A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA, AWARDING BID NO. 2122-13:
MULTI-YEAR CONTRACT FOR STREET SWEEPINGNACUUMING FOR THE PUBLIC WORKS
DEPARTMENT, SUBJECT TO THE PROVISIONS OF THIS RESOLUTION.
WHEREAS, on August 24, 2022, one bid was received and opened for City Bid No.
2122-13: Multi -Year Contract for Street Sweeping/Vacuuming for the Public Works Department; and
WHEREAS, the bidder, USA Services of Florida, LLC submitted a total annual cost of $86,713.20 and
provided all required documentation in their bid submittal; and
WHEREAS, street sweeping is a requirement of the City's NPDES permit, as well as requirement of our
maintenance contract with FDOT (to provide monthly sweeping of Atlantic Blvd. and Mayport Rd.); and
WHERES, the specifications include the following areas: FDOT Roadways (Atlantic Blvd. and Mayport Rd.)
on a monthly basis and City Streets, City Hall Parking Lot and Public Works Parking Lot every other month; and
WHEREAS, USA Services is our current contractor for street sweeping/vacuuming services. Past
performance issues, mainly since the inception of the pandemic, (i.e. delays in receiving parts for mechanical repairs
and a high level of employee turnover), have affected the City's level of service, but of late appear to have been
improving with the contractor; and
WHEREAS, the period of the contract shall commence October 1, 2022 and shall terminate five (5) years
after the date of commencement, subject to annual appropriations as may be approved for this purpose. The City and/or
the Contractor may cancel the contract at the end of the 3,d or 41" anniversary year, without cause, upon six (6) months
written notice; and
WHEREAS, $86,713.20 has been requested for Street Sweeping Services in the upcoming FY22-23 budget
under the Stormwater account number 470-0000-538-3400.
NOW THEREFORE, be it resolved by the City Commission of the City of Atlantic Beach as follows:
SECTION 1. The City Commission hereby authorizes awarding Bid No. 2122-13: Multi -Year Contract for
Street Sweeping/Vacuuming for the Public Works Department to USA Services of Florida, LLC.
SECTION 2. The term of the contract shall be in effect for a period of (5) calendar years.
SECTION 3. Notwithstanding the approval granted and other provisions contained herein, the City's
obligation under the Multi -Year Contract approved herein is subject to annual appropriations for this purpose as may
be adopted and included in the City's annual budgets for Fiscal Years 2023, 2024, 2025, 2026 and 2027.
SECTION 4. This Resolution shall take effect immediately upon its passage and adoption.
