(1) Build a Lean-To Shed (10’ 4” x 6’ 2”) addition to pre-existing detached garage (13’ 6” x 10’ 11”).
(2) Use both pre-existing impervious slab (23sf) and poured slab & footer (41sf) for shed foundation (64sf).
(3) DEMO nearby pre-existing impervious slab (84sf) as “good-faith” effort to make Building Permit a “win” for the
City of Atlantic Beach, by net reclaiming pervious soil (43.98sf net) and improve water runoff retention.
Background
Stop-Work Order: On 08.26.2022, COAB Building Inspector arrived unexpectedly on subject property with an
anonymous note urging him to “take a look at 176 Ocean Boulevard…building going on…no permit.” I readily
confessed - I alone - was nearing completion of a lean-to shed, attached to a pre-existing detached garage, and had
not pulled a permit. I had, and have, no appropriate excuse for my offense. A stop-work order was issued. I was
directed to provide information on work performed and submit a Building Permit Application. All work on lean-to
shed ceased 8.26.2022. Note: The dwelling at 176 Ocean Blvd. was built in 1936, and all known pre-existing
impervious materials were estimated to have been added by previous property owners between 1979-1989.

1. From the 7th Edition of the 2020 FBC‐Residential Building Code, Chapter 4 –
FOUNDATIONS. Section R401 General, R401.1 Application. The provisions of this chapter
shall control the design and construction of the foundation and foundation spaces for
buildings.
a. From the above mentioned code, Chapter 2 DEFINITIONS, Building‐ Building shall
mean any one‐and two family dwelling or prtion thereof, including townhouses,
that is used, or designed or intended to be used for human habitation, for linving,
sleeping, cooking or eating purposes, or any combonation thereof, and shall include
accessory structures thereto.
b. From the same chapter, R401.2 – Requirements. Foundatios shall be capable of
resisting all loads from roof uplift and building overturn. Foundation construction
shall also be capable of accommodating all gravity loads in accordance with R301
and of transmitting the resulting loads to the supporting soil.
c. From the same chapter, Section R403 FOOTINGS. Concrete footings shall be
designed and constructed in accordance with the provisions of Section R403 or in
accordance with ACI 332.
R403.1.1 Minimum Size. The minimum width, W, and thickness, T, for concrete
footings shall be in accordance with Tables R403.1(1) through R403.1(3) and figure
R403.1 as applicable. R403.1.4 Minimum Depth. Exterior footing shall be placed no
less that 12 inches below the finished grade of ground surface.
The foundation, the starting point of any building, is designed to deal with various
loads. I am not able to tell what foundation/footing system this building has. It will
be up to the Building Official’s recommendation as to how to move forward. As
Building Code Professionals we are not allowed to design foundations, only to
inspect to clarify that a footer installation is in compliance with a engineer’s design.
If the footer is non‐compliant with building code standards, then anything built
upon the footer would not be acceptable.
