S162.01, 162.02, 162.10, 162.20, and 162.21,

Florida Statutes, entitled Special Districts;
providing definitions;
providing for appropria-
tions and audits of funds for special districts; j
transferring existing independent special dis-
tricts located solely within the boundaries of
a single county to the proper governing authority
upon passage of the act; providing that existing

special acts affecting certain special districts

shall be treated as ordinances after the effec-
tive date of the act; providing an effective i
date.
Be It enacte3 by the Legislature of the State of Florida:
Section 1. Title XI, Florida Statutes, is amended by
adding a new chapter 162, Florida Statutes, to be entitled
Special Districts, to read:
CHAPTER 162 SPECIAL DISTRICTS
162.01 Short title. --The act shall be known and may
be cited as the "Special District Act of 1974".
162.02 Definitions. --As used in this chapter, except

(1) 'Special district" means a local unit of special
government, except county school boards and community college
