Resolution No. 21-66RESOLUTION NO.21-66 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF ATLANTIC BEACH COMMITTING THE CITY TO ELIMINATING THE DISCHARGE OF TREATED EFFLUENT FROM THE WASTEWATER TREATMENT FACILITY TO THE ST.JOHNS RIVER BY JANUARY 1,2032 AS REQUIRED BY CHAPTER 2021- 168,LAWS OF FLORIDA(SENATE BILL 64) WHEREAS,the Governor signed in to law Senate Bill 64 which requires that domestic wastewater utilities that dispose of treated effluent to surface waters submit a plan to the Florida Department of Environmental Protection by November 1,2021 to eliminate the surface water discharge by January 1, 2032.; and WHEREAS,the City currently discharges an average of 1.5 million gallons per day of treated effluent from the wastewater treatment facility to the St. Johns River; and WHEREAS,the City is coordinating with the Cities of Jacksonville Beach and Neptune Beach to identify the most economical means of complying with this mandate; and NOW THEREFORE, be it resolved that the City Commission of the City of Atlantic Beach authorizes: Section 1. The City Manager to submit a plan to the Florida Department of Environmental Protection by November 1, 2021 for and on behalf of the City of Atlantic Beach committing the City to eliminating the discharge of treated effluent to the St. Johns River from the wastewater treatment plant by January 1,2032 as currently required by Chapter 2021-168, Laws of Florida.
