DISTRICT REPRESENTATION STUDY COMMITTEE MEETING
December 13, 2006

City Manager/Liaison Jim Hanson
Chairman Lyman Fletcher called the meeting to order at 7:01 p.m.
City Manager/Liaison Jim Hanson stated the purpose of this meeting is to determine
whether the City should change their method of electing City officials. He notified the
Committee that a report must come from them by June 30, 2007. Mr. Hanson
explained that the Committee members were chosen from different areas of the City to
make sure the various portions of the City are represented.
Mr. Hanson went on to explain the Sunshine Law and Open Records Act. He stated
that this committee is covered under the Sunshine Law, which requires that all
meetings must be open to the public, give reasonable notice to the public of a
meeting, and minutes must be kept of each meeting. He explained further that when
any two or more committee members are together, they cannot communicate about
this business outside of this committee. Full discussions must be held in committee
meetings.
The Open Records Act requires that any records, notes, emails, etc are public
records under State law and are subject to open records requests.
The Commission members set forth the following Meeting Schedule:
Tuesday, January 23, 2007 at 7:00 p.m. (with speakers Jerry Holland from the
Supervisor of Elections Office and a representative of the Florida League of Cities)
Thursday, February 8, at 7:00 p.m.
Monday, February 19 at 7:00 p.m.
Mr. Hanson will e-mail the members additional meeting dates for their consideration
for future meetings.
The following Subcommittees were established.

Committee members - Johnny Bass, Reed Beaubouef, Ann Bowers, Joyce Freeman

Mr. Hanson asked that the members of the Subcommittees inform Donna Bussey,
City Clerk, of their Subcommittee meeting dates so she can have them published.
No date was set for the initial public hearing. Mr. Hanson and Mr. Fletcher will
meet to set the date for public hearing.
Adjournment There being no further discussion, the Chairman Fletcher declared the meeting
adjourned at 9:05 p.m.
