The regular meeting of the Cultural Arts Board was held Wednesday, February 17, 1999.esent
were: Woody Winfree, Nancy Bodge, Nancy DeCandis, Alice Gartland, Gerry Seabrook,
Rosemary Fletcher, Karin Clark, Mayor Suzanne Shaughnessy, and Timmy Johnson.
Rosemary amended the minutes to show that she was present for the January 21, 1999 meeting.
Nancy Bodge reported that she has done a lot of work with the Art Classes at Atlantic Beach
Elementary and wanted everyone on the committee to think of or locate an artist to do the
workshop. Karen Sadler said that it is now February and she needs to get some things planned.
She said her real need is to get at least five artists whether it be music or hands -on -art to come
and do workshops from 8:45 to 10:30. One morning or three mornings, she will pretty much take
anything she can get, if it's just one class that's great or if you would want to for a few mornings
with a lot of classes. Nancy had a list to give to all members of the committee, it's a fist of class
sizes and what the classes are.
All workshops are donations of the artists, and their time who's giving it. The Mayor suggest
calling her brother, Mr. Mack as a potential artist. Rosemary presented the Board with a letter
from Jacksonville University Dance Department and a proposal. The Dept. is looking to do forty-
five minute programs within the schools. In the letter they talked about entertainment value,
synthetic value, and educational value. Her proposal is for the Cultural Arts Board to spend $200
•on sponsoring Jacksonville University Dance Dept. The Dept. would come out and rather than
doing a forty-five minute piece, they could do a thirty minute piece and then have each dancer go
with a group of ten students to the auditorium and teach them. It would be more participation.
Everyone thinks it is a good idea and they should try to work something out. Alice motioned to
accept the proposal, Nancy DeCandis seconded and the motion carried.
Nancy informed the Board that the Cultural Arts Board hold it's meeting before the First Night
Committee, therefore, the report the Board received is a month old. Nancy Bodge motioned to
hold the Cultural Arts Board meeting after the First Night meeting. Woody amended the motion
to have the First Night Committee come up with a way to hold the First Night meeting before the
Cultural Arts Board meeting. Gerry seconded and the motion carried.
The Board discussed a committee to study the feasibility of First Night incorporating. The Mayor
contacted a retired corporative attorney, who would be willing to assist.
Alice mentioned that if First Night was independent it could apply for grants. She recommends
the Board apply directly to the state, instead of going thru the City of Jacksonville. Mayor
Shaughnessy added that she doesn't know what to think about this issue because all of the facts
aren't in. Karin recommends giving the committee a task and have them report back to the Board
on a certain date. The Board would like for the committee to answer the following questions:

The Board discussed the possibility of having a Spring Arts Show. Nancy B. informed the Board
that First Night is asking a lot of artists for donations for the fundraiser and asking them to
participate in a Spring Arts Show maybe a bit much. Nancy D. recommends having an Art Show
with the art work that will be auctioned at the fundraiser. The discussion was tabled until the
Board can come up with a way to display the art work.
