1. CALL TO ORDER AND ROLL CALL
• Linda Chipperfield called the roll. She attended via Zoom.
2. APPROVAL OF MINUTES

4. CHAIR'S REMARKS
A. Board Member Review committee 10/26/21 meeting
• Mark Gabrynowicz attended the 10/26/21 Board Member Review committee
meeting.
B. Recommendation for members with terms expiring 12/31/21
• Mark Gabrynowicz expressed that he was concerned that 4 members terms were
expiring at the same time and the ESC is still down one member.
C. ESC candidate Kelly Fanning
Mark Gabrynowicz reported that Kelly Fanning withdrew her application
because she could not kae the time commitment.
D. End of year ESC summary
Mark Gabrynowicz proposed to provide a written End of Year Summary to
Commission rather than presenting a PowerPoint.
Bruce Andrews stated he does not believe ESC work is not being transferred to
Commission via the liaison, reading minutes, or watching meetings. He
suggested ESC provide a brief PowerPoint presentation to inform Commission.
Sarah Dark agreed a PowerPoint presentation would be the most effective way
to update Commission. Sarah Boren agreed and said oral and visual presentations
would be more palatable.
Mark Gabrynowicz asked members to provide input for the presentation by
January 10th.
Sarah Boren suggested the goals/priorities for 2022 be included in this report.
E. ESC support of proposed Florida Senate - 2022 SB 518 (modifications to FSS
163.045)
• Mark Gabrynowicz said Mayor Glasser asked that he help with the support of
proposed Florida Senate - 2022 SB 518 by reaching out to citizens for support.
He reviewed the work already done by Amy Palmer and the Outreach
Subcommittee, Sarah Boren and the LEED Subcommittee, and Barbie Brooksher
in her social media posts. He spoke about a contact list the the ESC can provide
to the City. He said he drafted an email to send out that asks for support.
• Sarah Dark suggested creating a list of contacts to directly send the drafted email
to. She said the email may have a personal impact coming from ESC members
rather than the City of Atlantic Beach.

• Sarah Boren asked what the time frame is. Mark Gabrynowicz responded and
said the legislative process may take 4 to 5 months. He was not sure when the
Florida League of Cities meets, but that would be ESC's first priority.
• Sarah Boren said she has not problems with the outreach, but she was worried
this would interfere with the Community Action Plan survey.
• Members discussed the state statute and the community's knowledge of the
preemption. Bruce Andrews suggested sending emails to people who will support
the City's stance and not the existing statute. Amy Palmer suggested not making
social media posts and Sarah Dark agreed.
• Sarah Boren suggested ESC members meet with the city's legislative
representatives. Members discussed the proposed statutes and a potential meeting
with representatives.
• Linda Chipperfield reviewed decisions made in the discussion including
individuals will send personal notes to their contacts as ESC members with the
call to action to protect trees and ESC members will meet with representatives.
• Sarah Dark confirmed that one ESC member could meet with one representative
per Sunshine regulations. Amanda Askew confirmed this.
• Amy Palmer stated the Duval Delegation meets in November and suggested an
ESC member speak at the meeting. She believed the deadline was the same day
as the ESC meeting.
• Bruce Andrews confirmed the deadline is November 18th and the meeting is
November 22nd. He volunteered to take the lead on getting on the agenda.
REPORTS
A. Outreach subcommittee
• Amy Palmer stated Christopher McHan attended the last meeting and will need
approval from the full ESC to be on the subcommittee.

• Amy Palmer stated they would like to continue the Earth Day art competition partnered
with World Revolt next year. She suggested the next competition include additional
forms of art such as poetry and music. Sarah Dark suggested hosting the event outside
to include nature on Earth Day. Barbie Brooksher responded and said that is unlikely
because Word Revolt has to collect and display art. Amy Palmer said that is the goal. but
it is a bit too late to coordinate an outside event since it was held in a gallery last year.
Members agreed with the proposed addition.
• Amy Palmer asked members to continue looking for potential Heritage Trees. Sarah
Dark stated she has identified 3 possible trees: 1 american elm and 2 live oaks along
Sherry Drive.
• Amy Palmer reminded FSC about Arbor day in January and thanked Amanda Askew for
the tentative schedule. Amanda Askew gave an update to the schedule.
• Barbie Brooksher gave an overview of the social media post that were made about
Heritage Trees. She said there has been a good amount of engagement on posts.
• Amy Palmer reviewed decisions made on the tree trimmer training and suggested the
city is staffed with a knowledgeable staff person to present slides to companies followed
by a quiz which will generate a list of companies who completed the training. Linda
Chipperfield proposed a formal way to recognize those who complete the training. She
said she has completed the slides but is waiting for images from the intern. She said the
quiz needs to be completed as well as a brochure for residents.
• Amy Palmer discussed welcome kits and the costs of tote bags. She said bags are $2.00
each and the expected number of new residents each year is 1,100, totaling $2,200.00.
Amy Palmer asked for support of this expense. Members discussed the budget. Amy
Palmer proposed seeking donations from local businesses.
• Mark Gabrynowicz spoke for members and said they support the welcome bags, but he
is unsure where the money will come from.

B. LEED subcommittee
• Sarah Boren reviewed the work done for the LEED 4.1 certification.

Sarah Boren said the Community Action plan survey is out until November 30th
and the goal is 1,400 responses. She asked member to reach out to 25 people each
and for volunteers to work the farmers market and the Jazz Fest.
C. Tree subcommittee
Sarah Dark reviewed the Tree Subcommittee Meeting and decisions made
regarding Heritage Tree Incentives. These include providing arborist services for
the initial health inspection and provide a dollar amount for tree maintenance that
is approved by an arborist for a specific time period. She said staff is to draft
language to including in the ordinance. Members discussed the dollar amount,
time period of city support, and perpetuity of tree designation.
Linda Chipperfield reviewed decisions which include incentives need to be more
generous than their current suggestion, Barbie Brooksher and Christopher
McHan will do research about adding Heritage Trees to deeds, Christopher
McHan will send information regarding St. Johns County Heritage Trees, and
suggested and inventory of current and potential Heritage Trees in the ordinance.

MAYOR'S AND/OR STAFF REQUEST/REPORTS
A. Polystyrene Ordinance (Ordinance No. 95-21-20)
• Amanda Askew gave an update on the Polystyrene Ordinance which will be
presented to Commission on November 22nd.
B. Jacksonville Environmental Protection Board / UNF Environmental Symposium
• Amanda Askew gave an overview of the event and her presentation.
• Mark Gabrynowicz asked if this would be a beneficial event for ESC members.

7. OLD BUSINESS
A. Goals /Priorities
Mark Gabrynowicz asked members to submit 3 items for 2022 priorities, which
include a task each member would like to do and take the initiative to complete,
a task each member would like the ESC to do and how they will contribute, and
a task each member would recommend for Commission. He set a submission
deadline of December 1 st.
