7th Annual Tony ’s Turkey Trot
WHEREAS,the 7th Annual Tony’s Turkey Trot 5K for Brain Injury Awareness,hosted by UF
Health Jacksonville,will occur on Thanksgiving Day,November 25,2021,in Atlantic Beach;and
WHEREAS,although this event has become a tradition in Atlantic Beach in recent years,and last
year,under the leadership of CEO and Dean Leon L.Haley Jr.,MD,its bene?ciary became UF Health
Jacksonville.The event has received support from the City of Atlantic Beach since its inception;and
WHEREAS,proceeds of participation in this event help to 1)advance lifesaving care during the
critical early stages of traumatic brain injury,or TBI,and 2)support the holistic care of TBI survivors in our
community.Dr.Haley was committed to community outreach and played an integral part in the 2020
inaugural event marking the sponsorship of UF Health Jacksonville and participated in the race,as well;and
WHEREAS,Dr.Haley died in July 2021 in a tragic accident;and
WHEREAS,Dr.Haley joined the University of Florida College of Medicine ~Jacksonville as dean
in January 2017 and he became CEO of UF Health Jacksonville in January 2018.In addition to his roles as
CEO and dean,Dr.Haley was a UF professor of emergency medicine and vice president for health affairs at
the University of Florida.Before coming to Jacksonville,he served as executive associate dean of the Emory
School of Medicine and deputy senior vice president of medical affairs at Grady Memorial Hospital,both in
Atlanta;and
WHEREAS,Dr.Haley was a man of strong faith and he was a devoted family man.He is survived
by his parents,Ann and Leon Haley;his children,Grant Dennis,Wesley Robert and Nichelle Mattie-Lynn,
and their mother,Carla Neal Haley;his sister,Lisa Haley—Huff,and his nephew,Jacob Tyler Huff;and many
other family members and friends;and
WHEREAS,at the time of his death,Drr Haley was widely credited within the local medical
community for his leadership during the COVID-19 pandemic.Under his leadership,UF Health Jacksonville
became the first health system in Florida to administer the COVID vaccine,and he himself was reported
the first person in the state to receive the vaccine.He was a compassionate healer who put the welfare of
patients and the community ?rst and lived UF Health’s mission daily to heal,to comfort,to educate and to
discover;and
WHEREAS,on the day before his death,Dr.Haley convened area elected officials and community
leaders to express concern about a surge in COVID—19cases and to address vaccine hesitancy,particularly
among UF Health employees.Later that day,Dr.Haley rounded in the hospital,personally administering
vaccines to anyone who was willing to receive them.
NOW,THEREFORE,1,Ellen Glasser,Mayor of the City of Atlantic Beach,Florida,do hereby
proclaim November 25,2021,as

A RESOLUTION OF THE CITY OF ATLANTIC BEACH,FLORIDA,
AUTHORIZING THE POLICE DEPARTMENT TO PURCHASE RADIOS
DURING THE 2021-2022 FISCAL YEAR.
WHEREAS,each year the Atlantic Beach Police Department evaluates the radios used by
public safety personnel to ensure that they are safe and effective for public safety communication
during routine service and in response to emergency situations;and
WHEREAS,the Police Department can purchase radios compatible with the radio system
used by the Police Department at favorable terms from a sole source vendor;and
WHEREAS,the Police Department has determined that 11 Portable Radios should be
purchased during the 2021-22 Fiscal Year;and
WHEREAS,a Police Portable Radio can be purchased for approximately $4,500;and
WHEREAS,the funds necessary to complete these purchases are available in the 2021-22
Police Department Budget;and
NOW THEREFORE,be it resolved by the City Commission of the City of Atlantic Beach
as follows:
SECTION 1.The City Commission hereby authorizes the City Manager to approve the
necessary purchasing processes for the Police Department to acquire ll portable radios.
SECTION 2.This Resolution shall take effect immediately upon its passage and adoption.

The City has used Cigna for Employee health insurance this y

satis?ed,overall,with the products and customer service.Due to health
insurance prerniurns increased substantially this year.
Our insurance broker,Harden (now Gallagher),worked hard wasableto
negotiate with CIGNA to reduce the increase in rates from over 16
%

to8%for
the exact same coverage‘The City had an increase of 1 0%in the budget,
so we were thrilled.This will arnount to an increase for employees thebaseplan
of $2.1 5 a month.
The City also pays for basic life insurance for all employees and a Employee
Assistance Prograrn and those coverages are rernaining the same.
Harden was able to negotiate the sarne rates for the following bene?t
providers,which are paid 100%by the employee:

