A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA
APPROVING THE CITY'S ACQUISITION OF TWO SUB-PARCELS
TOTALING 0.28 ACRES OF PROPERTY LOCATED AT 1964 AND 1980
FRANCIS AVENUE; AUTHORIZING STAFF OR THE MAYOR TO
EXECUTE A PURCHASE AND SALE AGREEMENT IN THE AMOUNT
OF $175,000 FOR TWO SUB-PARCELS OF PROPERTY LOCATED AT
1964 AND 1980 FRANCIS AVENUE; AND AUTHORIZING THE
UTILIZATION OF HALF-CENT DISCRETIONARY (BETTER JAX)
SALES TAX PROCEEDS FOR THIS PURPOSE; AND PROVIDING FOR
AN EFFECTIVE DATE.
WHEREAS, the City of Atlantic Beach recognizes the vital importance of
improving stormwater management and reducing flooding throughout the community; and
WHEREAS, the drainage basin commonly referred to as Stanley Road basin
experiences periodic water inundation and causes residential property to flood and
hazardous roadway conditions; and
WHEREAS, the drainage issues have been well documented in the Stanley Road
basin are identified in the City's 2018 Stormwater Master Plan Update as a drainage
priority area; and
WHEREAS, the two sub-parcels proposed for acquisition, in conjunction with an
existing city-owned parcel will improve and provide additional stormwater storage
upstream of the Stanley Road stormwater pipe, along with other public improvements to
facilitate improvement of the entirety of the stormwater system in this area; and
WHEREAS, Commission authorizes the City Manager or the Mayor to execute a
purchase and sale agreement in the amount of$175,000 for two sub-parcels of property
located at 1964 and 1980 Francis Avenue and authorizing the utilization of half-cent
discretionary (Better Jax) sales tax proceeds for this purpose.
NOW THEREFORE,BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF ATLANTIC BEACH AS FOLLOWS:
SECTION 1: Approval. The City Commission directs the utilization of half-cent
discretionary (Better Jax) sales tax proceeds for the purchase of the property located at
1964 and 1980 Francis Avenue.
SECTION 2: Authorization to Execute. The City Manager or Mayor is hereby
authorized to execute the purchase and sale agreement in the amount of$175,000 for two
sub-parcels of property located at 1964 and 1980 Francis Avenue and other documents
necessary to effectuate the purpose of this resolution.
SECTION 3: Effective Date. This Resolution shall take effect immediately upon
its final passage and adoption.
PASSED AND ADOPTED by the Commission of the City of Atlantic Beach,
Florida, this 9th day of May, 2022.
