INVOCATION AND PLEDGE OF ALLEGIANCE
Bishop Percy Golden led the invocation, followed by the Pledge of Allegiance.
CALL TO ORDER:
Mayor Glasser called the meeting to order at 6:30 PM. City Clerk Bartle called the roll.

Mayor Glasser asked if there were any corrections or changes needed. There were no
corrections to the minutes. Mayor Glasser stated the minutes stand as submitted.

PUBLIC COMMENT
Mayor Glasser explained the process for public comments and opened the Courtesy of the
Floor to Visitors. City Clerk Bartle called each speaker to the podium.
Rick Carper thanked Commissioners Anderson and Waters for their service, and congratulated
Mayor Glasser and newly elected Commissioners. He also requested the ability for residents to
send in written comments via email in order to increase resident involvement.
John Stinson, former City Commissioner, spoke regarding the recent election, and shared
wisdom and quotes provided from his time serving the community. He shared his pride in
Commissioner Waters' service and thanked the Commission for their service.
Mayor Glasser asked if there were any written comments. There were none.
Mayor Glasser closed Courtesy of the Floor.
3 CITY MANAGER REPORTS
3A. City Manager's Report
• Tree Lighting and Parade on Dec. 5th will start at City Hall and end at Town
Center.
• Palms at Town Center were removed as a result of being hit by a car.
• The temporary installation of the traffic circle on Main Street was postponed in
order to obtain additional traffic data.
• All City employees began diversity training.
• Turkey Trot on Nov. 26 will be run in intervals in order to promote social
distancing.
• Moratorium proposal on E -Scooters will be presented at next Commission
meeting.
4 REPORTS AND/OR REQUESTS FROM CITY COMMISSIONERS
Mayor Glasser stressed the importance of the travel advisory, recognized Commissioner
Anderson and Waters for their service and stated she is in favor of the request for submitting
written comments via email. She thanked all who provided support during the election process.
5 UNFINISHED BUSINESS FROM PREVIOUS MEETINGS
None.

6A. Acknowledge receipt of the Monthly Financial Report for October 2020.

REQUIREMENTS FOR MEMBERS OF BOARDS AND COMMITTEES AND PROVIDING AN
EFFECTIVE DATE.
Mayor Glasser read the Resolution by title.
Commissioner Norris reported on the training requirements as detailed in the agenda packet. All
questions were answered.

OF ATLANTIC BEACH, FLORIDA FOR FISCAL YEAR BEGINNING
OCTOBER 1, 2019 AND ENDING SEPTEMBER 30, 2020, AND PROVIDING AN
EFFECTIVE DATE.
Mayor Glasser read the Ordinance by title.
CM Corbin provided a brief overview as detailed in the agenda packet.

Finance Director (FD) Melissa Burns responded to Commissioner Kelly's inquiry
regarding contributions made to the Police Pension Fund to which FD Burns replied that
the information is forthcoming.
Mayor Glasser opened the PUBLIC HEARING
City Clerk Bartle reported there were no speaker cards presented.
Mayor Glasser closed the PUBLIC HEARING.

RECESS OF RETIRING COMMISSION
There being no further discussion, Mayor Glasser declared the meeting of the retiring
Commission recessed and turned over to the new Commission for the next portion of the
meeting.
Mayor Pro Tem Norris reconvened the meeting to conduct the Oath of Office for the new
Commission.

FD Burns reported the City auditors were present to report via ZOOM within the Chambers.
13A. Purvis Gray and Company - Presentation of Fiscal Year 2019 Audit Report.
Auditor's presented a review (via Zoom) of the Audit Report as detailed and in the agenda
packet. The presentation included:
• Page 1 - Auditor's opinion letter.
• Page 2 - COVID-19 affects.
• Page 16 - Income statement for the Governmental funds for the year.
• Page 20 - Business Type Funds.
• Page 79 - Reports issued as part of the audit - Single Audit (Irma/FEMA)
• Page 85 - Recommendation as result of Audit (Year -End Close Process)
• Page 88 -Recommendation as a result of Audit (Insurance Premium Tax Monies)
Mayor Glasser commented on the improvements and contributions made by FD Burns
and Deputy FD Percell. CM Corbin commented on the great job cleaning up past
discrepancies.

A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA,
AUTHORIZING THE POLICE DEPARTMENT TO PURCHASE ADDITIONAL
BODY -WORN CAMERAS.
Mayor Glasser read the Resolution by title.
CM Corbin provided a brief summary as detailed in the agenda packet.
Police Chief Gualillo reported on the purchase as detailed in the agenda packet.
Mayor Glasser stated COAB is the first beach city to utilize the body worn camera
system.

ANNOUNCEMENTS/COMMENTS
Commissioner Norris welcomed the new Commissioners.
Commissioner Waters congratulated Mayor Glasser and Commissioner Bole on their recent
election victories.
Commissioner Bole congratulated Mayor Glasser and Dr. Waters on their recent election
victories and stated he was proud to serve.
Commissioner Kelly thanked DCM Hogencamp for preparing the Christmas parade and
alternative celebrations.
CM Corbin congratulated and welcomed the new Commissioners to the City of Atlantic Beach.
Mayor Glasser spoke regarding the previously presented appeal, congratulated the new
Commissioners, and thanked Commissioners Norris and Kelly.
