812 12 RES21-0158 10 21 1 CITY OF ATLANTIC BEACH 800 SEMINOLE ROAD ATLANTIC BEACH, FL 32233 (904) 247-5800 MEMO To: Whom It May Concern From: Dan Arlington Subject: 812 Ocean Blvd. Date: December 10, 2021 This Memo describes the Preliminary Inspection of 812 Ocean Blvd., associated with Building Permit Application RES21-0158, per FBC-B, Section 110.2; current status of inspections; and costs of new permits. The Code Enforcement officer, Angela Irizarry, and I entered and left the building through the east- facing garage passage door. The glass in the door was broken out when we arrived and we left the building unsecured, as we found it. No major structural damage or deterioration was found. Minor damage found, includes several broken windows, evidently broken by vandals, and some minor moisture damage on the east wall of the third-floor stair way. Other damage or vandalism, not readily apparent, cannot be ruled out, such as cut wires or blocked pipes and duct work. Some of the electrical equipment has corroded to the point where they should be replaced or refurbished. The equipment mounted outside is in very poor condition. Corroded electrical parts and connections can cause heat build-up and is considered a fire hazard. Many areas of the building are filled with personal property and other materials. All work areas must be clear for construction and inspection activities. No personal property should be in the unfinished building, per FBC, Section 111.1. The application can now be approved by the Building Department, lacking only Public Works approval before issuing the permit. I understand that Mr. Reed has met with Public Works and understands what revisions to the plans are needed. The building and four trade permits can be issued after the revised plans are approved by Public Works. Going forward: 1. Plumbing Permit. The plumbing system passed all rough inspections in 2015, but has been exposed since then, including the shower pans. A drain “top-out”, water supply pressure test, and 2 shower pan inspection should be done before covering any existing work. The new permit fee will be 50% of a new permit, per COAB 6-26 (a)(9). 2. Electrical Permit. The electrical system passed two partial rough inspections, in approximately 20% of the building, in 2015. A complete electrical rough will be required, including a signed letter from the licensed electrician stating that he/she has inspected and accepted or replaced all electrical equipment, fixtures, and wiring in the building. Corroded electrical connections are considered a fire hazard. The new permit fee will be 80% of a new permit, per COAB 6-26 (a)(9). 3. Mechanical Permits. The mechanical and gas systems were not inspected and complete rough inspections will be required. The new permit fees will be 80% of a new permit, per COAB 6-26 (a)(9). 4. General Permit. Work under the general building permit can resume after the four trade rough inspections (Plumbing, Electrical, Mechanical, and Gas) are approved. The rough framing inspection summarizes the project to that point; all rough inspections should be approved, windows installed, building dried in and built to approved plans. We usually note that stairs must comply with Code at the final inspection. (Stair treads and flooring above and below the stairs can change the layout, resulting in the stairs failing inspection) 6. OK to insulate after passing the framing rough inspection. I know this project has ICF walls and spray foam attic insulation, but we will verify all areas are insulated with an insulation inspection. 7. After insulation inspection, we do not see the project until final inspections. 8. After the building final inspections are approved and the as-built topographic survey has been received, the Certificate of Occupancy (CO) inspections can be scheduled. The CO inspections include Zoning, Public Works, Public Utilities, and Building Departments. 9. Final documents required for the CO, include final Termite Certificate, blower-door test report, and the signed Stormwater Restrictive Covenant.
