Direct city staff to prepare amendments to the City’s tree ordinance in accordance with earlier discussions, and to present those amendments to the Commission for review and adoption (City Manager) C. Authorize the Finance Director to establish a “Rate Stabilization Fund” from the fund balances of the water and sewer funds in the amounts of $200,000 each (City Manager) D. Authorize the City Manager to enter into a contract with Arista Information Systems, Inc. for outsourcing utility bill printing and mailing services including return envelope, and to negotiate terms for newsletter printing, insertion and mailing with utility bills (City Manager) E. Approve changes to the City’s employee health insurance coverage: (1) Approve changing to Aetna Insurance effective September 1, 2004 (2) Approve changing the City’s health insurance from an HMO/PPO to an HMO/POS (3) Approve changing the City’s contribution rate to 100% of the HMO employee-only coverage, and for those employees who choose coverage for additional family members, 55% of the difference in the rate for employee-only and the selected level of coverage F.
