Commissioner Norris called the meeting to order at 5:32 p.m.

The Committee interviewed each candidate separately. Commissioner Norris explained
the selection process. Each candidate explained their personal accomplishments,
experience, interests, and knowledge of our city government and answered questions
from the Committee. The Committee offered the opportunity to ask questions and the
Committee responded to those questions. Patrick Nobles provided a resume (which is
attached hereto and made part of this Official Records as Attachment A).
The Committee took a break from 6:42 p.m. to 6:48 p.m., between Patrick Nobles' and
Carol Silcox's interviews.

Dear Board Member Review Committee:
My name is Patrick Nobles and I am writing to express my interest in serving on the
Environmental Stewardship Committee (ESC) in Atlantic Beach Florida. As a resident of Atlantic
Beach, it is imperative to promote the core principles of environmental equity within our
community. By valuing accessibly, sustainable practices, and preservation of our environmental
resources, we will increase the quality of life for all of our residents. I believe in an evidence -
based approach to ensure environmental benefits for all members of our community.
Experiences with environmental causes:
1.) 2005 — 2006: Internship with Clean Water Action, Philadelphia Pa. The mission of Clean
Water Action is to build grassroots campaigns to impact environmental policy at the
state and federal levels.
2.) 2007—AmeriCorps Leadership Development Program in Maricopa County, Az.
3.) 2007 — 2009: SageWalk, the Wilderness Therapy School.
4.) 2021— Current: Guana Tolomato Matanzas National Estuarine Research Reserve,
Florida: monofilament recycling program

protect beaches by reducing trash (beach -safe receptacles).

During my professional life, I have worked for a variety of non-
profits and NGOs. I understand how government works at all
levels. As the former Exec Director of the Colorado Department
of Labor and Employment, appointed by then Gov. John
Hickenlooper, I know how difficult understanding the bigger
picture and greater good can be when making day to day
decisions that impact the lives of citizens. Working on a local
level is even more "personal" as decisions are made that affect
neighbors and friends. I've sat on a number of boards and

committees during my 45+ years and volunteered for numerous
committees. Boards: Mile High United Way, Save our School
(Denver), Pinnacol Assurance Board, CareerWise Colorado,
National Association of Government Labor Officials. Locally,
I've also volunteered at Dancin' in the Streets and for the
Donna Run.
While I have only lived in Atlantic Beach since 2015, I have
been visiting since 1987. My friends parents used to own a
home on 3rd street, which is now owned by my good friend and
I purchased the home next door. I've seen a lot of changes in
the town, and, in fact, have made changes to my home and
had dealings with the Community Development Board when
doing so. I believe we live in the most beautiful, peaceful and
caring community and want to help keep it that way. While
progress is good and growth is inevitable, consideration must
be given to the impact on the community, the land and the eco-
systems we are entrusted to protect. Overbuilding can impact
water, drainage, roads and services, to name a few. Rules and
regulations should be reviewed periodically, but also need to
be enforced. It's a fine balance between growth and
preservation. I am retiring in 2021 and would love to devote
time to Atlantic Beach, my chosen home.

the atlantic beach country club and very much want to expand
the breadth of my volunteer experience, and absolutely love
our town. I have been involved previously in advocating for a
variance for my neighbor Montell Owens as he applied for one
with the community development board. I've also had
discussions with Kirk Hansen to see where else i could
leverage my interest.

2.Enviromental Stewardship Board- As a current member of
the Jacksonville Chamber of Commerce specifically the Beach
division I participate in the Community outreach initiatives
which involves environmental goals. In addition to being a
member of the Jax Chamber, I'm also a member of the
Surfrider Foundation which is a non-profit organization with a
mission statement to preserve our oceans/beaches.
Personally, as a surfer and outdoor enthusiast, I spend a lot of
my spare time at beaches here in Atlantic Beach making me
personally invested in seeing strong stewardship from our local
government.
3. Community Development Board- As a member of Jax
Chamber Organization apart of our mission statement is to
build stronger communities. Additionally, I'm also an alumni of
Flagler College where I helped to found the Flagler Lacrosse
Club at the time our goal was to build and promote the sport of
Lacrosse in Northeast Florida in Youth programs. Today I
continue to support the Flagler Lacrosse Team (Division 2
Currently) as an Alumni. This ties into importance of preserving
an improving our public parks and sports fields.
My reasoning in being involved in the above
Boards/Committees comes down to my belief in the important
role citizens play in helping to strengthen communities through
direct action at the local level. I moved to the Jacksonville
Beach area in 2017 and consider myself very fortunate to call
Atlantic Beach home. I've made both great friends and
memories while living in Atlantic Beach. As a resident of
Atlantic Beach, I want to make sure we continue to have a
strong and thriving community. I recognize this comes as a
direct result of the time and effort others have put into helping
our shape our community. I view volunteer work as being a
personal responsibility that I work to fulfill. If appointed to one
of the open boards I view it as both honor and as great way in
helping to do my small part in seeing that Atlantic Beach is best
version of itself. I
