CALL TO ORDER AND ROLL CALL • Mark Gabrynowicz called the meeting to order. Secretary Linda Chipperfield was absent. Barbie Brooksher volunteered to take notes and call the roll. 2. APPROVAL OF MINUTES A. Approve minutes of the September 22nd regular Environmental Stewardship Committee meeting. MOTION. to approve September 22nd, 2021 minutes. 3. COURTESY OF THE FLOOR (5 MINS.) • Mayor Glasser spoke to the ESC about Commission priorities. She reviewed the Environmental Leadership category which included topics about recycling, reducing plastic usage at city facilities, and LEED. • Mayor Glasser discussed the Heritage Tree designation in Dutton Island Preserve and stated she would like to add a bench and recognize the individuals who made the acquisition possible. She said she will do the work for this but she would like this to be included in the Arbor Day events. • Mayor Glasser said the city must get resolutions to the state legislature by January. She discussed a resolution regarding the Florida Statute 163.045 that commission is working on. She requested the ESC provide Commission a recommendation on AFFFS? so they can create a resolution. Environmental Stewardship Committee (ESC) October 13, 2021 Page 1 of 5 4. • Mayor Glasser requested a recommendation about single -use plastic use at city venues and recycling within the city. • Mayor Glasser discussed the recent barge that landed in Hannah Park and coal ash. She asked to hold a discussion on this topic at a future meeting. • Members and Mayor Glasser discussed issues with recycling. CHAIR'S REMARKS A. Heritage tree presentation to Commission on Oct. 11th MOTION: ESC Resolution regarding polystyrene B. ESC Resolution regarding polystyrene REPORTS A. Outreach subcommittee • Amy Palmer reviewed the Outreach Subcommittee report. She stated Linda Chipperfield is working with staff on the tree trimmer training. She stated Arbor day is January 21 st. She said Outreach Subcommittee worked on the polystyrene resolution. B. LEED subcommittee • Sarah Boren gave the LEED subcommittee report. She said at the last meeting her and Amanda Askew worked on the survey. She stated Commission approved a $5,000.00 budget for the ESC. She asked if she could use it for LEED outreach. There was no opposition. • She discussed the survey and stated they have not published it yet because the Vision survey. She said the goal timeframe for the survey is October 15th to the end of the year. She said the goal is 1,400 survey responses. • Mark Gabrynowicz asked if a request for money would have to be approved by the ESC. Amanda Askew responded and said it is money for the entire ESC, so Environmental Stewardship Committee (ESC) October 13, 2021 Page 2 of 5 6. the request would need to be approved by ESC. Mark Gabrynowicz said they would discuss distributing the budget at the next meeting. C. Tree suhconimittee • Sarah Dark gave the Tree Subcommittee report. She said mark Gabrynowicz has created a report on the ESC's position regarding Florida Statute 163.045. She said they would like to present this to Commission and recommended they create a resolution urging the repeal of the statute. • Mark Gabrynowicz said he would send the report to Amanda Askew to distribute to members for review. • Members discussed the time frame of review and how to approve of the report so it can be on the next Commission meeting. Sarah Dark suggested approving the report at the meeting and if members had edits they would not submit to Commission. MOTION: to recommend to the commission ESC's opposition to Florida Statue 163.045 as provided by Mark Gabrynowicz's report. Motion: Sarah Andrews Dark Second. She reviewed Heritage Tree incentives. She stated more tree removal permits have been submitted recently and she feels the Chapter 23 update is being enforced. • Mark Gabrynowicz requested the Tree Subcommittee provide a monthly report on tree removal. MAYOR'S AND/OR STAFF REQUEST/REPORTS A. Pruning of city planted trees in the Royal Palms area - Oct. 22nd at 9am • Amanda Askew discussed light pruning need on trees planted by the city in the Royal Palms area. She estimated this should take less than 2 hours. B. FI department of Agriculture grant for Tree Canopy and tree inventory Environmental Stewardship Committee (ESC) October 13, 2021 Page 3 of 5 • Amanda Askew stated staff has recently applied for a grant for tree canopy assessment and tree inventory of trees on public property. She said they would know if the city received the grant by the end of the year. C. Proposed polystyrene ordinance • Mark Gabrynowicz said this was discussed at the Outreach Subcommittee. • Amanda Askew reviewed state legislature that says cities cannot ban all polystyrene. She said the city working on a ordinance to ban polystyrene on public property and city facilities. • Members discussed the ordinance, verbiage, and outreach. MOTION: to approve the draft Ordinance to ban polystyrene on city property with the discussed changes. They discussed if the Ordinance was to ban polystyrene or single use plastics. • Amanda Askew read the draft ordinance that included both polystyrene and single use plastic products. • Members continued discussion about enforcement and education. D. Arbor Day preparation • Amanda Askew discussed Heritage Tree designations and asked for pubic property recommendations. She asked members to start spreading the word to private property owners. • Amanda Askew asked if the ESC would like to keep the format of planting a tree in each Commissioner's district. Amy Palmer said they would like to keep this format. • Amanda Askew asked for recommendations for "goodies" to provide on Arbor day. She said she did not feel stickers were environmentally friendly. Sarah Boren suggested biodegradable seed packets. Amy Palmer suggested a lesson plan on Chapter 23 to provide to the school. Commissioner Kelly did not feel the lesson plans would be used by the teachers as they have a busy curriculum. Sarah Boren suggest a field trip to Johansen so the students could see a Heritage tree. She said the document needs updates to mark off the tasks that were completed so they can have something to refer to for next year's priority setting. MOTION: to complete the review of the ESC 2021 Strategic Work Plan by November 1 st and to discuss at the regular November meeting. He said District 1308 will not be filled. Sarah Boren suggested making a social media post about the vacant positions. 8. NEW BUSINESS A. 2021 Jacksonville Environmental Protection Board - Award 9.