WHEREAS,the City of Atlantic Beach currently provides health insurance options to its
employees through Cigna;and
WHEREAS,the City of Atlantic Beach desires to continue to use CIGNA as its provider;
and
WHEREAS,the City of Atlantic Beach pays for a substantial portion of the health
insurance for employees;and
WHEREAS,the proposed 2021-2022 budget estimated an increase of ll%in this
coverage;and
WHEREAS,the overall increase in rates for 2022 averages 8%,assuming the same
employee participation;and
WHEREAS,the City provides life insurance and EAP benefits to its employees,at no
cost;and
WHEREAS,the City offers employees the option of participating in other insurance
coverage,to include dental,vision,short—termand long-term disability,supplemental life,as well
as several supplemental policies,all at their own expense.
NOW THEREFORE,be it resolved by the City Commission of the City of Atlantic Beach
as follows:
SECTION 1.The City Commission hereby approves the employee health insurance
through CIGNA with an overall increased rate of 8%,assuming the same level of employee and
dependent participation;
SECTION 2.The City Commission hereby approves the renewal of the life insurance and
EAP bene?ts provided by the City at no cost to employees,with no increase in rate;

Each year the Department Use of Force Instructor,Training Division and
Patrol Division supervisors evaluate;the current TASER’s used by the
department,what new comparable Non-lethal tools are available in the
marketplace,the replacement cycle of current equipment and
improvements in technology that would have a positive impact in our
community and employees.
For the ef?cient management of Police Department resources and to
provide a high level of service to the citizens of Atlantic Beach,the best
practice of evaluating the above factors and any other relevant information
is discussed each year.
Current TASER replacements are done on approximately a five (5)year
refresh cycle as a recommendation from the manufacturer and to be
covered by the manufacturer’s warranty of device components.In the past
the Police Department has purchased TASER’s as individual pieces of
equipment and paid for the cartridges,batteries and other accessories
separately.As in past years,the cost of TASER technology has increased
this year.There have been signi?cant improvements in the non-lethal
technology and it is now more advantageous to purchase new TASER 7’s
on a five (5)year bundled plan.
On the ?ve (5)year plan the department will receive the newest TASER 7
devices with a package that includes all training and duty cartridges and

A RESOLUTION OF THE CITY OF ATLANTIC BEACH,FLORIDA,
AUTHORIZING THE POLICE DEPARTMENT TO PURCHASE NEW
TASER 7 DEVICES DURING THE 2021-2022 FISCAL YEAR.
WHEREAS,periodically the Atlantic Beach Police Department evaluates the TASER
non-lethal technology used by ABPD Of?cers to ensure that it is safe and effective for public
safety activities;and
WHEREAS,the purchase new TASER 7 non-lethal devices is a best practice for the
protection of citizens and Police Of?cers in Atlantic Beach both physically and civilly;and
WHEREAS,the Police Department has determined that purchasing the TASER 7 units
for all 32 sworn officers under a bundled package paid for over ?ve (5)years is the most cost
effective way to equip ABPD Of?cers with this technology;and
WHEREAS,the bundled equipment package along with the trade in of the current
TASER units owned by ABPD will result in a $28,000 cost savings;and
WHEREAS,the total cost of this purchase in $105,000,the funds necessary to pay for
the ?rst years installment of $17,070 are available in the 2021-22 Police Department Budget;and
WHEREAS,AXON Enterprises is a sole source provider of this technology;
NOW THEREFORE,be it resolved by the City Commission of the City of Atlantic
Beach as follows:
SECTION 1.The City Commission hereby authorizes the City Manager to approve the
necessary purchasing process to enter into an agreement to purchase the TASER 7 Certification
Bundle Package for the ABPD.

AN ORDINANCE AMENDING THE OPERATING BUDGET FOR THE
CITY OF ATLANTIC BEACH,FLORIDA FOR FISCAL YEAR
BEGINNING OCTOBER 1,2020 AND ENDING SEPTEMBER 30,2021,
AND PROVIDING AN EFFECTIVE DATE.
WHEREAS,the City Charter of the City of Atlantic Beach requires that the City Commission
approve all budgetary increases and transfers at the fund level,and
WHEREAS,the nature of budgetary systems and those day—to—daydecisions affecting such
budgetary systems require adjustments from time—to-time,and
WHEREAS,the City is amending the operating budget to add net funds totaling $0 in the General
Fund;and $172,180 in the General Employees’Pension Fund for various expenditures.
WHEREAS,the City of Atlantic Beach did not include the funding for these expenditures in the
original adoption of the Fiscal Year 2021 Annual Operating Budget and therefore must amend the budget
to have sufficient amounts within the General,and General Employees’and Police Officers’Pension Funds
in order to fund the expenditures.
NOW,THEREFORE,BE IT ENACTED BY THE CITY COMMISSION ON BEHALF OF
THE PEOPLE OF THE CITY OF ATLANTIC BEACH,FLORIDA that:
