C-2 vAN ORDINANCE Relating to Plumbing, Regulating the Installa- tion thereof, Providing for the appointment of a Plumbing Inspector, and for the Inspection of Plumbing. BE IT ORDAINED BY THE MAYOR AND TOWN COUNCIL OF THE TOWN OF ATLANTIC; BEACH, FLORIDA SECTION 1. All plumbing done in the Town. of Atlantic Beach shall be done under the supervision and control of the committee of the Town Council on Health and Sanitation. SECTION 2. There shall be appointed by the Town Council an Inspector of Plumbing and Sewers, who shall inspect and approve the installation of all plumbing in the Town of Atlantic Beach. SECTION 3. The term "plumbing" used in this ordinance shall be held to include and govern all work and materials used: 1. In introducing, maintaining and extending a supply of water through a pipe or pipes, or any appurtenance thereof, in any building, lot or premises; 2. In connecting or repairing any system of drainage whereby -foul, waste or surplus water or other waste material is dis- charged through a pipe or pipes from a building, lot or premises into any public or private sewer, or drain, on public or private property; 3. In excavating in any public or private property for the purpose of connecting or repairing the service pipes or any building, lot or premises; 4. And generally in performing all classes of work usually- done by plumbers. 4-Z 1 A �/ ; �` -'f � t.� SECTION 4. No earth or surface privies or toilets shall be permitted to be constructed or used in the Town of Atlantic Beach, Florida; All sewerage and waste from toilets, drains, kitchen sinks, bath tubs and wash basins connected with -the sewerage system shall be disposed of by means if septic tanks of approved design and construction, to be approved by the Plumbing Inspector. All plumbing, water closets, toilets and toilet fixtures and the connection thereof, shall be so'constructed as to prevent the escape of gas or air from the sewer pipe or connections. SECTION 5. The drainage and plumbing of all buildings both public and private, shall be done in accordance with plans pre- viously approved by the Plumbing Inspector. flans must be legibly drawn in ink or copying pencil, one vertical section and one plan being sufficient, if they can be made to show all the work; if not, two or more forms -shall be used.- Plans sed.- Plans shall show the distance in feet from nearest manhole or intersecting street property line to the point at which house sewer is required, and the number of the lot or part thereof, and the number of block or squared Alterations to existing work must be shown in black lines for the old and red lines for the new work. Plans will be approved or rejected within two days from the time of filing, and the work shall not be.commenced or proceeded with until said plans have been so filed and approved, and a permit to do the work issued by -the Plumbing Inspector. SECTION 6. A permit from the Plumbing Inspector will be required to do any plumbing of any character, repair any plumbing, make any changes, extensions or.disconnect any fixture, except re- pairs of leaks, the opening up of stoppage, and the replacing of broken fixtures. SECTION Permits shall not be issued by the Plumbing In- spector until afterd the following inspection fees shall have been paid.,,, �(`L G•eG4 Ln� SECTION S. No plumbing work or fixture found to be in an unsanitary condition, after having been examined by the plumber, shall be replaced; but the same shall be reported to the Plumbing ,. Inspector, or placed in such condition as to comply with the rules and regulations governing plumbing. SECTION -9. The term "Fixture" used in this ordinance shall include water closets, bath tubs, sitz tubs, catch basins, slop sinks, kitchen sinks, urinals, wash trays, wash basins or lavatories, pantry sinks, showers,: drinking fountains, floor drains, cuspidors, laundry tubs and each section of section fixtures, and/or septic tank. SECTION 10. All pipes, fittings, types, structures and all other connections or fittings for the use in connection with sewer- . gge or plumbing, shall be of -the same size, dimensions and proportions as set forth in the Rules and Regulations governing plumbing of the City of Jacksonville, as revised on November 29, 19320 by the Uity Attorney. However, where deemed advisable by the inspector standard soil pipe may be used. A copy of said Rules and Regulations shall at all times be kept in the office of the Town Clerk and open for inspec- tion. By special reference herein the said Rules and Regulations, as aforesaid, are made a part of this ordinance as if the said Rules and Regulations were set out in the exact,words and figures. SECTION 11. Any person violating the provisions of this ordinance shall, upon conviction before the Mayorts Court, be punished by fine not exceeding $500.00, or by imprisonment not exceeding ninety days. Plumber's Certificate — Any person now or hereafter engaged in or working at the business' of plumbing in cities of seven thousand and five hundred population or more in this State, either as master plumber or employing plumber -or as journeyman plumber, shall first receive a certificate thereof in accordance with ;,the provisions of this Chapter. 