01-21-21 Commission Priority Setting_Visioning Workshop adopted minutesATTENDANCE: Present: Also Present: MINUTES Commission Priority Setting/Visioning Workshop Thursday, January 21, 2021 - 5:00 PM Commission Chamber Ellen Glasser, Mayor - Seat 1 Bruce Bole, Commissioner - Seat 2 Michael Waters, Commissioner - Seat 3 Candace Kelly, Commissioner - Seat 4 Brittany Norris, Mayor Pro Tem / Commissioner - Seat 5 Shane Corbin, City Manager (CM) Brenna Durden, City Attorney (CA) Donna Bartle, City Clerk (CC) CALL TO ORDER Following the Pledge of Allegiance to the Flag, Mayor Glasser called the meeting to order at 5:02 p.m. Mayor Glasser welcomed the facilitator, Linda Lanier, and asked each Commissioner to self identify. 1. WELCOME (SHANE CORBIN, CITY MANAGER) CM Corbin addressed the Commission and spoke about the benefits resulting from these priority -setting sessions. CM Corbin introduced Linda Lanier, Facilitator. 2. PUBLIC COMMENTS Mayor Glasser opened the Courtesy of the Floor and explained the process for providing public comments. City Clerk Bartle confirmed there were no written comments submitted and called the following speaker: Joyce Freeman spoke about the lack of drainage and maintenance to the ditch running from Simmons Road to Jackson Road causing flooding in her neighborhood. There being no additional requests to speak, Mayor Glasser closed Public Comments. 3. REVIEW OF 2020 PRIORITIES AND THEIR STATUS. DID THE PROCESS WORK? CM Corbin reported there are things on last year's priority list that were completed and some that were not. He noted that COVID-19 really absorbed a lot of time that could have been spent working on other projects. Commission Workshop January 21, 2021 4. OVERVIEW OF NOMINAL GROUP PROCESS, SMART FRAMEWORK FOR GOAL SETTING AND URGENT/IMPORTANT MATRIX (LINDA LANIER, FACILITATOR) Ms. Lanier explained the purpose for setting priorities and commended the Commission on their continued attention to them. Ms. Lanier reviewed the process and the use of the SMART framework for goal -setting which must be: • Specific • Measurable • Achievable/actionable • Results focused • Time based Ms. Lanier spoke about the Eisenhower Model and determining what is urgent and important. The Commission established ground rules - listen, bottom line upfront, no personal attacks, and no interruptions. Ms. Lanier explained that her presentation sheets include the goals from last year and the new goals submitted by Commissioners in advance of this workshop. DCM Hogencamp explained the process of using the information and ideas from this workshop to come up with a new list of priorities for the Commission to formally vote on later. CM Corbin agreed to the process and noted the list will be voted on by resolution. 5. REVIEW AND DISCUSSION OF RESPONSES FROM COMMISSIONERS ACCORDING TO SUBJECT AREAS. COMMISSIONERS WILL VOTE FOR THEIR PERSONAL PRIORITIES IN EACH SUBJECT AREA. (LINDA LANIER AND GROUP) Ms. Lanier presented sheets on each of the following categories. During the presentation, CM Corbin and staff reported the status of various projects and the Commission provided input and offered additional ideas to consider. Once all the categories and ideas were presented and discussed, they went back through them to identify those that could be grouped with similar items. Voting Ms. Lanier requested that the Commissioners use their 10 blue sticker dots to designate their top choices of importance. Next Steps DCM Hogencamp reiterated his plan to prepare a list of priorities for the Commission's review and approval. CM Corbin explained there may be ideas or projects that would require a budget amendment.
