1. CALL TO ORDER AND ROLL CALL
Mark Gabrynowicz called the meeting to order at 6:04 p.m. Linda Chipperfield called roll. Sarah
Boren and Romy Vann attended via zoom.
2. APPROVAL OF MINUTES
A. Approve minutes of the July 13th regular Environmental Stewardship Committee
meeting.
Mark Gabrynowicz had one revision to the minutes. He stated his comment under 5B
should say "not overwhelmed". There were no other comments.

A. Boy Scout Eagle Project Request - GaGa ball

• Boy Scout Sam King spoke to the committee about building a Gaga ball pit at
Jack Russell Park. He explained the students at Atlantic Beach Elementary
School learned how to play and he is looking to provide those kids with a court
outside of school. Members asked questions about the building materials,
maintenance, and safety.
• Daniele Giovannucci expressed he did not think this is something that the ESC
should make the final decision on. Mark Gabrynowicz responded and stated the
ESC works with City Parks so this is within their purview.
• Bruce Andrews stated Jack Russell is over programmed and there are other parks
in the city that do not get as much use. He asked Mayor Glasser if this is a topic
ESC should consider. Mayor Glasser said the speaker was directed to attend and
address the ESC about the idea because parks are part of the committee's mission.
She said she does not believe the ESC will give the final approval.
• Members asked more questions about the game and proposed pit.
MOTION. to support the proposed Gaga Ball pit construction for a boy Scout Eagle project,
subject to review by CARAC.

B. Girl Scout Gold Award Project - Pollinator garden
Brian Broedell expressed Amanda Askew reached out to the speaker but did not hear
back.
4. CHAIR REMARKS
A. Inflaction Reduction Act of 2022
Mark Gabrynowicz reviewed the Inflaction Reduction Act of 2022 and how it relates to
ESC efforts. He asked for input on joining the "Citizen's Climate Lobby" as an entity.
Sarah Boren said she would like time to think about joining and have additional
discussion because she does not think it is the best fit for a city based committee to
endorse. Discussion ensued. Mark Gabrynowicz said this topic will be on next month's
agenda and to refer to citizensclimatelobby.org for more information.

5. OLD BUSINESS
A. Smoking ban in parks/beaches
• Mayor Glasser addressed the discussion for Item 4.A. She said Commission
develops a legislative agenda at the end of the year which includes Resolutions
on topics that are most important to the City. She said the ESC may make a
recommendation that the City write a resolution supporting action related to
climate mitigation and adaptation. She said a quicker process is to send a letter
to applicable organizations. She asked that ESC members write any proposed
letters.
• Daniele Giovannucci asked Sarah Boren if she would work on this with him.
Sarah Boren agreed to help write a letter.
• Mayor Glasser stated the City does not allow aerial spraying by Duval County
Mosquito control without expressed notice and present health risks. She said this
is a task ESC could take on so the process does not fall through the cracks in the
future. She also mentioned the city does not use round -up in parks and mentioned
the ongoing pilot mosquito program.
• Mayor Glasser discussed the recent bill passed that allows local municipalities to
create designated smoking zones, designated nonsmoking zones, or prohibit
smoking in parks and at public beaches.
• Mark Gabrynowicz restated his proposal made at the previous meeting: to
recommend COAB prohibit the use of tobacco products that can generate non -
biodegradable waste in city parks, beaches, and approaches to the beaches. He
asked for comments.
• Sarah Boren said she in support of prohibiting smoking in public parks and
beaches due to the negative impacts of smoke and second-hand smoke. She
suggested relating the motion to public health and environmental impacts and to
not limit the recommendation to non -biodegradable products.
• Daniele Giovannucci emphasize the issue of public health. He suggested
including an educational program on impacts of smoking if the city decides not
to prohibit smoking.
• Barbie Brooksher stated her support of the prohibiting but suggested creating
designated smoking locations away from park and beach entrances.
• Patrick Nobles expressed his support.
• Linda Chipperfield suggested having smoking zones on the beach with cigarette
waste stations.
• Bruce Andrews was in support of banning in active parks and start with a
designated smoking area. He stated his concern about enforcement.
• Amy Palmer agreed with banning in active parks and suggested establishing
zones in passive parks and on the beach.
• Discussion ensued about active and passive parks, cigarette litter stations, beach
accesses, smoking zones, and an education programs.

Discussion ensued about creating zones on the beach. Daniele Giovannucci suggested
recommending appropriate measures, like education and more receptacles, to move toward the
goal of a smoke free beach. Mayor Glasser expressed an educational campaign not the beach
may be difficult to do due to costs and location. Mark Gabrynowicz cautioned the committee
to not get into the details and to leave that to Commission.
MOTION AMMENDED: to recommend to City Commission to prohibit smoking on all
beaches. If allowed by state law, the prohibition of smoking on the beach will extend to beach
accesses.

Daniele Giovannucci said if the city decides to not prohibit smoking, that the city still do an
education campaign.
MOTIONAMMENDMENT. to recommend to City Commission to prohibit smoking on all
beaches and enforcement efforts be researched and implemented if possible. If allowed by state
law, the prohibition of smoking on the beach will extend to beach accesses.

B. COAB Chemical Management Plan
This agenda item was not discussed.
REPORTS
A. LEED Subcommittee (no July mtg.)
Sarah Boren gave the LEED subcommittee report and said she is working on conclusions
from the Community Action Plan survey. She thanked Mark Gabrynowicz for taking a
look at the connections between the Community Action Plan and Comprehensive Plan.
B. Outreach Subcommittee
Patrick Nobles gave the Outreach Subcommittee report and discussed social media posts,
subject matter experts, 2023 Arbor Day preparation, purchasing ESC branded event
equipment, tree trimmer training launch, updating the ESC webpage, and new residents
welcome pack.
C. Tree Subcommittee
Bruce Andrews gave the tree subcommittee report and said they are working on an
amendment to Chapter 23 that will expand the scope of tree protection during
construction, the update to FSS 163.045, and the tree appeal.

A. Beach Litter Basket Update

Brian Broedell gave an update on the Beach Litter Baskets. He said there is no way to
keep track of how much trash is being picked up, however the city does track how many
baskets are put out. Bruce Andrews asked if the baskets are regularly replenished. Brian
Broedell confirmed staff regularly replenishes the baskets. Sarah Boren said a way to
track how much litter is being collected is to ask people to take an image of what was
picked up and send to city.

A. Carbon Pricing Resolution
This agenda item was not discussed.

There being no further discussion, Mark Gabrynowicz declared the meeting adjourned at 8:07
