I know you are extremely busy and don't have time to waste with unnecessary meetings. Danny Rodrigues and I have been diligently trying to get the information you have requested for the x ray machine and room. I have forwarded the copy of the Section 465 regulations to Paul Giodarno, president of American Rad, who will be moving and installing the machine. I have also contacted Amy Carlson, the inspector for the State of Florida Bureau of Radiation Control. The following is what they have told me concerning our installation. Section 465 regulations are for x-Ray machines that are high radiation machines. High radiation machines put out X-ray energies over 200 keV. (section 465.5.1.3). My machine generates a maximum of 125 keV. (see enclosed photo of tube plate and electrical specs for my machine.). Because of the challenges of taking x-Rays of animals and the lower keV energies, Veterinarians have a different set of requirements. (see enclosed Information Notice Number 20.) Scatter radiation is much less,thus the ability to use additional layer of sheetrock to achieve adequate shielding. Lead sheeting is necessary when people will be in the direct beam which never happens. I have enclosed a drawing of the room dimensions and locations of the table,tube direction of the beam, travel distance of the tube, adjoining walls and rooms, locations of the control panel and disconnect. I have also enclosed the latest copy of radiation exposure to my employees that take the films. Please let me know what else you need. After talking with both Amy and Paul it doesn't sound like there is any other information I can provide but I will try and address any other concerns you have. The licensee shall post each area or room in which there is used or stored an amount of licensed material exceeding 10 times the quantity of such material specified in State of Florida Office of Radiation Control Radioactive Material Requiring Labeling, May 2000, which is herein incorporated by reference and which is available from the department, with a conspicuous sign or signs bearing the radiation symbol and the words "CAUTION, RADIOACTIVE MATERIAL(S)" or "DANGER, RADIOACTIVE MATERIAL(S)." 465.4.6 A licensee or registrant is not required to post caution signs in areas or rooms containing sources of radiation for periods of less than 8 hours if each of the following conditions is met. 465.4.6.1 The sources of radiation are constantly attended during these periods by an individual who takes the precautions necessary to prevent the exposure of individuals to sources of radiation in excess of the limits established in this section, and 465.4.6.2 The area or room is subject to the licensee's or registrant's control. 465.4.7 Rooms or other areas in hospitals that are occupied by patients are not required to be posted with caution signs as specified in 64E-5.323 if the patient could be released from confinement as specified in 64E-5.622. 465.4.8 A room or area is not required to be posted with a caution sign because of the presence of a sealed source provided the radiation level at 30 cm from the surface of the sealed source container or housing does not exceed 0.005 rem (0.05 millisievert) per hour. 465.4.9 A room or area is not required to be posted with a caution sign because of the presence of radiation machines used solely for diagnosis in the healing arts. 465.5 General requirements. 465.5.1 Shielding. Each X-ray facility shall have primary and secondary protective barriers as needed to assure that an individual will not receive a radiation dose in excess of the limits specified in Part III of Chapter 64E-5, Florida Administrative Code. 465.5.1.1 Structural shielding in walls and other vertical barriers required for personnel protection shall extend without breach from the floor to a height of at least 7 feet(2.1 m). 465.5.1.2 Doors, door frames, windows and window frames shall have the same lead equivalent shielding as that required in the wall or other barrier in which they are installed. 465.5.1.3 Prior to construction, the floor plans and equipment arrangement of all new installations, or modifications of existing installations, utilizing X-ray energies of 200 keV and above for diagnostic or therapeutic purposes shall be submitted to the Department of Health for review and approval. In computation of protective barrier requirements, the Information Notice Number 20 (November 1997) For Florida Radiation Machine Registrants Department of Health, Bureau of Radiation Control TYPICAL SHIELDING REQUIREMENTS FOR VETERINARY REGISTRANTS The State of Florida administrative rules require radiation machine registrants to adequately shield the x-ray beams and scattered radiation produced by their machines. The purpose of this requirement is to ensure machine operators and members of the general public are not unnecessarily exposed to radiation and are kept below their legal dose limits. Shielding requirements will be determined by this potential exposure to humans and must take into consideration occupancy factors, distance, work load, energy and direction of the primary beam, and other related factors. Generally for this type of x-ray machine installation, the following guidance applies: 1. Preferably, a protected position is provided for the operator. When this is not possible, operators must be able to stand at least six feet away from the primary source of scatter (the animal being radiographed), outside the path of the primary beam, and wear a protective apron. 2. Shielding is necessary for inside walls when a. the primary beam will be directed toward it without a beam block to intercept, or b. normally occupied spaces are within eight (8) feet of the source of scatter. 3. Shielding is not required for outside walls or areas without human occupancy, such as store rooms, bathrooms, kennels, etc. When a protected position is provided, one-sixteenth (1/16) inch lead equivalent shielding would be required to a height of seven (7) feet. No additional shielding beyond standard drywall construction is normally required on the other walls except in special cases, such as when an office worker is in close proximity to the x-ray room or a wall of the x-ray room is shared with another tenant. If additional shielding is warranted, any dense material, such as an additional thickness of drywall, can be used to attenuate the scattered radiation. Shielding plan review and/or approval is not required by this office unless the energies used exceed 200 kVp. High volume offices (greater than 1000 mA minutes per week) or offices with fluoroscopic or special function machines should consider having their shielding planned by a licensed medical physicist. The Bureau of Radiation Control will inspect each facility that uses a radiation machine and require adequate shielding to protect operators and the public.
