Item 8EAGENDA ITEM # 8E MAY 14, 2007 CITY OF ATLANTIC BEACH CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM: Commission Request to Add Additional Christmas Decorations to Mayport Road SUBMITTED BY: Rick Carper, P.E., Public Works Director ,~~ DATE: April 22, 2007 BACKGROUND: At the January 8th Commission Meeting, in response to a request from Commissioner Waters concerning apparent blank spaces in the Christmas decorations on Mayport Road, especially in the vicinity of Plaza Drive, Staff presented a historical background and current status report on Christmas decorations on Mayport Road and Atlantic Boulevard. Summary: There are currently seventeen poles wired for decorations along Atlantic Boulevard and thirty-seven on Mayport Road (twelve newly wired last year). In the vicinity of Plaza Drive, there is one wired pole in the block immediately south (1100 block) and one each on the three blocks between Plaza Drive and Donner /Levy Roads (1200 -1400 blocks). For the last holiday season, the City had decorations on 42 poles. At Commission direction, Staff ordered twelve new decorations with funds in the current budget. Staff evaluated additional Mayport Road poles with JEA to determine suitability for additional decorations. Attachment 1 lists 32 new poles found to be suitable for Christmas decorations. The wiring of 16 additional poles would allow two decorations per block (one each side of the road in 11 of 16 blocks) on all but three blocks of Mayport Road, including the area from Fairway Villas north to Fleet Landing. The three blocks with less than two decorations would have them on all approved JEA poles. Several poles previously wired for decorations would not be used under this recommendation. If the Commission agrees two decorations per block are sufficient, the total estimated cost of setup and decorations for Mayport Road would be $12,700. To just fill the gap noted by Commissioner Waters would require $5000 for six poles. The Commission also requested evaluation of the JEA poles located on Atlantic Blvd west of the Mayport Flyover, as well as on the Flyover for possible decoration installation. There are no power poles on these segments, only light poles. JEA has advised that the concrete poles along Atlantic Blvd are suitable for decorations, but that the aluminum poles on the Flyover are not. There are a May 14"' Regular Meeting AGENDA ITEM I! 8E MAY 14, 2007 total of 24 poles (average spacing 160 feet between poles) from just south of West 1St Street, to the ICWW Bridge. If directed, Staff proposes to install wiring for decorations on every other pole, for a total of 12 decorations at a cost of $10,000. BUDGET: This project is funded from Streets Accounts 001-5002-541-3400 -Other Contractual services (wiring and installation) and -5200 -Operating Supplies (decoration purchase). Amid-year budget modification will be required to fund purchase and installation of additional Christmas decorations. RECOMMENDATION: Commission provide direction as to preferred option for Staff to prepare budget modification as appropriate: Option 1: No change to existing decorations; Option 2: Install wiring and decorations to fill gaps noted On Mayport Road near Plaza Drive -cost $5000; Option 3: Install wiring and decorations for two decorations per block for Mayport Road -cost $12,700; Option 4: Install wiring and decorations on every other pole along Atlantic Boulevard between the Flyover and ICWW Bridge -cost $10,000. Historical background: In 2002, Atlantic Beach and Neptune Beach decided to add Christmas decorations to light poles along Atlantic Boulevard. A joint committee from both Cities chose the style of decorations to be installed. Atlantic Beach chose to also add decorations along Mayport Road. Following lengthy negotiations with JEA (owner of the poles) including signing a `Hold Harmless Agreement', the City received approval to install lights on Atlantic Boulevard poles west of Seminole Road. Poles between Seminole Road and Town Center were too close to the travel way for safety. Ultimately decorations were installed on eleven poles along the north side of Atlantic Boulevard and twenty-one poles along Mayport Road. In 2005, again at Commission request, Staff worked with JEA to get approval for additional poles (six on Atlantic Boulevard, and twelve along Mayport Road). Because of budget limitations, decorations were added to the Atlantic Boulevard poles and four of the Mayport Road poles. The decorations on Atlantic Boulevard were added between Seminole Road and Sherry Drive, overcoming the earlier safety issue by installation on the sidewalk side of the pole rather than the street side as done with other decorations. There are seventeen decorations installed along Atlantic Boulevard and 25 on Mayport Road, with twelve additional Mayport Road poles wired for decorations in 2005. In the vicinity of Plaza Drive, there is one decoration in the block immediately south of Mayport Road and none on the two blocks to the north. The current installation along Mayport Road has at least one decoration in 15 of the 20 blocks between Atlantic Boulevard and Dutton Island Road. Two blocks with no decorations hanging have wiring installed. (See Summary attached). Undecorated poles between the end of the Flyover ramp and Dutton Island Road and poles north of Dutton Island Road (Fairway Villas to Fleet Landing) have not been evaluated by JEA for decoration suitability. The current year budget contains $4000 for new location setup, $5000 for purchase of new decorations and $2000 for purchase of replacement decorations. Decorations purchased in 2005 cost an average of $466 (including shipping). RECOMMENDATION: Staff will research and order new decorations with funds currently in the budget (for the original decoration purchase in 2002, vendor offered a discount for decorations ordered early in the year). Additionally, Staff has contacted JEA to arrange for evaluation of poles on Mayport Road after the start of the New Year. Staff will brief the Commission on the results of the JEA evaluation, after which the Commission may direct amid-year budget mod to fund purchase and installation of additional Christmas decorations.
