Section 3 – Specific Landscape Guidelines
A. General Principles
The Atlantic Beach Country Club site is heavily influenced atmospherically by its
proximity to the Atlantic Ocean through wind, airborne salt drift and the moderating
effects of ocean temperature on local climate. These environmental influences affect
and determine local plant communities, plant health and grow patterns. It is within
USDA Plant Hardiness Zone 9a. Aesthetically, the neighborhood is surrounded by a
golf course and landscaping should be harmonious with the golf course. Homeowners
are asked to follow the Florida Friendly Landscaping Principles as set out in the Florida
Friendly Landscaping Guide to Plant Selection and Landscape Design
(https://ffl.ifas.ufl.edu/pdf/FYN_Plant_Selection_Guide_2015.pdf) as published from
time to time by the University of Florida.
B. Turf
i. In order to maintain visual and botanic harmony and prevent the introduction or
proliferation of invasive grasses, the recommended natural turf permitted to be
to be planted in ABCC is Celebration Bermuda grass. Additionally, in the rear
yard where Celebration Bermuda turf will not thrive due to pervasive shade,
Empire Zoysia grass may also be planted. Celebration Bermuda is the only turf
permitted to be planted in front and side yards. When planting Empire Zoysia
in a rear yard, a border area at least 18 inches wide shall be installed
containing appropriate mulch and/or plantings.
ii. Turf shall cover at least 50%, but no more that 75% of front and rear yards and
no more than 70% in the side yards. There is no minimum coverage for side
yards.
iii. Synthetic turf will only be allowed to be installed in fully fenced back yards after
review and approval by the ARB of a detailed landscape and installation plan.
iv. Synthetic turf shall not be installed within 18 inches of a side lot line, rear lot
line, fence line, or a drainage easement (the “border area”). In the border area,
shrubbery or hedges with a minimum height of 24 inches at time of installation
shall be planted to block the view of the synthetic turf from neighboring
properties at ground level.
v. For corner lots facing on two streets, synthetic turf shall not extend beyond the
sidewall of the house on any side of the house facing a street. A border area
shall be maintained for a distance of 18 inches beyond the synthetic turf, and it
shall be planted with shrubbery or hedges with a minimum height of 24 inches
at time of installation.
vi. Synthetic turf installations shall, at a minimum meet the following criteria:
a. The turf shall be of high quality and be polychromatic so as to approximate
the look, color and texture of natural grass.
b. The turf shall carry a minimum 15-year warranty against deterioration and
excessive wear.
c. The turf shall be maintained to minimize wear, tear and deterioration and
to approximate its appearance at the time of original installation. The turf
shall be replaced when it reaches the end of its life or when its appearance
and function deteriorates from its initial appearance.
d. The turf shall be installed by a reputable installer over a drain field
consisting of between 4 and 6 inches of crushed and compacted rock
covering a weed protection fabric.
e. The turf installation shall include in-fill product appropriate for the intended
use. In applications where there will be pet traffic, infill products that cool
the surface and provide odor reduction such as TºCool™ and zeolite shall
be used so long as their use, application and disposal is in accordance
with all laws, rules and regulations. Silica sand should only be used in low
traffic areas. No crumb rubber of any kind is to be used as in-fill. All in-fill
products shall be approved for use in residential neighborhoods by the
Florida Department of Environmental Protection. In-fill shall be maintained
and renewed on a regular basis meeting manufacturers’
recommendations.
vii. The plan submitted to the ARB shall include the following:
a. A drawing showing the location and area of coverage of the synthetic turf
field.
b. A description of the intended plantings to be made in the border area.
c. A description of the fencing and a drawing of the area to be fenced.
d. A plan for the installation or modification of an irrigation system showing
locations and coverage of all sprinklers.
e. A plan for dealing with rainwater run-off from roofs and gutter downspouts,
including the use of buried downspouts and French drains as appropriate.
Irrigation sprinklers and down spouts are or will be properly adjusted
during install and during the life of the installation to allow appropriate run
off away from the house and neighboring properties without causing
overflow to neighboring properties.
f. A plan for disposal or recycling of synthetic turf that is removed or replaced
viii. A maintenance agreement with a reputable synthetic turf maintenance
company shall be active and in place at all times. An executed copy of such
maintenance agreement shall be submitted as part of the ARB approval
process. Any amendment, renewal agreement or replacement agreement after
termination of the initial agreement, shall be promptly submitted to the Property
Manager.
ix. If a synthetic turf installation is approved, it shall be conditioned upon a review
and approval of the proposed turf and sub-base products by the COAB Public
Works Department. The homeowner shall provide a copy of the COAB
approval before starting installation.
