CALL TO ORDER AND ROLL CALL Mark Gabrynowicz called the meeting to order. Linda Chipperfield called the role. 2. APPROVAL OF MINUTES A. Approve minutes of the February 9, 2022 regular Environmental Stewardship Committee meeting. Bruce Andrews addressed a typing error. MOTION. to approve the February meeting minutes with amended text under item 5.B. Motion: Bruce Andrews Second. Barbie Brooksher Motion passed unanimously S to 0. 3. COURTESY OF THE FLOOR (5 MINS.) A. Public Comment Joshua Rosenberg, owner of Native Jax, spoke to the committee about a product he has that is used for improving landscaping. He proposed using this product in the parks as a trial for the City. He asked for feedback from the Committee. Members asked questions about the product. Mark Gabrynowicz asked staff to coordinate a meeting with Joshua Rosenberg and the City Manager to discuss a pilot program. B. Adam Rosenblatt - Climate Change and Carbon Pricing Adam Rosenblatt gave a presentation on climate change and carbon pricing (which is attached hereto and made part of this official record as Attachment A). He asked the ESC to make a recommendation to Commission to pass a resolution endorsing carbon pricing as part for federal climate change legislation. Members asked questions about the presentation. Mark Gabrynowicz asked Adam Rosenblatt to send more information to Amanda Askew. Adam Rosenblatt - Carbon Priciniz - Attachment A C. Emma Finn - Pesticides Emma Finn did not attend the meeting. D. Theresa Rykaczewski - Earth Day April 22, 2022 Theresa Rykaczewski did not attend the meeting. 4. CHAIR REMARKS A. Welcome new ESC members • Anastasia Regas • Patrick Nobles This item was discussed after item 2.A. Members went around the room to introduce themselves and provide their environmental background. 5. REPORTS A. Tree Subcommittee Bruce Andrews gave the tree subcommittee report and spoke about the recently passed Florida Statute. B. Outreach subcommittee • Chris McHann gave the Outreach Subcommittee report. He spoke about the Earth Day Event. He said the subcommittee decided to reduce the membership down to three (3) members so the committee can meet a quorum. He said they are reevaluating the Welcome Kits due to cost and are working to find an efficient way to relay information. Discussion ensued about plans for the 2022 Earth Day Event. • Chris McHann expressed his concern for the Adopt -A -Tree 3 -year survival requirement and suggested reducing this to 1 year. Bruce Andrews stated he was concerned property owners will be deterred due to the condition of having to replant a tree if it dies. Discussion ensued about the Adopt -A -Tree program. C. LEED Subcommittee Environmental Stewardship Committee (ESC) March 9, 2022 Page 2 of 16 6. Sarah Boren gave the LEED subcommittee report. She gave an update on the LEED certification. She said the city will be reopening the survey for the Community Action Plan and asked members to distribute yard signs, email information to friend and family, volunteer to work at a table at the Beaches Green Market, and volunteer to host a Town Hall Meeting. She also spoke about potential green buildings in the City. Discussion ensued about the LEED Subcommittee report. MAYOR/STAFF REPORTS A. 2022 Commission Priorities Amanda Askew reviewed the priorities set by Commission. B. 2022 Legislative Updates Amanda Askew provided information about Senate Bill 518 which was passed and revises Florida Statute 163.045. C. Mayors Monarch Pledge Amanda Askew reported that Mayor Glasser has asked ESC take the lead on taking a pledge to be more butterfly friendly. Mark Gabrynowicz said he felt this is a task that the city could easily complete. He was in support of the ESC making a recommendation to Commission to support this pledge. Mark Gabrynowicz asked if this is a task the Outreach Subcommittee can take on. Chris McHan confirmed the subcommittee can discuss this further. MOTION: to recommended to Commission to move forward with the Monarch Pledge. Motion: Amy Palmer Second. Bruce Andrews Bruce Andrews expressed his concern with not keeping up with the annual action requirements to stay in good standing with the pledge. He was not sure who would be keeping up with the annual tasks. Sarah Boren suggested including this in the Community Action Plan, which will involve an annual report. Members discussed the annual tasks. Motion passed 10 to 0. Bruce Andrews asked if this is something the Outreach Subcommittee will take on. Chris McHann said he will add the item to the agenda. OLD BUSINESS A. COAB Parks Assessment Plan With respect to time, Mark Gabrynowicz deferred this item. B. Tree Removal Certification (formerly known as Tree Trimmer Guide) • Mark Gabrynowicz asked that the ESC vote to approve the Tree Removal Certification so that it can be turned over to staff to finalize and implement. • Members discussed how companies will certify they have done the training. Mark Gabrynowicz said the company will complete a document stating they have done the training. Daniele Giovannuci asked why there is not a short test for trainees to complete. Mark Gabrynowicz responded and said administering the test is complicated and would make the process of getting this to the public longer. • Members continued discussion of certifying companies. MOTION. to approve the Tree Removal Certification and create a 10 question survey for companies to complete verifying they understand Chapter 23. Motion: Sarah Boren Second. This agenda item was discussed under item 3.13. C. Selva Preserve Trail Bruce Andrews spoke about the city owned land adjacent to 5 residential properties that are being developed. He said the idea when the city purchased this property was to have a trail through the Selva Preserve connecting ABCC and Jack Russel Park. He was concerned that potential property owners of the 5 lots would be against the trail. He brought the topic to the ESC so they are aware of the planned trail. Bruce said he will facilitate a field trip to walk the grounds. Amanda Askew said she will have to publicly advertise this kind of event. D. Amy Palmer- New Business Amy Palmer spoke about an email from a citizen regarding her effort to ban gas powered lawn equipment. She asked that the ESC discuss this topic at the next meeting. Amy Palmer also spoke about relocating palm trees that are to be removed on residential lot to other location in the city. She asked that this be on the April agenda. E. Sarah Boren- New Business Sarah Boren brought up subject matter experts speaking at subcommittee meetings and their ability to vote at meetings. She asked that this topic be on the April agenda. 9.
