CALL TO ORDER AND ROLL CALL Linda Chipperfield called the roll. Mark Gabrynowicz noted that there was not a quorum present, so they would not be able to vote on matters. Sarah Dark, Bruce Andrews, and Barbie Brooksher attended via Zoom. 2. APPROVAL OF MINUTES Approve minutes of the January 13, 2021 regular Environmental Stewardship A. Committee meeting. Minutes were not approved because there was not a quorum present. B. Approve minutes of the February 10, 2021 regular Environmental Stewardship Committee meeting. Minutes were not approved because there was not a quorum present. Approve minutes of the March 10, 2021 regular Environmental Stewardship C. Committee meeting. CHAIR'S REMARKS Environmental Stewardship Committee (ESC) April 14, 2021 Page 1 of 4 Mark Gabrynowicz reported that he presented the 2020 ESC Accomplishment to City Commission. He stated priority setting will not be on the agenda and members should set individual goals for based on the goals of the ESC. He said members can then make work groups based on individual goals that will be approved be Commission. Sarah Dark asked for clarification on the approval and the structure of the work groups. Mark Gabrynowicz responded that the Commission would need to be on board with work groups. He said the work groups would not be the same as a subcommittee in the terms of longevity; they would be more ad hoc. Sarah Dark asked if subcommittees, other than the Tree subcommittee, were approved by Commission. Mark Gabrynowicz stated that those committees were not approved and the purpose of Commission approval would be to make sure ESC is pursuing City approved work. Sarah Boren asked if the ESC would not have formal goal for 2021. She stated her concerns about not having a concrete workplan. Mark Gabrynowicz responded and said the ESC will still have goals but he did not want to spend too much time focusing on what the committee is going to do. Members discussed setting priorities and making a plan for 2021. A. ESC meeting rules Mark Gabrynowicz said no additional updates were made and a vote will be deferred until next meeting. B. Outreach subcommittee Amy Palmer gave a summary of the Outreach report included in the Agenda packet. The key points included the Earth Day event, the Tree Code advocacy message, and the Town Hall meeting on the Connectivity Plan and Tree Code update. Members discussed the details of the Earth Day event. Barbie Brooksher asked the members to like and share posts on Facebook. Members discussed posting information about the Tree Code update on Facebook. B. LEED subcommittee Sarah Boren asked Amanda Askew the decision on the Grant. Amanda Askew responded and said she did not have a decision. The City Manager had not made a decision yet. Sarah Boren reported that the City won the Bank of America LEED Grant. She said the Community Action Plan Working Group met and began working again. She stated they expect to have another meeting soon. Environmental Stewardship Committee (ESC) April 14, 2021 Page 2 of 4 C. Tree Subcommittee Sarah Dark gave a summary of the Tree Subcommittee Report in the Agenda packet. Bruce Andrews gave a summary of the meetings held with Commissioners. Members discussed how to move forward with Chapter 23 once it is presented to Commission. 6. MAYOR'S AND/OR STAFF REQUEST/REPORT A. Chapter 23 update Amanda Askew reported on the Town Hall meeting. She reported staff research done on Alachua County tree code and Broward County tree trimming licensing. She said staff's recommendation is to not implement to tree trimming licensing in this code update and the outreach subcommittee would prepare a training. Linda asked for clarification on the training. Amanda Askew responded and said this would be a document or webinar that the individuals would do then certify that they have reviewed the materials. The City would then make a list of vendors who completed this process. Sarah Boren said this could be a certificate that has a quiz. She stated these vendors can then show the certificate to property owners. Amanda Askew reviewed the staff changes to the mitigation assessment chart including new construction, redevelopment, and vacant lots. Members discussed the staff changes to the mitigation assessment chart. Mark Gabrynowicz asked the members to submit written comments to staff by the end of April. Members discussed the ESC version and staff version of Chapter 23 and moving forward to Commission. Bruce Andrews and Sarah Boren expressed their concerns with staff coming up with a separate version to present to Commission. Bruce Andrews requested the ESC votes on the proposed Tree Code before taking it to Commission. Sarah Boren said she will send out a Google Pole. B. Adaptation Plan Amanda Askew gave an overview of phase 2 of Adaptation Planning. Sarah Boren gave information about City of Jacksonville's resiliency planning. C. Brazilian Pepper Tree round-up Amanda Askew provided a overview of the round-up held in March. 7. OLD BUSINESS 8. NEW BUSINESS A. Beaches Leader Environmental Articles Environmental Stewardship Committee (ESC) April 14, 2021 Page 3 of 4 Mark Gabrynowicz said the ESC will now have a space in the Beaches Leader for Environmental Articles. He wants every member to write an article. Amy Palmer said the Outreach Subcommittee can work on the organization this. Sarah Boren proposed doing an Annual Citizen Champion award. Mark Gabrynowicz stated anyone who wants to fill the open seat can submit an application that is on the website. 9.
