1. CALL TO ORDER AND ROLL CALL
Mark Gabrynowicz called the meeting to order. Linda Chipperfield called the
attendance.
2. APPROVAL OF MINUTES
A. Approve minutes of the August 11, 2021 regular Environmental Stewardship
Committee meeting.

4. CHAIR'S REMARKS
A. Applications for vacant position/BMRC Meeting of August 31,2021

Mark Gabrynowicz introduced the newly appointed ESC member, Christopher
McHan. He asked all the members provide a brief introduction of themselves.
B. ESC Member Districts
Mark Gabrynowicz stated the ESC is having a difficult time filling the District
1308 seat. He said Commissioner Norris is helping to find ways to either fill the
seat or switch an At-Large Member for a District member.
Members discussed terms and whos is expiring at the end of this year.
C. Commission Meeting September 27, 2021 -ESC Report
Daniele Giovanucci discussed the PowerPoint that will be presented during the
ESC report to Commission. The PowerPoint includes information about the
proposed incentives for designating private property Heritage Trees and
providing a tree trimmer training that will result in a list of companies who
completed the training on the City's website.
He also discussed creating a deterrent to removing trees under Florida State
Statute 163.045 that allows property owners to remove trees if they have an
arborist letter. He stated Mark Gabrynowicz drafted a resolution to address this
issue. Mark Gabrynowicz asked if they could vote on the resolution before the
Monday Commission meeting.
Amanda Askew offered to print the Resolution for all members so they can
review and vote at the meeting. Amanda Askew checked her email and had not
received the draft resolution.
Daniele Giovanucci read the draft resolution to the committee. Members
discussed the draft resolution and Florida State Statute 163.045.
Mark Gabrynowicz stated he would like committee members to have the
opportunity to review the resolution before voting and deferred a vote until next
month's meeting.
Amanda Askew said the proper way to add additional regulations is to amend
Chapter 23. She asked if the resolution was to ask Commission to update Chapter
23. Mark Gabrynowicz responded and said it was not specific. He said it was an
urge to do something.
Bruce Andrews suggested not using the language "update" but rather say ESC
has a suggested addition to Chapter 23 with the goal of mitigating the state
legislation.

Amada Askew added that Commission has wrote two resolutions against Florida
State Statute 163.045 that were sent to the Florida League of City and the state
legislature.
Members continued discussion and talked about having an arborist on retainer.
Members discussed issues with stormwater retention requirements and how it
limits mitigation.
MOTION: direct the Tree Subcommittee to meet with City Engineer, Steve Swann,to discuss
the tree mitigation limitations of on-site stormwater retention

Members continued discussion about Heritage Trees. Mark Gabrynowicz
proposed a 10%reduction in water bills for the property.Bruce Andrews said there
is more to consider with that proposal and it might not be possible with the city.
Sarah Boren proposed meeting with potential private property Heritage Tree
owners to make sure the incentives would be used.Daniele Giovannucci estimated
10 private property Heritage trees in the city. Members discussed proposed
incentives.
D. ARP Projects
Mark Gabrynowicz stated most of the ARP funds went to Public Works projects.
He stated there is a second installment of 3 million dollars that the committee
could propose projects for.
E. Budget
Mark Gabrynowicz said he is going to keep pursuing a budget.
Sarah Boren said the direction from Commission was to have more detail in their
proposed budget.
5. REPORTS
A. Outreach subcommittee

Amy Palmer gave the Outreach Subcommittee report. She said they had two
meetings since the last regular ESC meeting. Amy Palmer stated Mayor Glasser
spoke to the subcommittee about the Florida League of city's work regarding the
Florida State Statute about tree removal.
Amy Palmer said Mayor Glasser had a suggestion for a Heritage Tree at Dutton
Island Preserve.
Members discussed Heritage Tree designations and 2022 Arbor Day.
Romy Vann proposed a sea oat planting along with the Arbor Day events. Amy
Palmer suggested holding this event on the weekend so kids would be out of
school and able to participate. Christopher McHan said the best time to plan sea
oats is in the winter. Amy Palmer said she felt this would be best as a separate
event from Arbor Day.

B. LEED subcommittee
Sarah Boren gave the LEED subcommittee report. She said she plans on
providing a in depth review of the LEED 4.1 certification next ESC meeting.
Sarah Boren said she received approval for the Community Action Plan survey.
She stated she will send the survey to committee members as a test run before it
goes live to the community.
Sarah Boren discussed the American Rescue Plan funds and the efforts to spend
them on resiliency projects.
Sarah Boren reported an idea from Mayor Glasser about gathering subject matter
experts to help formulate ideas and complete work with the constraints of
Sunshine regulations.
C. Tree subcommittee-No Report
Mark Gabrynowicz said their meeting on September 8th was brief and they
cleared up responsibilities.

6. MAYOR'S AND/OR STAFF REQUEST/REPORTS

Amanda Askew reported that she gave an overview to the Community
Development Board that they have the potential to hear variances for tree
removal permits.
Amanda Askew reviewed the grants the city has applied for that include littoral
planting and the Urban Tree Canopy Grant.
7. OLD BUSINESS
A. 2021 Goals/Priorities
Sarah Boren said she has updated the 2021 Goals/Priories list and said she will
send it out for review.
B. Steering Work Group
8. NEW BUSINESS
A. Aqueous Film Forming Foam (AFFF)
Mark Gabrynowicz discussed AFFF contamination and the concern regarding
the possible use by the Atlantic Beach firefighters. He said there is a low risk to
this contamination because the firefighters would only use it in extreme cases
and the Navy has created a new substance that will be in use in about 2 years.
B. Heritage Tree nomination drive
