MINUTES OF
CULTURAL ARTS ADVISORY BOARD MEETING
September 22, 1999
A regular meeting of the Cultural Arts Advisory Board was held Wednesday, September 22, 1999, in the
City Hall Commission Chambers. Present were Chairperson Alice Gartland, Karin Clark, Nancy
DeCandis, Karen Sadler, Janelle Wagoner and Staff Member Susan Dunham.
The meeting was called to order by Chairperson Alice Gartland at 6:50 p.m.
Approval of Minutes
The Minutes of the meeting of July 21, 1999 were amended as follows: "The Board decided not to hold
an August meeting. The next regularly scheduled meeting will be September 22, 1999." The Board
approved the Minutes of July 21, 1999, as amended.
Concert in the Park
Karin Clark advised the Board that the U.S. Navy declined to participate in the Concert in the Park on
October 10, 1999, due to other military commitments. After discussion, the Board decided not to
reschedule a fall date but to attempt to confirm a spring date with the Navy Band. Karin Clark will
contact the U.S. Navy to schedule a date and to schedule a rain date as well.
Art Classes at Atlantic Beach Elementary
Margie Campbell of the Watercolor Society assured Janelle Wagoner that they would contact Atlantic
Beach Elementary regarding possible workshops.
Space for the Visual Arts
Alice Gartland advised the Board that the artwork has been hung at City Hall. The Board determined that
they would like the City of Atlantic Beach to set up a special account to handle the 25% of the sale
proceeds payable to the Cultural Arts Board if any of the artwork should sell. Also, Karin Clark
suggested providing information about the artwork in Tide Views to inform the public and/or hosting a
coffee or lunch reception for the public every time the artwork changes.
Alice Gartland also mentioned that the Baptist Medical Center has allowed the Cultural Arts Board to
hang artwork there as well.
Nancy Bodge
Nancy DeCandis informed the Board that Nancy Bodge had a baby girl named Alice.
New Member
Nancy DeCandis introduced Karen Sadler to the Board members. Karen Sadler raised her concern about
a conflict of interest because her new company creates and designs art programs in the art and education
community. Prior to this Cultural Arts Board meeting, Nancy DeCandis spoke with Mayor Suzanne
Shaughnessy. The Mayor suggested Karen Sadler become an ex -officio member of the Board so that the
Board could have the benefit of her experience but that Karen would not have a vote.
Karen Sadler's background is in advertising, film, music and arts development. She started in film, then
advertising, then commercial. She worked with academy award-winning directors and cinematographers,
worked with producers in both feature and commercial market, and then moved into the music video
market. She has worked with MTV, VHI, AT&T, CocaCola and 7Up. She worked with the government
for three years on a contract for the National Institute of Health in creating public service announcements
for the National Cholesterol Education Program and the High Blood Pressure Education Program in both

• radio and television broadcast. She then went on to corporate development of commercial packages and
publicity -related packages. Karen currently is working with Atlantic Beach Elementary in creating art
programs, live events, workshops, and to bring in artists from around the city and other areas as well.
Karen had previously created a company that developed young directors and, in working with the young
directors, was able to bring them from sometimes just out of school right into feature films. One of her
directors went from school to his first film at $25 million and his second film at $70 million. In creating
her current company, Karen felt that there was a need for more arts awareness at every level in the school
system so the education community was a priority.
Nancy DeCandis moved that Karen Sadler be appointed an ex -officio member of the Board. Karin Clark
seconded, and the motion passed unanimously.
First Nizht 1999/2000 Budzet
Nancy DeCandis was advised by the City of Atlantic Beach that the amount of $27,815 listed as a carry
forward was not a carry forward, it was the amount that was available to First Night as of that date. The
budget income is $34,000 and First Night needs another $9,000 on top of what First Night expects to
bring in. Nancy DeCandis is attempting to find out why the figures are different.
Nancy DeCandis recommends staying with the City of Atlantic Beach at least through this First Night.
Mural on Wall in the Park
Rosemary Fletcher was not in attendance so this item was deferred until the next regularly scheduled
Cultural Arts Board meeting.
The meeting was adjourned at 7:30 p.m.
