BACKGROUND: The 90 -day calendar is included on the agenda for the purpose of setting
meeting dates and determining the location, time and whether to videotape special meetings and
workshops.
The roiling 90 -day calendar will be revised after receiving input from City staff and the Commission,
and will be included in each agenda for consideration.
Notes:
• A Town Hall Meeting is scheduled for Saturday, January 21 from 10 am to Noon in the Chamber.
• A Visioning Workshop is scheduled for Monday, January 30 at 5:30 pm in the Chamber.
• A Waiver Hearing for 826 and 838 Ocean Blvd is scheduled for Monday, February 6 at 5:30 pm
in the Chamber.

Weekend Overview
DONNA Marathon Weekend returns to the City of Jacksonville and The Beaches
February 3 — 5, 2023. This year's theme; Destination DONNA, celebrates DONNA
Marathon Weekend as a beautiful destination race inviting both locals and visitors to
celebrate breast cancer survivorship. The theme also reinforces The DONNA
Foundation's destination vision of a future without breast cancer as it celebrates its 20th
anniversary year.
20 Years. Countless Miles. One Destination: To Finish Breast Cancer.
February 3 — 5, 2023, DONNA Marathon Weekend will include the FIS DONNA 5K
presented by Equitable Advisors, DONNA Dash, National Marathon and Half Marathon
to Finish Breast Cancer, Ultramarathon, Event Challenges and DONNA Health &
Wellness Expo presented by the Jacksonville Jaguars that will again fill the City of
Jacksonville and the Beaches of Northeast Florida with thousands of runners from all 50
states and many countries.

AUTIIOR17JNG THE PAYMENT OF $200,000 rN FISCAL YEAR 2020-21 FUNDS
ALLOCATED FOR MAYPORT ROAD (FLORIDA MA) TRANSPORTATON
SAFETY IMPROVEMENTS TO THE FLORIDA DEPARTMENT OF
TRANSPORTATION FOR THE PURPOSE OF FUNDING ENGINEERING
DESIGN TO FACILITATE THE CONSTRUCTION OF A ROAD -DIET
PROJECT, WHICH WILL IMPROVE THE LOOK, FEEL AND SAFETY OF
MAYPORT ROAD, AND CONNECT TO THE EAST COAST GREENWAY;
AUTHORIZING THE CITY MANAGER TO EXECUTE CONTRACTS AND
PURCHASE ORDERS IN ACCORDANCE WITH AND AS NECESSARY TO
EFFECTUATE THE PROVISIONS OF THIS RESOLUTION; AND PROVIDING
AN EFFECTIVE DATE.
WHEREAS. Mayport Road (Florida AIA) is an important commercial corridor in Atlantic Beach
and transportation safety improvements to the road are a top City Commission priority; and
WHEREAS, at the City of Atlantic Beach's request via Resolution (No. 14-42), Mayport
Road/East Coast Greenway traffic safety 'improvements are among the Transportation Planning
Organization's 2020 list of priority projects; and
WHEREAS, when completed, the East Coast Greenway connects about 450 cities and towns in
15 states for 33,000 miles from Maine to Florida with the goal of fostering a safe walking and biking toute
hrough the country's most populated corridor; and
WHEREAS, a ono -mile section of the Fest Coast Greenway consisting of an it -to -10 -fans -wide
separated multi -use path on the east side and a bike lane on the west will be constructed through the heart
of Atlantic Beach along Mayport Road from Atlantic Boulevard (State Route 10) to Dutton island Road;
and
WHEREAS, lo contact to the East Coast Grccnway by accommodating the multi-inc path and
bike lanes, Mayport Road will undergo a road diet to reduce six lanes of traffic to four, dramatically
improving the look- feel and safety of Mayport Road; and
WHEREAS, the road -diet project has been placed on the Florida's Department of Transportation
(FOOT) five-year List of Priority Projects. and is included in the North Florida Transportation Planning
Organizations Transportation improvement Plan: and
WHEREAS, the FDOT project's design work is scheduled to beein in 2021, and construction is
slated for Fiscal Year 2023-26; and
WHEREAS. the City Commission allocated $200.000 in Fiscal Year 2019-20 for transportation
safety improvements to Mayport Road, but the funds were not utilized; and

