Dear Mr. Partel:
This is in response to your recent request for a site-specific determination of the 100-year
storm elevation for proposed single-family dwelling at the above project address.
Pursuant to Subsection 3109, Florida Building Code, all habitable structures shall be elevated
at or above an elevation which places the lowest horizontal member above the 100-year storm
elevation as determined by the Florida Department of Environmental Protection in the report
titled “One-Hundred Year Storm Elevation Requirements for Habitable Structures Located
Seaward of a Coastal Construction Control Line.” An applicant may request the Department
of Environmental Protection to determine a site-specific 100-year storm elevation for the
applicant’s proposed habitable structure as part of the environmental permit application
process. Based on the Survey which you submitted, and assuming a siting of the foundation
of the proposed single-family dwelling at no further than approximately 168 feet seaward of
the control line, a site specific 100-year storm elevation for the proposed structure has been
determined by the Department. The 100-year storm elevation (elevation of the lowest
horizontal structural member) is +15.1 feet (NAVD), or higher, and the corresponding scour
depth of the erosion profile is approximately +8.0 feet (NAVD).
I am attaching copies of the calculations used to derive the storm surge, 100-year storm
elevation, and erosion profiles for the subject parcel.

This is in response to your request for the site specific 100-year storm erosion analysis using the CCCLr model
for the above referenced project. The property is located in Atlantic Beach north of Duval County R-50. The
model was run for the 36 hour storm surge hydrograph. The structure’s foundation design (Design Grade /
Pile Cap Elevation) and the underside of the structure’s first floor elevation (the Storm Elevation, SE) may be
determined from the results.
This property falls within an active nourishment project area, the Duval County Shore Protection Project. The
nourishment and dune restoration for this area was completed in stages in January 2019, May 2017, and
December 2016. Thus, the pre-construction survey of May 2016 by DeGrove was used for the beach and
offshore segments of the input profile. This segment was appended to the survey approximately 240 feet
seaward of the CCCL.
CCCLr Model Input Information:
• 100-yr Combined Total Storm Tide: 12.1 ft.-NAVD
• “A” value: 0.1635
• Hydrograph: Duval County Middle Profile.
• Input profile: upland data based on topographic survey by Boatwright Land Surveyors, Inc., dated
January 28, 2021. Beach and offshore profile data are from the 2016 pre-construction DeGrove survey
at R-50 in Duval County with a profile bearing of 83 degrees. Input Profile distances are relative to the
1992 CCCL (see following aerial graphic) with origin at 2181091N, 531145E State Plane Florida East in
feet (NAD83/90).
• For reference, on the input profile, the General Permit (GP) Line is at 152 feet and the Erosion Control
Line (ECL) is at 233 feet.
Graphical results are in ft.-NAVD datum.
To convert an elevation to NGVD, add 1.1 to NAVD.
