Board Member Review Committee Meeting
December 4, 2007
Call to order
The meeting was called to order by Mayor Pro Tem Mike Borno at 5:03 pm. Those in
attendance were Mayor Pro Tem Mike Borno (Chairman), City Manager Jim Hanson, Member
Glen Fisher, Member Casey Quinif, City Clerk Donna Bussey, Community Development Board
Chairman Sam Jacobson, and Community Development Director Sonya Doerr.
1. Interview the remainder of the new applicants for the Community Development
Board.

Sonya Doerr reminded the Committee that there are four vacancies to address. One vacancy
occurred when Carolyn Woods became a City Commissioner and the other three vacancies will
occur at the end of this month. She also reminded them that the three current members, Sam
Jacobson, Craig Burkhart and David Boyer, whose terms are expiring, are willing to be
reappointed.
The committee interviewed the four applicants separately and in the order listed above. The
purpose of the Board Member Review Committee and the functions of the Community
Development Board were explained. During the interviews, each candidate provided a summary
of their background and why they were interested in serving on the Atlantic Beach Community
Development Board The Committee asked questions and also offered each candidate the
opportunity to ask questions and the Committee responded to those questions.
2. Review current members on the Community Development Board whose terms expire on
12/31/2007.

Ms. Doerr and Mr. Jacobson gave their evaluation of the current members listed above. The
committee discussed each member's attendance record and contribution to the Community
Development Board. (Sam Jacobson stepped out of the room to allow the Committee to discuss
him, then he jomed the meeting again).
3. Discuss the new candidates and the current members that are interested in
reappointment and make a recommendation. There is one current vacancy and three
members have terms expiring on 12/31/07.

The Committee discussed the large number of very impressive candidates for the Community
Development Board that had been interviewed in the last two days. It was agreed that one of the
basis for recommending members for appointment should be in giving new citizens a chance to
serve particularly when several good candidates are available. This would be in addition to other
criteria such as having a balance of knowledgeable professions, geographic diversity of citizens
and other factors. Sam Jacobson expressed, although he was willing to serve another term, he
would not be offended if the Committee recommends appointing a new applicant instead of
reappointing him.
Motion: Recommend reappointing David Boyer to an additional term on the Community
Development Board.
Moved by Hanson, seconded by Fisher
Motion carried unanimously
With the recommended reappointment of David Boyer, there would be three openings for new
members.
The Committee discussed each applicant. They referred to their score sheets and the current list
of members on the Community Development Board They considered the applicants by using
the rating factors and considering the current makeup of the Community Development Board.
They agreed to submit one extra name to the recommendation to fill vacancies of Woods,
Jacobson and Burkhart, for a total of four.
Motion: Recommend the following four new applicants for consideration to the
Community Development Board in the following order of ranking. #1- Blaine Adams,
#2- Ellen Glasser, #3- Kirk Hansen, and #4- Ray Coleman.
Moved by Borno, seconded by Quinif
Motion carried unanimously.
4. Other Business
The Committee agreed that there are more good applicants than there are vacancies and hoped
that the applicants that are not selected this time would consider remaining in the applicant pool
for future vacancies to that board or other boards or committees. Chairman Borno offered to
draft a letter to send to those applicants. The Committee concurred that it would be appropriate
for a letter to come from him as the Chairman.

