CALL TO ORDER AND ROLL CALL • Mark Gabrynowicz called the meeting to order at 8:04. Secretary Linda Chipperfield was absent, so Barbie Brooksher volunteered to take notes and call the roll. 2. APPROVAL OF MINUTES A. Approve minutes of the (date) regular Environmental Stewardship Committee meeting. Applications for vacant positions • Mark Gabrynowicz stated there are 3 applicants for the 2 vacant positions. • Members discussed subcommittee chairs and membership. REPORTS A. Outreach subcommittee • Mark Gabrynowicz reviewed the Outreach Subcommittee report prepared by Amy Palmer. He proposed creating the "Friend of the Environment" award MOTION: to approve the "Friend of the Environment" award Motion: Mark Gabrynowicz Second. LEED subcommittee • Amanda Askew stated they did not have a meeting in November. • Mark Gabrynowicz asked for an update on the Community Action Plan survey. Amanda Askew reported the survey is still open. Romy Vann said the total number of responses is very low and asked members to push the survey to people they know. • Amanda Askew said the LEED Subcommittee meeting in December is cancelled due to the holiday. C. Tree subcommittee • Bruce Andrews spoke about tree plantings and making a recommendation to Commission to approve the list of possible tre locations. MOTION: to make a recommendation to Commission to approve the expenditure of tree funds as previously done through resolution in accordance with the COAB tree list Motion: Mark Gabrynowicz Second. Bruce Andrews (Seconded By) For Mark Gabrynowicz (Moved By) For Christopher McHan For Daniele Giovannucci For Rany Vann For Barbie Brooksher For Motion passed 6 to 0. • Mark Gabrynowicz went over items discussed at the November tree subcommittee meeting. • Bruce Andrews discussed the 3 minute presentation he gave to the Duval Delegation about supporting the amendment to Florida Statute 163.045. • Members discussed reaching out to representatives via email, letters, and meetings. Amanda Askew said she will need to publicly notice the meeting if 2 or more members attend. MAYOR'S AND/OR STAFF/REPORTS A. David & Donna Batelaan Fund Grant Opportunity • Amanda Askew reported the city has received a grant that will fund musical equipment for a park. She said the city is looking at placing the equipment in Jordan Park and she wanted the ESC's blessing since this was not in the parks master plan. There was no opposition to the equipment. OLD BUSINESS A. Heritage Tree Program • Daniele Giovannucci discussed issues with providing Heritage Tree incentives and potential removal of the tree. • Members discussed Heritage tree incentives and the perpetuity of designations. B. Legislative action C. Three goals from 2022 • Daniele Giovannucci asked for clarification on the new priorities and if the committee is no longer referring to the priorities that were worked on in 2021. • Mark Gabrynowicz stated the ESC will no longer be using the 2021 priorities. • Daniele Giovannucci said he did not support abandoning the 2021 priorities since they worked hard on creating the document and had an extensive amount of discussion. • Mark Gabrynowicz asked members to submit their three priorities to Amanda so they can discuss at the January meeting. Support of city plans • Mark Gabrynowicz proposed the ESC take on annual assessments of the parks for the purpose of keeping up with the Parks Master Plan. He suggested creating a check list so the assessment would be the same at all parks. • Daniele Giovannucci asked for clarification on what the inspections would entail considering the limited number of committee members and a large amount of parks. • Mark Gabrynowicz responded and said members would check on signs, tree trimming, cleanliness, and the overall maintenance of the parks. MOTION. to create a program where ESC members will annually assess the parks in accordance with the Parks Master Plan. Motion: Mark Gabrynowicz Second: Daniele Giovannucci • Bruce Andrews asked how insufficiencies will be enforced since the Public Works maintains the parks independently. • Mark Gabrynowicz said the ESC would report to Amanda Askew in the Planning Department then she can give the information to Scott Williams and the Public Works department. Review of ESC meeting rules • Mark Gabrynowicz briefly reviewed the ESC meeting rules. C. Dutton Island • Daniele Giovannucci discussed the clearing of vegetation at Dutton Island and possible next steps to prevent these clearings from happening in the future. • Mark Gabrynowicz stated incidents like these is the intent behind his proposed annual park assessment. • Daniele Giovannucci said he was concerned beyond parks and wanted to address these actions across the entire city. • Members discussed ways to track these issues and how convey their concerns to Commission and staff. • Daniele Giovannucci asked members if this is an issue they would like to take to the City Manager as a group or hold off on addressing. Environmental Stewardship Committee (ESC) December 8, 2021 Page 4 of 5 • Bruce Andrews said he does not think this is a topic that should be ignored. He supported working with staff on this issue. He proposed scheduling a meeting with the City Manager. • Amanda Askew proposed creating a checklist that can be sent to department heads to review for larger projects. Members supported this idea. • Amanda Askew said she will schedule a meeting with the City Manager the first week of January 9. ADJOURNMENT There being no further discussion.
