CULTURAL ARTS ADVISORY BOARD MEETING
July 21, 1999
A regular meeting of the Cultural Arts Advisory Board was held Wednesday, July 21, 1999, in the City
Hall Commission Chambers. Present were Chairperson Alice Gartland, Nancy DeCandis, Rosemary
Fletcher, Janelle Wagoner, Mayor Suzanne Shaughnessy and Staff Member Susan Dunham.
The meeting was called to order by Chairperson Alice Gartland at 6:58 p.m.
Approval of Minutes
Nancy DeCandis motioned to accept the Minutes of the meeting of June 23, 1999, as written. Rosemary
Fletcher seconded and the motion carried.
Cultural Arts Budeet
Nancy DeCandis advised the Board that Timmy Johnson had put $4,000 in the Cultural Arts Board
budget but that a formal request would have to come from the Board. Nancy DeCandis moved to request
$4,000 from the City of Atlantic Beach. Alice Gartland seconded the motion, which passed unanimously.
Mayor Shaughnessy asked Susan Dunham to make sure the back-up information to the $4,000 request is
updated in case any of the City Commissioners have questions.
Summer Art Classes
Nancy DeCandis relayed that 10 people are enrolled in the drawing class and 13 people are enrolled in the
pottery class. This is the number of children that they were anticipating.
Alice Gartland suggested offering free classes for those who cannot pay. These classes would be offered
on a first-come, first served basis. Mayor Shaughnessy offered two suggestions: 1) setting up a
scholarship fund to accept private donations, or 2) have the City of Atlantic Beach underwrite the cost.
After School Proerams
Mayor Shaughnessy stated that Donner Park and Jordan Park would be offering after-school programs.
The ultimate goal is to get as many after-school programs in as many areas as possible.
Mayor Shaughnessy asked Janelle Wagoner if there were any students at Douglas Anderson who were at
a level that they might be able to teach a small group. Janelle Wagoner stated that there a lot of students
who are in the National Honor Society or National Art Honor Society who need community service
hours. So, she thought getting students to teach after-school programs might be a possibility.
First Nieht
Nancy DeCandis distributed the First Night budget to the Board members. Changes to the budget that
need to be approved at the First Night meeting are as follows: Income: Request from the City of Atlantic
Beach $15,000; Button Sales increase to $10,000. Expenses: Artists Fees increase to $17,000; Materials
and Supplies increase to $1,000; Shuttle Service increase to $500; Publicity/Marketing reduce to $13,600,-
Overall
13,600;Overall Decorations increase to $1,500.
Nancy DeCandis is still trying to locate someone who will chair the Street Surprises venue for First
Night.
Nancy DeCandis met with Morale, Welfare and Recreation (MWR) at Mayport to negotiate moving their
• fireworks from the north end of Mayport Beach to the south end of Mayport Beach so that the First Night

• attendees can view their fireworks. MWR has requested a contribution to move the fireworks. or Ma

Shaughnessy stated that if MWR wants us to contribute, then we need to have an equally advantageous
position from which to view the fireworks. Nancy DeCandis will check into the possibility of anchoring
a barge off the beach from which to send off fireworks.
Art Classes in Atlantic Beach Elementary
Janelle Wagoner spoke with Margie Campbell at the Watercolor Society and said that they would be
delighted to put Atlantic Beach Elementary on their list of possible sites to perform workshops. Janelle
Wagoner suggested to Margie Campbell that she contact the new principal.
Grants
Alice Gartland spoke with the Cultural Arts Council and they advised Alice that the grant monies
available were to assist non-profit organizations. However, the money from the sale of license plates goes
to the arts and they would assist the Cultural Arts Board in obtaining $1,000 from these funds. In
addition, the Cultural Arts Council will assist in writing grants to the State of Florida. Two grants are
available from the State, one is educational and the other is for projects like First Night.
Community Center
Mayor Shaughnessy advised the Board that the real estate agent of the Pic -N -Save has not been able to
schedule a meeting between her, Councilman Holland and the owners. Mayor Shaughnessy will speak
with a friend of the owner and will ask that person to set up an appointment.
Mayor Shaughnessy also advised the Board that there was a 3 -acre parcel of land for sale for $92,000
• located at the end of Levy Road on the intercoastal waterway with 300' of frontage on the waterway.
Mayor Shaughnessy suggested one possibility is to have all the theater entities and the three beach cities
contribute toward the purchase of the land. The Mayor also suggested that it should be a public/private
partnership. The Board will discuss this further at the next Cultural Arts Board meeting.
Mural
Rosemary Fletcher brought up the idea of possibly painting a mural on the side of the racquetball court.
This could be a community event in which the children and adults could assist in painting. Alice Gartland
called the Cultural Arts Council and they could provide a lead artist --someone who would do the
designing and to help the children. The Board will discuss this further at the next Cultural Arts Board
meeting.
Jack Russell Park Pavilion
Rosemary Fletcher advised the Board that the tiles made by children on Earth Day still need to be put up
on the Jack Russell pavilion. They are waiting for bids on putting up the tile. One side of the gable will
be sea life, the other side will be a sports motif. For the columns, children will stamp fish.
August Meeting
The Board decided not to hold an August meeting. The next regularly scheduled meeting will be
September 22, 1999.
The meeting was adjourned at 7:40 p.m.
