Selva Marina walking path in the connectivity plan, as
detailed in an email and handout provided by Mr. White (which is attached hereto and
made part of this Official Record as ATTACHMENT A.)

CM Corbin provided a brief background and invited Planning and Community
Development Director (PCDD) Amanda Askew to report. She presented slides that
included the definition, history, need and next steps for development of a connectivity
plan.

Principal Planner Brian Broedell provided an overview of the draft's identified
opportunities and proposed improvements, as detailed in the agenda packet. Planner
Broedell stated the right-of-way and pavement width of each street influenced what is
possible and proposed improvements to discuss for each location.

D. Commission Discussion - Q&A
Commission questions commenced and they suggested the following:
• Add the square footage of the increase of pavement/sidewalk being added for
each project.
• Add a statement in the plan that states permeable surfaces will be used where
possible.
• Add Beach Avenue to the map and plan.
• Put into context a connection to Jacksonville and Neptune Beach via the East
Coast Greenway.
• Provide a generic term for River Branch.
Commissioner Kelly suggested begin now with adding lane markings for bicycles,
benches and ensure there are enough bike racks.
Commissioner Norris suggested a Workshop to discuss the connection to the East Coast
Greenway. She suggested to bring in an expert for assistance with the connectivity plan,
and complete streets. She requested staff to provide suggestions for prioritizing by listing
the project with the cost and the number of people served. She requested suggestions for
addressing a gap to Mayport Plaza and Aquatic Drive.
Public Works (PW) Director Scott Williams addressed a question regarding swales.
Mayor Glasser requested a recreational activity, i.e., a Tour de Parks, with chevrons
marked on the roads as a way to get people out. She requested a review of the information
reported during Public Comments regarding Selva Marina walking path.
CM Corbin requested the Commission to continue to provide feedback and ideas as they
further review the plan. He stated we will continue to hold public meetings for public
input.
Discussion ensued regarding water fountains, connectivity path at Veteran's Park, and
other City paths.
CM Corbin briefly explained the East Coast Greenway for the new Commissioners.

The Selva Marina Walking Path is no longer possible. This Connectivity and Path Opportunity y (beremoved from
consideration. See Agenda Item #1.B Page 90.
There is no longer a City of Jacksonville easement as the City of Jacksonville relinquished claim and ownership via a Quit Claim
Deed. As a result the path would be on private property. Private Property owned by Fleet Landing and by residents of
Oceanwalk. No longer is there an easement. The Fleet Landing property is conservation/wetlands. Fleet Landing Property is 8000
on the images. Oceanwalk Homeowners are numbered 2308 etc. on the right of the images. (See images below).
The only usable portion of this property for Fleet Landing (8000) is the upland portion on left as you look at the images below (it
can be seen with the build out of the building in image 2). 4 parcels were assembled to make 8000. In the City of Jacksonville
Property Appraiser Property Data Base, much of the area in 3 of the 4 parcels was designated as wasteland at that time. When
the 4 parcels were assembled into one large parcel by the City of Jacksonville Property Appraisers Office, the 4 parcels became
8000. However only a portion of 8000 is actually usable for development. Fleet Landing wanted to use this developable portion
for the build out of their facilities and to add a lift station. Hence the desire to acquire all of 8000 even though only a portion was
actually developable. With the vast majority being conservation/wetlands.
In order for Fleet Landing to acquire this property, a lawsuit needed to be settled. The lawsuit was between interested parties in
Oceanwalk via an entity called Friends of Old Sherry Drive Wilderness Preserve (Plaintiffs) and the Estates of Atlantic Beach
(Defendants). At that time the Estates of Atlantic Beach owned the property by having acquired the 4 individual parcels over a
number of years. The parcels which became 8000.
During this time the COAB Mayor and a COAB Commissioner assisted in negotiations to facilitate a settlement of the lawsuit. A
settlement which was satisfactory for all parties involved. During negotiations with all parties with COAB assistance and in order
to move on with settling the lawsuit to ultimately allow purchase the property; Fleet Landing conceded to Deed Restrictions on
the property (8000) which covered the access to, buildout of, and usage of the portion to the east on their property and
adjacent to Oceanwalk for the entire North/South length of the property.
Also Fleet Landing came to a COAB Commission Meeting for a vote on rezoning of the property to allow for the construction of a }
lift station. At the COAB Commission Meeting Fleet Landing added two more concessions to the rezoning request. One was to
designate more of the area for conservation/wetlands. Thus increasing the total area designated as conservation/wet lands.
Another was that there will be no access needed of any kind (vehicle, bike, pedestrian) to the property via the North End of
Seiva Marina Drive. Both of these concessions were publically made in the COAB Commission Meeting.
Not sure why this route was even considered because of the 1988 COAB Ordinance closing the North End of Selva Marina Drive.
