Mrs. Wood, the purpose of this correspondence is to provide confirmation that permission was
given by the City for your animals to appear at the activity which occurred at Culhane’s
restaurant last week. Michelle Culhane called me prior to the filming of the Food Network
television show to ask if a brief exhibit of the cow and calf could occur, and asked if a permit
was required. I advised her that the City did not have a permit for such an activity. City Code
only addresses farm animals that are “kept or maintained”, or running loose in the City, and not
the temporary appearance of an animal. It is my understanding that the animals were at the
Atlantic Village shopping center parking lot for about an hour and-a-half, which is not a
violation of City Code and consistent with the permission given by me.
I will also note that this was not intended to be or promoted as a public event. One of the local
newspapers published a small article about the taping of the Food Network show at Culhane’s,
which resulted in a much larger crowd than was expected.