SUMMARY OF QUALIICATIONS
Having been a resident and home owner in Atlantic Beach, since 1985, I feel that my
knowledge and personal experience can only be a help to the community growth of
Atlantic Beach.
Having been born and raised in Philadelphia Pa, I soon traveled the world when I joined
the military. That military experience quickly gave me substantial responsibility. I
provided security for nuclearemarmed aircraft for the Strategic Air Command division of
the U.S. Air Force, before going to Viet Nam, where I engaged in combat with enemies
of the United States of America and earned nine decorations, including the Vietnamese
Medal of Honor and the Air Force Commendation medal. My military experience set the
groundwork for developing values of discipline and personal responsibility that have
guided my life.
Following my military service, I resumed my education and within three years worked
my way through and completed my Bachelor of Science in Communications degree at
Temple University in Philadelphia. I then began a successful 25 year career in
broadcasting, on, and off the air with marketing and advertising agency experience,
coupled with sales, rounding out my experiences of working with and dealing with
people and helping them solve their needs.
Having turned my attention now to Atlantic Beach, I have gotten involved with my
community. In the Sea Place Condominium community, where I live, I was elected to the
board of Directors, where we as a team have planned major renovations. Our plan was
sound enough to gain bank financing and the renovations were completed on time and on
budget. The loan was repaid ahead of schedule, saving on interest cost and property
values were boosted substantially. Currently I serve as the Vice President of the board
I also in 2003 ran an election campaign for an Atlantic Beach City Commissioners seat,
where I learned even more about my community and its citizens needs. While going door
to door, attending many community events and speaking before many different
community groups, I gained the experience and learned first hand, the feel of the
community and the people who live and work here.
My on going community involvement has included volunteering and working with the
Players Championship the American Diabetes Association, the Susan B Komen Breast
Cancer Fund, the Beaches Chamber of Commerce, the Membership committee and the
Welcome committee of the University Club, and serving the Republican Club of the
Beaches as its Vice President.
I look forward to any opportunity that the community of Atlantic Beach will offer to me
to serve our community, in helping protect the character of our community and the
quality of life in Atlantic Beach.
Code Enforcement Board
Meets in Commission Chambers, 800 Seminole Road, at 7:00 pm the second daof January, March,
May, July, September and November. The board consists of seven members who are appointed by the City
Commission and w ho serve three-year terms. The Code Enforcement Board has the jui isdiction and
authority to hear and act on alleged violations of the following:
• City of Atlantic Beach Code of Ordinances,
• Building codes, as adopted by the City,
• Standard Housing Code, as adopted by the City,
• State of Florida Health Code,
• Florida State Statutes, and
• State, county, and local laws and ordinances whose intent is to promote the health, welfare, and
safety of the citizens of the City. The Code Enforcement Board has the authority to assign penalties
as provided by Florida Statutes, Chapter 162.
Cornrnunity Development Board
-Teets in Commission Chambers, 800 Seminole Road, at 7:00 pm the third Tuesday= of each month. The
board consists of seven members who are appointed by the City Commission and who serve two-year terms.
Applications for Variances. Uses -by -Exception, and rezonings are considered by the Community
Development Board. The board makes final decisions on Variances and forwards recommendations to the
City Commission on Uses -by -Exception, rezonings and several other types of applications. The City
Commission makes a final decision on these requests.
Pension Board of I rustees
Meets in City Hall, 800 Seminole Road, quarterly, as scheduled. Hie City has two five -member pension
boards, one for police employees and one for general employees. The boards are responsible for the general
administration, management, and oversight of the operation of the retirement system Each board consists of
five members.
Tree Conservation Board
Meets in Adele Grage Cultural Center, 716 Ocean Boulevard at 7:00 pm on the second and fourth
Wednesday of each month. The hoard consists of five members who are appointed by the City Commission
and who serve 2 -year terms. The board reviews applications for site clearing and remoN al and relocation of
protected trees, determines mitigationfor removal of' protected trees, brings to the attention of the
community development director any violations of the City's tree protection ordinance and recommends
appropriate action toward enforcement and correction.
Cultural Arts and Recreation Advisory Committee
Meets in Adele Grage Cultural Center, 716 Ocean Boulevard at 7:00 pm on the
month. This committee consists of nine members who are appointed by the Ci
2 -year terms. The duties and responsibilities of the committee include:
• Develop plans, promote and support programs and projects to bring the
citizens of Atlantic Beach,
• Recommend a calendar of special events,
• Evaluate and ads ise the City on the effectiveness of prog
• Evaluate and make recommendations on assignments or
City Manager, and
Evaluate and make recommendations to the City comr
events, art projects, and recreation programs.
