Item 7AAGENDA ITEM # 7A MAY 14, 2007 CITY OF ATLANTIC BEACH CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM: ORDINANCE N0.20-07-85 AMENDING THE OPERATING BUDGET FOR THE CITY OF ATLANTIC BEACH, FLORIDA FOR FISCAL YEAR BEGINNING OCTOBER 1, 2006 AND ENDING SEPTEMBER 30, 2007. SUBMITTED BY: DATE: BACKGROUND: Nelson Van Liere ~~~ Finance Director May 07, 2007 The City Charter of the City of Atlantic Beach requires that the City Commission approve all budgetary increases and transfers at the fund level. The following adjustments are for items previously brought to the City Commission's attention, however they were held until now so that they may be addressed in a single budget ordinance. The funding adjustments are listed below: 1. The City of Atlantic Beach entered into aninter-local agreement with the City of Jacksonville on May 2006. This agreement was not funded during the FY07 budget process and the work has now been complete. The agreement was for funding up to $48,000 to provide a handicap accessible dune walk-over at third street. The actual cost was only $19,642. 2. The City of Atlantic Beach sustained damage to a canoe launch as a result of a fire at Tideviews Pazk. The cost to repair was only $4,200 and was below the deductible amount for an insurance claim. 3. The City of Atlantic Beach has agreed to fund the remodeling of a historical school house originally budgeted at $5,000. This amendment will raise that funding amount to 25,000. 4. The City benefits from a number of small grants. The final amounts of the grants were not known until after the budget process was complete. `This ordinance will address minor adjustments to those grant funds so that the programs will be properly funded. BUDGET: The total net impact on the budget for this ordinance is $43,842. WHEREAS, the City Charter of the City of Atlantic Beach requires that the City Commission approve all budgetary increases and transfers at the fund level, and WHEREAS, the nature of budgetary systems and those day to day decisions affecting such budgetary systems require adjustments from time to time, and WHEREAS, the City of Atlantic Beach entered into aninter-local agreement with the City of Jacksonville for funding up to $48,000 to provide a handicap accessible dune walk-over at third street. This was not included in the budget as adopted, and WHEREAS, the City of Atlantic Beach sustained damage to a canoe launch as a result of a fire at Tideviews Pazk, and WHEREAS, the City of Atlantic Beach has agreed to fund the remodeling of a historical school house originally budgeted at $5,000. The Fiscal Year 2006/2007 Final Budget be amended as follows: GENERAL FUND Expenses: Parks and Recreation Capital Improvement dune cross-over $19,642 Maintenance - repair of canoe launch 4,200 Aid to Others 20,000 Change in Fund Balance <$43,842> POLICE GRANT FUNDS Revenues: Federal Grant Proceeds Justice Assistant Grant for Crime Suppression $25 Justice Assistant Grant for First Call Program 3,071 Homeland Security Issue 21 Agreement -ballistic shield 4,120 Expenses: Police Department Salary and Benefits $25 Operating Expenses Communications 3,191 Capital Equipment 4,000 AGENDA ITEM # 7A MAY 14, 2007 Change in Fund Balance 2.