C. Plantings and Beds
i. Homeowners must take special precaution not to introduce or include invasive
species into their plantings as defined by the Florida Noxious Weed and
Invasive Plants List (https://www.flrules.org/gateway/ruleno.asp?id=5B-
57.007&Section=0) or listed on the Atlantic Beach Prohibited Species List.
Homeowners are encouraged to consider the mature state of a plant prior to its
installation to prevent shade damage, root damage, impairment of golf course
views (as illustrated on Exhibit 1) etc. to the home site or adjacent home sites.
Impairment of views being defined as a material impairment as viewed from a
spot 10 feet from each corner of the back wall of a home and extending in a
45° arc to the left and to the right of that spot.
ii. All plants shall be arranged in logical groupings compatible with the location
within the landscaped lot with an emphasis on contrasting color and texture.
iii. The use of flowering plants, both annual and perennial is encouraged.
iv. Garden plots for fruits and vegetables are encouraged in the rear and side
yards. These can either be at grade or in raised boxes. These areas must be
maintained in an orderly, seasonal and contained fashion and must be
aesthetically pleasing on the exterior, visible sides of the raised boxes.
v. Unless otherwise approved by the ARB, plant bed mulch shall be limited to pine
straw or pine bark mini nuggets. This will insure proper horticultural practices
regarding moisture and weed control and soil gas exchange. If, with the
approval of the ARB, a homeowner desires to use river rocks or other forms of
gravel, they must show that it will not cause the improvements on the lot to
exceed impermeability limitations specific to Atlantic Beach Country Club.
Additionally, appropriate measures to restrict the movement of such gravel onto
a neighboring property shall be installed. Stepping stones may be used in
mulched areas, so long as they do not cause the aforementioned
impermeability requirements to be exceeded.
D. Trees
i. ARB review and approval is required to remove, relocate, or add a “Review
Required Tree”. A Review Required Tree is defined as follows:
a. A hardwood tree greater than 6” in diameter measured at a point that is 54”
above the ground, or
b. A palm tree greater than 10” in diameter measured at a point that is 54”
above the ground, or
c. Any multi-trunked tree taller than 10’.
ii. It is not necessary to seek ARB approval to remove a Live Oak, White Oak, or Southern Live Oak which would generally fall under the definition of a Required Review Tree if it is reasonable to expect that the root spread is likely to disrupt,
impair, or damage any underground utilities, existing structural components of any home, sidewalk or driveway. It is likewise not necessary to seek approval to remove a tree that is dead or diseased. It is suggested that the homeowner plant
another tree from the CoAB Recommended Tree List found at https://library.municode.com/fl/atlantic_beach/codes/code_of_ordinances?nodeId
=PTIICOOR_CH23PRTRNAVE (the “Tree Regulation Ordinance”, )if the property will support the planting from a landscape perspective. In all instances the requirements of all CoAB ordinances must be followed unless the provisions of this Section are more restrictive. If a Live Oak, White Oak, or Southern Live Oak is greater than 20” in diameter, then a COAB permit must be obtained to
remove it. Ref: https://coab.us/888/Tree-Removal-Permit. Homeowners are
reminded that the Tree Removal Ordinance has a list of prohibited trees that cannot be planted within the CoAB.
E. Artificial Plantings
No artificial plant, flower shall be installed on any lot, except as part of a holiday
decoration or as part of a front door or window decoration.
F. Irrigation
i. All landscape material installed on each home site shall be irrigated utilizing the
reclaimed water supply provided to each lot owner.
ii. A fully automatic underground irrigation system with a clock and rain sensor
and providing 100% full coverage for all turf and planted areas shall be utilized
and maintained by the owner.
iii. Owners are responsible for coverage in all street rights-of-way and to the edge
of water on lots with lakeside frontage.
iv. Pop-up spray heads should be used in all shrub beds, rotors should irrigate turf
areas and all large planted material such as hardwoods, palms and tree form
shrubs should have a 1-gpm bubbler located within its root zone until such time
as its root structure has become secure.
v. All piping shall be ‘purple pipe’ indicating a reclaimed water source. No wells
will be allowed on individual lots.
vi. Homeowners are strongly urged to follow the voluntary irrigation guidelines
issued by CoAB. A copy of the guidelines is attached as Exhibit
G. Water Features
i. Water features shall be designed and constructed so as to minimize impact on
adjoining properties with light and sound, and must be properly waterproofed.