3589, 3590. Application for certificate; examination — Any person desiring to en- gage in or work at the business of plumb - Ing, either as a master plumber or employ- } Ing plumber or as a journeyman plumber, + in cities having a population of seven thou- -sand five hundred or more and a system of water supply or sewerage, shall make ap: Y plication to a .board of examiners herein- after provided for, at such times and places .. ;5 as said board may direct. Said examina- tion may be made in whole or in part in writing and shall be of a practical and ele- mentary nharacter, but sufficiently strict to r test the qualifications of the applicant. Board of examiners; quali- fications; terms of office; compensation - - cities having a population of seven tt,m,_ one year from the first day of January in . the year of appointment, thereafter annual- ly before the first day of January, and shall be paid from the treasury of said city the same as other officers, in such sums as the authorities may designate. 3593, 3594. Examinations of applicants; fees,, etc. — Said board of examiners shall, as soon as may be after their appointment, :meet, and shall then designate the times and places for examination of all applicants desiring to engage in or work at the bus17 ness of plumbing within their respective jurisdiction. Said board shall examine said applicants as to their practical knowledge of plumbing, house drainage, and plumbing ventilation, and, if satisfied of the compe-. tency of such applicant, shall thereupon issue a certificate to such applicant author= izing him to engage . in or work at the busi- ness of plumbing, either. as master plumber :or employing plumber r as a journeyman Plumber. The fee for a certificate- for a master plumber or employing plumber shall be five dollars; for a journeyman plumber it shall be two dollars. Said. certificate shall be valid for the term of one year; but the same can be renewed if application for re- newal " is made to said board not less than thirty days before the expiration ofsaid certificate. The fee- for renewals shall` be one dollar. All moneys shall- be paid _into the city or town treasury for the use of said city or town. 3595, 3596. Cities to provide rules for construction of all plumbing; plumbing in- . spector; qualification; reports to city board of health — All cities or towns in this State and within the provisions of this Chapter, { shall provide by ordinance, rules and reg- ulations for the construction and mainte- nance of all plumbing and draining placed 2 in .or -on any building or the premises there' Of in such city or town, and no work of this character shall be done. unless a permit be issued therefor, excepting the repairing of leaks. It shall be the further duty of said cities or towns to provide for the appoint- ment or election of a plumbing inspector and such assistants as are necessary,. but said inspector and assistants must be drat - tical plumbers of not less than ten years' experience, whose duty it shall be to see that all rules and regulations touching such Plumbingare faithfully and diligently ob- served and executed. The plumbing in- spector shall preside. at all meetings of the examining board of plumbers and shall have the deciding voice and vote in all matters connected with the examination of appli- cants and granting of certificates, whenever the remaining members of said board are unable to agree. The plumbing department of every city or town embraced in this Chapter, consisting of the examining board, the . plumbing inspector and his assistants, shall be under the supervision of the board of health of said city or town, and the Plumbing inspector shall make a complete. report of this department to said board of health at the end of - each year, and oftene a a f rbe repro- vided r. by by said board, or pro= y ordinance. 3597, 3598. Counties containing cities of certain population to appoint plumbing inspector; duties. In counties 'of this State containing cities or towns . having a popu- lation of seven thousand five hundred in- habitants or more according to the Federal census of 1910, or any subsequent Federal census, the county commissioners or govern- ing board of said counties are required and hereby empowered to appoint an inspectoK Of plumbing who shall be a ' plumber of not less than ten years' experience. His duties 3 shall be. to inspect all plumbing and drain- age installed in the territory embraced in a radius of one mile beyond said city or i town's limits, and to do such other work as . the said county commissioners may require. All plumbing and drainage done in this ter- ritory shall he done in conformity with the rules and regulations governing plumbing in the city or town contiguous, thereto. RULES AND REGULATIONS GOVERNING .PLUMBING In the City of JACKSONVILLE, FLORIDA ORDINANCES—L-71, T-19, T-991 T-202 V-43, V-79 and Y-92 SECTION 1. That the following rules and regulations be, and the same are hereby adopted for the condtruction, maintenance and repairs of plumbing in the city of Jack- sonville.—I-71. ack-sonville.—I-71. Board of Control . SEC..2. All plumbing done in the City of Jacksonville shall be done under the sup -j- ervision and control of the City Commission of said city.—T-99. Examining Board I. SEC. 3. There shall be a Board of Ek- aminers of Plumbers consisting of three members,- one of whom shall be the Chair.