CALL TO ORDER AND ROLL CALL Mark Gabrynowicz called the meeting to order. He made a motion to allow Linda Chipperfield to participate via Zoom. No second was made and there were no objections to the motion. Linder Chipperfield called the roll. Linda Chipperfield attended via Zoom. 2. APPROVAL OF MINUTES A. Approve minutes of the December 11, 2019, January 8, 2020, June 10, 2020, July 8, 2020, August 12, 2020 & September 9, 2020 regular Environmental Stewardship Committee meeting. B. Approve minutes of the May 12, 2021 regular Environmental Stewardship Committee meeting. Deborah Andrews stated there was a grammatical error in one of her comments. MOTION: to approve the corrected minutes Motion: Mark Gabrynowicz A second was not made. There was no dissenting opinion. Motion passed unanimously 5 to 0. 3. COURTESY OF THE FLOOR (5 MINS.) 4. CHAIRS REMARKS A. Application for vacant position / search for prospective members Mark Gabrynowicz encouraged members to get acquaintances or neighbors to join the ESC. B. Roberts Rules Mark Gabrynowicz gave a brief history of Henry Robert's Rules of Order. The purpose of this summary was to emphasize that the committee should work to follow the rules. C. Participation on subcommittees Mark Gabrynowicz stated he wants to expand subcommittee work and encourages members to participate. 5. REPORTS A. Outreach subcommittee Amy Palmer reviewed the highlights of the subcommittee report which included meeting with the UNF student about the proposed conservation Fair, new t-shirt designs, beaches leader articles, and the Art Exhibition at the Adele Grage Center. Members discussed potential t-shirt designs. Additional discussion will be held at the next Outreach Subcommittee meeting. Members discussed ideas for the Art Exhibition. Members discussed the process of writing articles for the Beaches leader. B. LEED subcommittee Sarah Boren gave the LEED Subcommittee report. Mark Gabrynowicz requested the written report be attached to the minutes. C. Tree subcommittee Bruce Andrews gave the Tree Subcommittee report. Members discussed Heritage Tree designations. STAFF REPORTS A. Chapter 23 update Amanda Askew stated the Ordinance will be brought to Commission of June 28th and will require two reads. She said she is still waiting for the City Attorney to get back to her with edits. Memebers discussed Chapter 23 and the process of bringing it to Commission. B. Adopted Plans/Regulations Amanda Askew gave an overview of the structure of rules and regulations required by the State of Florida in regards to the Comprehensive Plan and supplementary plans. This discussion was suggest by the Chair to provide background for the ESC members. Members asked staff questions and discussed plans and regulations. 7. OLD BUSINESS Members discussed the Commission's proposal to standardize the size of boards and committees. Bruce Andrews addressed his concerns which included the impacts of COVID on quorums, the importance and amount of work the ESC completes, and the implied level of burden the ESC puts on staff. Members agreed that they can improve the efficiency of discussions. Sarah Boren volunteered to draft a resolution to maintain the ESC size. Amanda Askew will send the document to all members for additional input. A. 2021 Goals/Priorities Mark Gabrynowicz deferred this to the next meeting.