ii. Water features must complement the outdoor living space and may only be
located in the rear or courtyard area of the home.
iii. No portion of the wall, raised bond beam, architectural relic, pot or column shall
exceed thirty inches (30”) in height, as measured from the finished grade of the
Lot and be colored to harmonize with the color scheme of the dwelling.
iv. Pumps must be screened behind a 100% opaque barrier at the time of
installation.
v. Self-contained water features such as babbling brooks, streams or small ponds
must be designed with native materials such as coquina rock or limestone and
may not exceed eighteen inches (18”) in height, as measured from the finished
grade of the Lot.
vi. The overall size of the holding pond may not exceed thirty-five square feet (35
SF). A revised landscape and lighting plan must be submitted with the water
feature request.
vii. Lot size and existing improvements will be considered when evaluating a self-
contained water feature.
viii. Hydroponic garden columns are not considered water features and are allowed
under these Guidelines.
H. Driveways and Walkways
i. All home sites are required to have a driveway that extends from the curb line
to the garage. Any change to the driveway will require ARB approval.
ii. Driveways and walkways shall be of one consistent in material and color unless
otherwise approved by the ARB. Selection of harmonious and understated
driveway materials is encouraged.
iii. Driveways shall be no wider than the combined width of garage openings plus
1” unless approved by the ARB. Extended driveways must meet the
permeability standards of the Ordinance
iv. Where the driveway intersects with the curb a flair of two feet on each side will
be allowed.
v. Walkways for the front entry shall be connected to the public sidewalk or
driveway. Materials shall be consistent with those used at the homesite. and be
a width of between 30” – 60”.
vii. Wood walkways are not acceptable. Wood-like composite (“Trek”) walkways
will only be allowed in rear yards and where consistent with an existing design
element.
viii. All driveways and walkways must conform to the side setback and impervious
surface (as defined in Section 24-17 of CoAB Code of Ordinances) coverage
requirements of the Ordinance.
I. Rainwater Run-off
Homeowners shall manage rainwater run-off from roofs and gutter downspouts.
Irrigation sprinklers and down spouts are or will be properly adjusted during the life of
the installation to allow appropriate run off away from the house and neighboring
properties without causing overflow to neighboring properties. Buried downspouts and
French drains are encouraged where appropriate.
J. Lighting (This section is for permanent lighting installations and not
“seasonal” lighting).
i. Light fixtures shall be low voltage, LED type.
Ii Lighting shall be white in color with a white balance rating of between 2700K
and 3500K
iii. Light fixture placement shall be carefully selected to compliment and highlight
architectural features of the home and landscape.
iv. Uplighting, downlighting, moonlighting and spot lighting are all acceptable
lighting techniques when implemented properly.
v. Exterior lights placement shall not interfere with street lighting or provide
nuisance glare or hotspots to surrounding properties.
vi Exterior lighting that casts light upon or is visible from and obtrusive upon a
neighboring dwelling window shall not be lit after 12 midnight.
vii. Soffit or eave mounted spot lights are prohibited unless approved by the ARB.
viii. Except for subsection J.vii, ARB review and approval is not required for lighting
meeting these criteria
Summary
The proposed area of installation of the AmeriPet product is defined by the backyard area that is
currently fenced in. That area is shown in an overview attachment and measures in 1 main area that is
80’x12’ and then 2 side areas that measure 5’6”x13’ and 7’x13’.
Permeability
The AmeriPet product permeability results are attached in a separate sheet. With an average water
drainage capability of 96 inches per hour, this far surpasses the permeability of natural grass and other
artificial turf products. In fact, when installed properly, the Ameripet product becomes a “drain field”
where water drainage is maximized. Areas like outdoor patios or rooftop patios are some prime
examples.
The specific installation of the AmeriPet product in our backyards will be even more permeable than the
test results because 3” to 4” crushed stone will be placed under the turf rather than silica sand base
used in the attached test results. The original backyard area was approved for permeability and
installation of the AmeriPet product drastically increases it.
Aesthetics
The newest AmeriPet product line looks even more like natural grass and the attached pictures show
that. There are multiple shades of green in the main yarn and also yellows and browns in the thatch
area that gives the appearance of natural grass.
