03-30-22 Adopted MinutesMINUTES Board Member Review Committee (BMRC) J Meeting Z Wednesday, March 30, 2022 - 5:30 PM City Hall, Commission Chamber ROLL CALL: Present: Brittany Norris, Mayor Pro Tem / Commissioner - Seat 5 Stephen Ditamore, Committee Member Kenneth Reeves, Committee Member An Oskarsson, CARAC Chair Kirk Hansen, CDB Chair Robert (Bob) Liggero, P-PBOT Chair Absent: Pamela White, Committee Member Also Present: Donna Bartle, City Clerk (CC) CALL TO ORDER AND ROLL CALL Commissioner Norris called the meeting to order at 5:32 p.m. City Clerk Bartle called the roll. 1. APPROVAL OF MINUTES A. Approve Minutes of the Board Member Review Committee meeting of November 30, 2021. B. Approve Minutes of the Board Member Review Committee meeting of February 3, 2022. MOTION. Approve minutes of November 30, 2021 and February 3, 2022 meetings. Motion: Stephen Ditamore Second: Kenneth Reeves Brittany Norris For Stephen Ditamore (Moved By) For Kenneth Reeves (Seconded By) For Motion passed 3 to 0. 2. PUBLIC COMMENT There were no public comments. Since Mr. Sears was not in attendance, Commissioner Norris requested a motion to move to Item 4A to allow Mr. Sears more time to show up. CULTURAL ARTS AND RECREATION ADVISORY COMMITTEE This item was moved and addressed later in the meeting. 4. COMMUNITY DEVELOPMENT BOARD AND POLICE OFFICERS' PENSION BOARD OF TRUSTEES A. • Ellen Golombek - Current CDB Alternate Member (for CDB) • Jon Farrin - New Applicant (for CDB) • Karen DeLoreto - New Applicant (for CDB, PBOT) - WITHDREW • John Miller - New Applicant (for CDB, PBOT) The Committee interviewed Ms. Golombek and Mr. Farrin (in-person) for the Community Development Board and interviewed Mr. Miller (by phone) for the Community Development Board and the Police Officers' Pension Board of Trustees. The Committee offered each candidate an opportunity to ask questions and the Committee responded to those questions. (Karen DeLoreto withdrew her application prior to the meeting.) B. Discussion and Recommendations Commissioner Norris explained the current vacancies and the following recommendations was made. MOTION: Recommend appointing John Miller to Seat 3 of the Police Officer's Pension Board of Trustees. Commissioner Norris advised she will follow up with Mr. Miller. Board Member Review Committee (BMRC) March 30, 2022 MOTION: Recommend appointing Ellen Golombek to Seat 6 (as a regular member) on the Community Development Board. MOTION: Recommend appointing Jon Farrin as the alternate member of the Community Development Board. Motion: Kirk Hansen Second. Kenneth Reeves The Committee discussed Mr. Farrin. Commissioner Norris explained to Mr. Farrin that alternate members are not automatically converted to regular members when a vacancy occurs and that if he is interested in a future regular vacancy, he would need to apply and most likely interview again to speak to what he has learned. Commissioner Norris advised she will follow up with Ms. Golombek and Mr. Farrin. 3. CULTURAL ARTS AND RECREATION ADVISORY COMMITTEE A. Interview Candidate • Wally Sears - Current Member City Clerk Bartle advised the Committee about her phone conversation with Mr. Sears after he didn't show up for today's interview. She reported he is caught up in a closing transaction and unable to interview in-person or by phone, but requested that the Committee defer this item to a future meeting when he can attend. B. Discussion and Recommendations Board Member Review Committee (BMRC) March 30, 2022 Commissioner Norris gave a brief overview of the Commission's discussion and action on the last CARAC appointments and Mayor Glasser's request for this Committee to reevaluate its recent recommendations and consider recommending Mr. Sears to one of those regular positions. Commissioner Norris explained Ms. Goodrich and Mr. Schwarz's willingness to swap seats with Mr. Sears. Discussion ensued about Mr. Sears' initial interview, attendance, contributions, his needing to complete the mandatory training, and his request to defer. The Committee decided to leave the membership as it currently is and if Mr. Sears wants to pursue changes to his membership, he can attend a future BMRC meeting and speak about it under public comments. Commissioner Norris agreed to follow up with Mr. Sears to advise him of the Committee's decision and remind him about the mandatory training. The Committee discussed the role of the alternate member and made the following motion. MOTION: To keep the current CARAC membership as is.