- man of the City Board of Health, a second member who shall be a. master plumber; and a third member who shall be a journey- man plumber. The said second and third members of said .Board of Examiners shall be appointed by the. City Commission for the term of one -Par -F_ r__ for the operation, ofs°the Health Department of said City. The said Board of Examiners shall, as soon as may be after their appoint- ment, meet and shall then designate the time and place for examination of all ap- plicants desiring to engage in ar work at . the business of plumbing in saidCity. as Said . Amend Y-92. 6 Proper Licenses to be Issued SEC. 4 It shall be the duty of the Board of Plumbing Examiners to issue to compet- ent plumbers proper certificates and it shall be unlawful for any person not the holder of a certificate. thus issued to engage in the business or trade of plumbing within the limits of the City of Jacksonville, Florida. - 43 -1. Master and Journeyman Plumber Licensed SEC. 5 Every master, employing or ?' journeyman plumber carrying on his . busi= ness or trade in the City .of Jacksonville shall appear in person before the said Board of Examiners and pass an examination as to his competency as required by law. — T-99. Sewer Permits to be Paid . for SEC. 15. Permits for sewer connections shall not be issued by _ the Plumbing In- spector until after and when the sewer fees as required by the Sewer Department shall have been paid to the City Treasurer. Sewer permits shall be taken out in suffi- cient time for the connection to be in place, to be connected to the roughing in of the building. For the- purpose of this Ordinance the term "roughing in of the building" shall mean that all supply, waste and vent pipes shall be in place,. ready to receive the fix- tures. —'79-2. Permits Available on Work SEC. 16.. All permits must be kept on the work and be, in possession of the person having charge of or. performing the work. All permits shall be' exhibited upon a re- quest to do so, by any authorized person. —19-185. Owner's Risk SEC. 17. Sewer Permits to be Paid . for SEC. 15. All permits shall be' exhibited upon a re- quest to do so, by any authorized person. —19-185. Owner's Risk SEC. 17. Plumbing Inspector, Control, Supervision, Duties Plumbing Anspeotor SEC. -18. When the words 'Plumbing. Inspector" are used, it means the person charged with the enforcement of the rules and regulations governing plumbing. -19-171. 11 Control and Supervision SEC. 19. The Plumbing Inspector shall have reasonable control and supervision of the methods and materials used in any part of a plumbing or drainage system. -19-172. Duties SEC. 20. The duties of the Plumbing -In- spector snail be— (a) The ' examination and approval of plans and specifications. - (b) The issuance of permits. : _-.(c) The collection of fee. (d).. The. inspection of plumbing,. drain- age. and sanitation. (e) : The conduct of tests. (f) The issuance of certificates of .in- spection and- approval. (g).. Advisory. service to • the . public in.., matters of plumbing regulations. (h)- The re -inspection and' sanitary - maintenance of plumbing. (i) Service on .complaint. -19-173... . Qualifications . SEG:._ 21. All -.inspectors shall have had at`leait'_texi (10) years practical experience in:, plumbing, and shall .not. be directly, or in- directly,, .engaged in any way. with any firm or corporation engaged, in the business of contracting or installing plumbing. -19-174. Authority to Enter Buildings SEC, 22: The Plumbing Inspector As empowered and authorized to . enter into or upon any public or private building or. premises for the purpose of examining, . in- .,., specting or testing. the plumbing drainage, r sewerage or ventilation within such build- ing or. premises. -19-175. i2 �. Investigation of Complaints SEC. 23. The Plumbing Inspector shall examine all premises about which a com- plaint of the plumbing or drainage is made, -and he shall, upon evidence of the' unsani- tary or unfinished condition thereof, con- ' demn same and notify the owner or agent of such premises in writing. Any person or persons failing to place the plumbing of such premises or buildings in a proper and sanitary condition, as instructed by the Plumbing Inspector within the time fixed by the Plumbing Inspector, shall be subject to prosecution. -19-176. Approval of Plans SEC. 24. The Plumbing Inspector shall examine all plans and specifications filed in his office for his approval. He shall also issue and sign all notices, certificates, plumb- ing and sewer permits. -19-177. Basic Plumbing Principles SEC. 25.. 1. All premises intended for human habitation or occupancy shall- be provided with a supply of pure and, whole- some water. 2. Buildings in which water -closets and other plumbing fixtures exist shall be pro-' vided. with a supply of water adequate in volume and'.pres6ure for flushing purposes. 3. The pipes conveying water to water - closets -shall be 'of sufficient size to supply the water at a rate required for adequate flushing without unduly reducing the pres- sure at other fixtures. 4. Devices for heating water and stor- ing it in boilers, or hot water tanks, shall be. so designed and installed as to prevent all dangers from explosions and also prevent a back flow of '. hot water through a meter connected with a public water supply. 5..