Livability
This is a main issue for Jeff because I simply cannot keep my house clean with basically a backyard that is
nothing more than dirt (dry) or mud (wet). It is virtually impossible to keep my house interior clean
with the dogs going in and out constantly during the day. It is extremely inconvenient to constantly
having to carry the dogs to the utility room to spray off their paws or have a wash tub on the porch to
use before the dogs can reenter the house. I would like to purchase new furniture, but it does not
make any sense with the current condition of my backyard.
I also have frequent issues with my dogs coming down with intestinal parasites that they pick up from
the dirt & mud in my back yard. I do not have this issue up in Ohio during the summer & fall. The
bent grass on my lawn there holds up to the per traffic whereas the celebration Bermuda grass here at
ABCC does not hold up to even moderate pet traffic.
The installation of the AmeriPet product in the fenced in area eliminates all of these issues.
Water Conservation
The installation of synthetic grass will cut my monthly water consumption and billing significantly. This
is certainly something that I do not take lightly and am passionate about.
The synthetic grass is a certified and accepted water conservation tool and is outlined in a Florida
statute listed below. I have engaged a 3rd party (manufacturer’s rep) to research this for me.

Increase in Permeability and Drainage
• Is Artificial Grass Permeable? ... It is often the case that properly installed synthetic grass lawns have significantly better drainage than natural lawns. For the top layer of drainage, synthetic grass has a permeable backing that allows liquids to permeate the material and drain to the base underneath. o JSB: See the attached sheet outlining the specific permeability of the AmeriPet product. The product will handle an average of 96 inches of water per hour.
This was with a silica sand base and once the crushed rock is installed instead
of the sand, the water drainage will increase significantly.
• With synthetic grass there is no need to worry about water drainage. When installed properly with crushed rock as an underlying layer, synthetic grass drain water much better than regular grass. Water simply drains straight through the permeable fabric backing and into the aggregate base below. Due to this, synthetic grass lawns dry relatively quickly compared to regular lawns.
• The AmeriPet product is designed with a permeable backing that allows water to drain through the grass yarn and into the sub-base, which is specifically crafted to allow proper and maximum drainage. Therefore, it is perfectly fine for your synthetic grass to get wet. ... This is not always the case with artificial turf which has a non-permeable backing with weep

Less Insects Creating a Safer Environment for Pets and Children

them. They simply cannot live inside the blades of synthetic grass, and of course there is no
soil to nest in. Parasites also do not have any soil to live in, which creates a safer and healthier environment for pets.
• Bugs are drawn to standing water, which can occur when natural grass is covered by shade. With synthetic grass, there is no dirt, and much less water. This also contributes to synthetic grass appealing less to bugs. Instead of a dirt base, turf has infill of crushed rock, which is not a desirable location for pests to live.
• One of the nicest side-benefits of synthetic grass is that it does not attract insects. ... With synthetic grass, there is no exposed soil, so there is no ready food supply. Fleas, ticks, ants, spiders, gnats, flies, and mosquitoes have to go elsewhere. Additional Benefits
• While synthetic grass is far more weed resistant than a natural grass lawn, it is possible for weeds to sometimes grow around the edges or, more rarely, through the small holes in the backing material. ... It is very difficult for weeds to grow up from the soil through properly

• Adding in round, galvanized pins around the perimeter of your synthetic grass. These pins hold the grass in place, and should be installed so deep into the grass and sub-base that your dog shouldn't notice them or be able to dig them up.

• Specimen sampling is performed in the sampling department at TSI. • The sampling size of specimens is determined by the test method requirements. • In the event a specific sampling size is not called for, a determination will be made based on previous testing experience, and approved for use by an authorized manager. • All samples are subjected to the outside environmental conditions of temperature and relative humidly. • Sample requiring pre-determined exposure to specified environmental conditions based on a specific test method, take place in the departments in which they are tested PROCEDURE: This test method determines the rainfall drainage capacity (permeability) of the playing surface. Test data values represent drainage rates vertically thru the turf with above listed infill, and do not take into account the percolation properties of a pad and/or an underlying sub base. Three specimens, 11.5” diameter, were cut from the 15’ turf roll, side-center-side manner. Each turf specimen was securely fastened to the permeability tube using mechanical flanges, ensuring vertical water flow thru the product. The infill system was then installed. Water was pumped into the tube faster than could exit, until the water level reached 6”. The water source was shut off, allowing the accumulated 6” water level to recede. The recede was timed via stopwatch until the water level exited the turf. The flow time was recorded in seconds. This procedure was repeated a total of 4 times where, the first pass was for conditioning, with passes 2,3,4 used for averaging. This process was repeated on the remaining specimens.
