CALL TO ORDER AND ROLL CALL Mark Gabrynowicz called the meeting to order. Linda Chipperfield called the roll. Sarah Boren attended via Zoom. 2. APPROVAL OF MINUTES A. Approve minutes of the April 13, 2022 regular Environmental Stewardship Committee meeting. Mark Gabrynowicz asked if there were any changes to the minutes. There were no corrections to the written minutes. ACTION. to approve the April 13, 2022 minutes Motion: Christopher McHan Second. Environmental Stewardship Committee (ESC) May 11, 2022 Page 1 of 5 4. CHAIR REMARKS A. Commission in Transition Mark Gabrynowicz reminded the committee there are upcoming elections. B. Public awareness/engagement Mark Gabrynowicz emphasized the importance of public awareness and engagement and reminded members to continue working towards their personal objectives. 5. OLD BUSINESS A. Review of the Tree Removal Permit Training Guide (TRPTG) Amanda Askew reviewed the certification and testing process through Survey Monkey. Mark Gabrynowicz asked Amanda Askew to send the test to committee members so they can review and be aware of the questions. Linda Chipperfield provided more details about how the contractors will be publicized. B. Steward of the Environment Awards 1. Individual spot awards 2. Individual annual achievement award 3. Business award • Mark Gabrynowicz reviewed the structure of the Steward of Environment and how there will be different "families" of awards. • Sarah Boren suggested the committee brainstorm more categories to be all encompassing of areas the ESC would like to award and to clarify the criteria for an award in the case that there are multiple nominations. • Mark Gabrynowicz stated the Outreach Subcommittee will work out the details. Sarah Boren volunteered to work on this then provide her recommendations to the subcommittee. there was no contest to this statement. C. ESC meeting rules change Mark Gabrynowicz stated there was a one word change to the meeting rules as discussed in the previous ESC meeting. D. ESC subject matter experts Amanda Askew stated there can be a policy for the ESC regarding subject matter experts. Mark Gabrynowicz continued to encourage people to come take to the committee. E. Pesticides Info/action plan Mark Gabrynowicz stated he will draft a plan addressing biocides and present it at the next meeting. He related this issue back to a Commission priority. Environmental Stewardship Committee (ESC) May 11, 2022 Page 2 of 5 6. REPORTS A. LEED subcommittee • Sarah Boren gave the LEED subcommittee report. She stated the city will be holding four (4) Community Input Workshops for the Green Works Community Action Plan. • Commissioner Kelly asked for a status report on where the plan is in the development process to inform Commission. Sarah Boren said she will create this. • Amy Palmer asked for an update on the lifeguard station. Amanda Askew stated the city is working with a developer, and the plan is to renovate the existing building. • Mark Gabrynowicz asked for a progress update for the renovations to the Pubic Works building. Amanda Askew stated there are planned enhancements that will make the building more green. B. Outreach Subcommittee • Mark Gabrynowicz stated Jennifer Johnston, Outreach subcommittee staff liaison, will no longer be working with the subcommittee. He said the ESC must discuss a different meeting time. • Amanda Askew relayed information from the City Manager that there is the option to attend via Zoom but that person can not vote. • Christopher McHan and Linda Chipperfield said they are able to be flexible with meeting times. Christopher McHan suggested meeting 3pm-5pm. Linda Chipperfield asked to reduce the meeting to an hour and a half. There was no dissent. Members decided on meeting May 18th from 3:30-5pm. • Christopher McHan read through the meeting minutes. Topics discussed included Arbor Day, Earth Day, Monarch Butterfly Proclamation, Senate Bill 518, social media, and welcome packets. C. Tree Subcommittee Bruce Andrews gave the tree subcommittee report. He spoke about tree removal permits, fall plantings and prioritizing locations, Florida Statute 163.045, tree inventory, and tree canopy analysis. Discussion ensued about tree removal and arborist letters. 7. MAYOR AND/ORE STAFF REPORT A. Senante Bill 518 This item was discussed under Item 6C. B. Tree Inventory BID - use COJ's as a template • Amanda Askew reviewed the bidding process that the City must follow in order to hire a company for a tree inventory and canopy assessment for public property. She said she reached out to the City of Jacksonville's bid, and staff plans on using this as a template. She went over COJ's document. Environmental Stewardship Committee (ESC) May 11, 2022 Page 3 of 5 • Discussion ensued about the inventory and biding process. • Amanda Askew said she will send members old tree surveys and staffs project goals. She stated she will include this on the next agenda for a vote due to budgeting time constraints. C. Selva Preserve - trail update • Bruce Andrews said he walked the trail with Public Works staff and other supporters of the trail. He stated he received direction from the City Manager, which involved speaking with ESC, agreeing on the proposed plan, then present the proposed plan to City Commission. MOTION: to support the planning of the Selva Preserve Trail Motion: Christopher McHan Second. NEW BUSINESS A. Linda Chipperfield: single use plastics and tree removal • Linda Chipperfield brought up a campaign idea about reducing single use plastics. Discussion about single use plastics and water quality ensued. • Mark Gabrynowicz asked Amanda Askew to invite the Director of Public Utilities to the next meeting. • Linda Chipperfield asked to further discuss what the ESC members can do as citizens regarding mass removal of trees on personal property. Anastasia said she would go door to door and talk to neighbors about the proposed removal on Selva Marina Drive 9.
