Dear Mr. Marcello:
The pending project, Cornell II, qualifies as an Urban Infill Development, pursuant to the
Florida Housing Finance Corporation’s definition as outlined in (68)(a) of the
Homeownership Loan Program application. This project is located within an area designated
under a Community Development Block Grant housing rehabilitation program. It is within
the City of Atlantic Beach municipal limits and is located within one of the City’s oldest
established residential areas. This project is a new construction project that will provide new
units to replace substandard housing units. It is a perfect example of urban infill, and the
City strongly supports such redevelopment efforts.

Dear Mr. Marcello:
I have reviewed the proposed project and find that it is consistent with and will further the
goals, objectives and policies of the adopted Comprehensive Plan for the City of Atlantic
Beach. Therefore, I certify that the project is consistent with the City’s Comprehensive Plan.
The project particulars are as follows:
Residential Development located on Cornell Lane within the City of Atlantic Beach.
