AN ORDINANCE REGULATING AND GOVERNING PLUMBING
CONSTRUCTION AND THE SALE, INSTALLATION, USE,
MAINTENANCE AND REPAIR OP PLUMBING FIXTURES,
APPARATUS AND EQUIPMENT IN THE CITY OF ATLANTIC
BEACH, FLORIDA, AND CREATING AND DESIGNATING THE
BOARD OF EXAMINERS OF PLUMBERS AND DEFINING THE
POWERS AND DUTIES OF SAID BOARD AND CREATING THE
OFFICE OF PLUMBING INSPECTOR AND DEFINING THE
POWERS AND DUTIES OF SAID OFFICER AND PRESCRIBING
PENALTIES FOR THE VIOLATION OF SUCH ORDINANCE AND
ESTABLISHING PERMIT AND INSPECTION FEES.
BE IT ORDAINED BY THE PEOPLE OF THE CITY OF ATLANTIC
BEACH, FLORIDA:
Section 1. There is hereby adopted (subject to the
modifications, changes and amendments hereinafter set forth in
Section 10 hereof) by the City Commission of Atlantic Beach, for
the purpose of establishing rules and regulations for the construe,- ,\!,�
tion, maintenance and repairs of plumbing, including permits and
penalties, the certain "Rules and Regulations governing Plumbing
in the City of Jacksonville, Florida, revised as of June 25, 1950",
a copy whereof is hereto attached, and the whole thereof, save and
except such portions as are hereinafter in Section 10 hereof deleted,
modified or amended, and the same are hereby adopted and incorporated
as fully as if set out at length herein, and from the date on which
this Ordinance shall take effect, the provisions thereof shall be
controlling in the construction, maintenance and repairs of all
plumbing within the corporate limits of the City of Atlantic Beach.
Section 2. There shall be a Board of Examiners of
"' Plumbers consisting of three members, one of whom shall be the City
Manager, a second member shall be a Master Plumber and a third member
shall be a journeyman plumber. The said second and third members of
said Board of Examiners shall be appointed by the City Commission for
the term of one year from the first day of July in the year of appoint-
ment and thereafter annually before the first day of July.
Said Board of Examiners shall hold examinations
in the first week of June and December and at any other time as directed
by the City Commission, for both master and journeyman plumbers. Journey-
man plumbers only applying for a license shall be given a temporary
• working permit until the next examination is held. Said Board shall
examine said applicants as to their practical knowledge of plumbing,
house drainage and plumbing ventilation, and if satisfied as to the
competency of such applicants, shall issue a certificate to such
applicant authorizing him to engage in or work at the business of
plumbing, either as a master plumber or employing plumber or as a
journeyman plumber. The fee for examination for a master plumber or

slumber it shall be Five Dollars rs O5S) . Said certificate shall
be valid for the term of one year, but the same can be renewed
without further examination if application is made to said Board
before the date of expiration: of said certificate. The tee to +.
renewing shall be One Dollar, it being expressly understood this
renewal fee does not supplant or replace the annual license fees
collected by the City. Said Certificate shall be revocable at
any time by said Bwksid for ,ya o All monies received by the
City hereunder: shall be paid into the General Fund of said City.
Any person desiring to engage in or work at the business of
plumbing, either as a nester plumber or an employing ply or
as 4. Journeyman plumber, shall make application to said Board
of Examiners hereinbefore provided for at such times and places
as said Board may designate. Said examination shall be made in
whole or In part in writing, and shall be of a practical and
elementary character, but sufficiently strict to test the qualifi-
cations of the Applicant.
Section 3. PROPER LICENSES TO BE ISSUED. It shall b
the duty 6f the Board of Plumbing Examiner* Lc issue to ply&
found competent upon examination proper certificates and it shall
be unlawful for any person not the holder of a certificate thus
issued to engage in the business or trade of plumbing within the
limits of the City of Atlantic Beach, Florida.
Section 4. MASTER AMD JOURNEYMAN PLUMBER LICENSED.,
Every master; employing or Journeyman plumber carrying on his
business or trade in the City of Atlantic Beach shall appear in
person before the said Board of Earaminery and lis an examinaticin
as to his competency as required by law.
Section S. MASTER PLUMBERS TO GIVE BOND. It shall be
required of every person obtaining a easter plumber°e certificate,
' before engaging in the business of master plumber, to pay to the
City an annual occupational lienee tax,as set out in the license
ordinance, to conduct said business and to execute a bond in the
sum of One Thousand Dollars ($1, 000) with a responsible surety
company authorized to do business in Florida as surety,, conditioned
to protect said City and/or the owner or owners of premises against
all loss or damage occasioned by the negligence of the principal
therein in failing to properly execute and protect all work done by
him or his employees or under his direction or supervision and from
All loss or damage occasioned by or arising in any manner from any
such work done by said principal or his employee,- or under his direction
ar supervision, which is not caused by the negligence of said City,
its agent or employyees s conditioned, further„ that the principal
therein will keep and observe all ordinances at any time enacted by
said City relating in any way to plumbing or plumbing work.
