Subject: 14th St. Access temporary use
On August 29th, Sonya Doerr and I met with Mr. and Mrs. Storn of 1373 Beach Ave. to
discuss the request by William Easton to be permitted to use the ROW at the 14th St.
access for construction traffic.
We met for about one hour and discussed several topics including:
Process for using the access – utility permits
Bond to cover damage to utilities and landscaping
Protection of the access during construction
Restoration of access after construction completed
Other accesses that have been used for construction access
Fact that the site is surrounded on three sides by other buildings and the ocean
Setbacks for the site including oceanfront
Plans for the proposed structure
Front deck for the proposed structure
The Storns were very concerned about the closeness of the proposed structure and the
deck to be built further seaward than their house. We explained the seaward line of
construction is controlled by the state and we have no control over this. We also advised
the Storns that engineering and construction plans had not yet been submitted to the City
and that we would fully review these issues at the time such plans were submitted.
Bob Kosoy and George Worley have previously met with the Storns and discussed many
of these issues. Bob has given the Eastons a letter stating they would be allowed to use
the ROW with conditions. Residents have previously been allowed to use these ROWs
and beach accesses during periods of construction where access to the ocean side of their
lots was restricted.
