AGENDA ITEM: Approve projects for Fiscal Year 2007-2008 Community Development
Block Grant (CDBG) application

BACKGROUND: In accordance with the Interlocal Agreement with the City of Jacksonville, the
COAB receives a yearly allocation of Community Development Block Grant funds. The funds may
be used for several categories of activities including public infrastructure improvements and must
serve low and moderate-income residents within the City's designated CDBG target area.
The COAB has been notified that the funding amount for the 2007-2008 grant year will be $110,000.
Applications are soon due to be submitted to the City of Jacksonville. The City Manager, Public
Works, Public Utilities, Public Safety, Parks and Recreation and Planning Staff meet each year to
discuss the best use of CDBG funds with priority given to projects needed to serve community needs
where other sources of funding are not available. Staff proposes the following projects for the
upcoming 2007-2008 CDBG Fiscal Year. Each project meets the Federal HUD eligibility
requirements as well as the criteria that has been used by the City in allocating these funds over past
years.
a. Sidewalks - $65,000 Public Safety and Public Works identified the below areas as needing
sidewalks to provide connection with other existing sidewalks and to move pedestrians out of the
streets.
• George Street, Edgar to Dutton Island Road - $30,000
• Ardella Road, Mayport Road to Richardson Lane - $25,000
• Contingency for sidewalk construction as needed - $10,000 (Increasing concrete costs
typically result in additional costs for sidewalk construction as these projects progress.)
b. 36' x 20' Shelter at Donner Center - $30,000 The Donner Center has a concrete slab with
picnic tables, but it is not covered as are the picnic areas in the other parks.
c. Lighting for the basketball courts at Veteran's Park _- $15,000 The basketball courts at
Veteran's Park are well used, but funds for lighting have not been available.
BUDGET: $110,000, General Government Fund 110-1005-515.63-00, Fiscal Year 200?-2008
RECOMMENDATION: Approve projects as described herein authorizing the City Manager to
submit the request to the City of Jacksonville and sign documents as necessary to execute the
contract.
