1. CALL TO ORDER AND ROLL CALL
Mark Gabrynowicz called the meeting to order. Linda Chipperfield called the roll.
Linda Chipperfield and Bruce Andrews attended via zoom.
2. APPROVAL OF MINUTES
A. Approve minutes of the July 14 2021 regular Environmental Stewardship
Committee meeting.

A. Applications for vacant position/BMRC Meeting of July 29

Mark Gabrynowicz stated that the ESC applicant withdrew. He is hopeful there
will be applicants at the next Board Member Review Committee meeting.
B. Completion of annual sunshine review
Mark Gabrynowicz thanked members for completing the annual sunshine review.
C. Survey for Community Action Plan
Sarah Boren provided the Community Action Plan Survey link for committee
members to take and provide feedback on. Members took the survey on
individual devices while Amanda Askew read the survey questions out loud.
ESC members provided suggestions.
5. REPORTS
A. Outreach subcommittee
Amy Palmer gave the Outreach Subcommittee report.
Amy Palmer asked Amanda Askew if all city vehicles could have an "AB Loves
Trees" sticker. Amanda Askew said she would check with the city manager.
Amy Palmer discussed welcome bags for new residents.Amanda Askew said she
would have to check to with the water department to see how many bags would
be needed. Amy Palmer suggested using the tree fund for the expenses.
Amy Palmer discussed seeking a videographer for the tree trimmer training. She
proposed using monies from the tree fund to pay for this.Linda Chipperfield read
the code section that describes how the tree fund shall be allocated.
MOTION: pending review of current budget and estimate of costs, ESC will request using
mitigation funds for a video for training on the tree permit.

Bruce Andrews did not feel there was anything in the code that required a training on
tree trimming. Mark Gabrynowicz responded and said the code requires a Technical
Guide.
Barbie Brooksher confirmed that the companies who take the training will have to sign
an affidavit that will go on file with the city.
Bruce Andrews said if he could vote,he would be against the motion.

Motion passed S to 1.
Amy Palmer discussed incentives for Heritage tree designations. These include
the city paying for the tree's arborist inspection,a periodic inspections,and assist
with maintience costs.
MOTION: Recommend that the city do a pilot program to enhance the Heritage Trees program
by providing for the initial arborist and half of the cost for 2-year inspection and recommended
maintenance for health of the tree(up to $500 per tree) as a result of the inspection.

Sarah Boren asked if this applies to developers. Amy Palmer said that was a good
questions and her initial intention was for the homeowner. Brue Andrews said the
property owner is the one that applies.
Members discussed the cost of an arborist and this proposed program.
Members discussed the motion and refined to create a pilot program.

Amy Palmer discussed having an ESC member attend a Commission meeting
monthly and provide a report.
Amanda Askew said she spoke with the city manager about this and there is a
place in the reports section of the agenda for ESC to give a 5 minute report. She
said Sarah Boren will be giving a report on the Community Action Plan at the
next meeting.
Mark Gabrynowicz said the ESC will come up with a volunteer based list to give
a report to commission.
B. LEED subcommittee
Sarah Boren gave the LEED subcommittee report. She said that the LEED for
Cities certification is moving forward thanks to staff work. She said Commission

wanted more information on the Community Action Plan which prompted the
survey. She said the next step is meeting with Commissioners individually to
provide more details on community outreach.
Sarah Boren said the long version of the survey is complete but she is not happy
with the format. She asked members if they would like to take it while they
completed the meeting.
Mark Gabrynowicz suggested taking it at home and send in feedback via email.
Sarah Boren said she would send the survey link to Amanda to send out to
everyone. She asked everyone to provide feedback by August 23rd.

C. Tree subcommittee-No Report
Mark Gabrynowicz said there is no report because there was not a meeting. He
said there was a lot of discussion about trees so there needs to be a meeting and
meetings need to be held monthly.
Amanda Askew said in the past the tree subcommittee has a reoccurring meeting
date and now only meets if they have agenda topics.
Members discussed meeting requirements per chapter 23.
Daniele Giovannuci proposed they establish a day and time to meet monthly and
they can decide to meet if there are agenda items.
Bruce Andrews agreed and said this information needs to be relayed to Sarah
Dark.
6. MAYOR'S AND/OR STAFF REQUEST/REPORT
Amanda Askew gave an update on Chapter 23.
7. OLD BUSINESS
A. 2021 Goals/Priorities
Sarah Boren said she will work on tightening up the priorities to look at next
meeting.
Mark Gabrynowicz suggested focusing on the goals and less on the action items.

B. Steering subcommittee
Influence Commission
Fix ESC focus
Coordinate activities
Mark Gabrynowicz spoke about creating the steering subcommittee. He asked
people to think about it so they could provide input when the time comes to vote
on the item.
S. NEW BUSINESS
A. Air Potato Vines
Amanda Askew gave a report on the air potato vines and air potato beetles. She
said the Friends of Howell park might be hosting an air potato round up.
B. Community Action Plan (CAP)-survey
C. Tree Plotter Proposal
Romy Vann reviewed her research on Tree Plotters. She went over the pros and
cons of each plotter.
Members discussed tree plotting and costs of programs.
Mark Gabrynowicz asked if this is a program that can be funded with the
American Recovery Plan. Sarah Boren responded and said that it is.
Amy Palmer suggested a motion to add P1antltGeo to the list of recommendations
for the American Recovery Plan funding. Mark Gabrynowicz seconded.
Members discussed the benefits of implementing a program.
The motion was not voted on and all members agreed on adding this to the
recommendations. Members discussed the allocations of American Recovery
Plan funds.

Linda Chipperfield gave a summary of the meeting.
There being no further discussion, Mark Gabrynowicz declared the meeting adjourned