WHEREAS, the City Commission re-altocated S200,000 in Fiscal Year 2020-21 for the same
purpose; and
WHEREAS, the City Commission desires to direct the 5200,000 City of Atlantic Beseh 'Fiscal
Year 2020-21 allocation for Mayport Road traffic safety improvements to the FDOT for the purpose of
funding engineering design. which will expedite the project's construction.: and
WHEREAS, the project's construction is being funded by FDOT.
NOW, THEREFORE, be it resolved by the Commission of the City of Atlantic Beach:
SECTION 1. The City Commission hereby authorizes the payment of 5200.000 in Fiscal Ycar
2020-21 funds allocated for Mayport Road traffic safety improvements to the Florida Department of
Transportation for the purpose of funding engineering design to facilitate the construction of a road -diet
project that will improve the look feel and safety of Maypon Road, and connect to the East Coast
Greenway.
SECTION 2. The City Commission hereby authorizes the City Manager to execute contracts and
purchase orders in accordance with and as necessary to effectuate the provisions of this Resolution.
SECTION 3. This Resolution shall take effect immediately upon its passage and adoption.

Whereas, in 1972, J. Sterling Morton proposed to the Nebraska Board of Agriculture
that a special day be set aside for the planting of trees; and
Whereas, the holiday, called Arbor Day, was first observed with the planting of more
than a million trees in Nebraska; and
Whereas, Arbor Day is now observed throughout the nation and the world; and
Whereas, trees can reduce the erosion of our precious topsoil by wind and water,
lower our heating and cooling costs, moderate the temperature, clean the air, produce oxygen
and provide habitat for wildlife; and
Whereas, trees are a renewable resource giving us paper, wood for our homes, fuel
for our fires and countless other wood products; and
Whereas, trees in our city increase property values, enhance the economic vitality of
business areas, and beautify our community; and
Whereas, trees, wherever they are planted, are a source of joy and spiritual renewal.
Now, Therefore, I, Curtis Ford, by virtue of the authority vested in me as Mayor of

Joseph M. Mitrick

of Baptist Beaches Medical Center and Transitional Care of Baptist Health
WHEREAS, Joseph M. Mitrick, a resident of Atlantic Beach, served as the President of Baptist Beaches
Medical Center and Transitional Care of Baptist Health since 2011 until his retirement in December 2022; and
WHEREAS, Joe built a successful career with Baptist Medical Center and served as President of Baptist
Medical Center Jacksonville from 2005-2011; Administrator of Baptist Medical Center Beaches from 1997-2005; and
Vice President of Professional Services for Baptist Medical Center and St. Vincent's Hospital from 1995-1997; and
WHEREAS, Joe's incredible impact can be felt throughout the Beaches community, most recently through his
efforts to continually grow Baptist Medical Center Beaches into a nationally recognized facility that provides easy
access to comprehensive, high-tech medical and surgical care close to home. Under his leadership, noteworthy
advancements include: A 24 -bed expansion of the East Pavilion featuring an expanded critical care unit, a GI lab suite,
pharmacy, patient access services and imaging center; expansion and renovation of the Rackley Center for Cardiac &
Interventional Radiology; completion of the Wilson Farrell Surgery Center; renovation of the hospital chapel,
emergency department and maternity unit; and national awards and recognition for patient care, including, a 5 -star
rating in the Centers for Medicaid and Medicare Services' (CMS) Hospital Compare national ratings; continuous
Leapfrog Hospital Safety Grade "A" scores; World's Best Hospitals by Newsweek; and High Performing Hospital by
U.S. News & World Report; and
WHEREAS, Joe's passion for the Jacksonville Beaches community extends beyond the walls of the hospital.
He also currently serves as: Vice Chair of the Fleet Landing Board of Directors, and on the Finance and Executive
Committees; Board of Directors member of Community Hospice and Palliative Care of Northeast Florida; Board of
Directors member of the Beaches Division of the JAX Chamber; and Assistant Chair for First Aid Services at THE
PLAYERS Championship; and
WHEREAS, Joe also served as Chair of the Beaches Division of the JAX Chamber board from 2002-2003 and
2011-2013; and Board of Directors member of the American Cancer Society, Alive Credit Union, American Heart
Association, Beaches Habitat for Humanity, Mission House, OneJax, and Volunteers in Medicine.

BACKGROUND: The pump in well #2 at Water Treatment Plant #3, located at 902 Assisi
Lane, seized up on Thanksgiving Day. A pump repair company was called out to troubleshoot, and
when the pump was pulled out of the ground, it was discovered that the pump casing was severely
cracked and needed to be replaced. A quote was received from Complete Well Services Well Drilling,
Inc. in the amount of $47,870.00 to pull the pump and perform a video survey of the well, install new
pump, discharge head, 90' of column assembly, 1,000 GPM bowl assembly, and assembly parts.
BUDGET: Adequate funds are available in the Public Utilities Fund Account
No. 400-5502-533-6300
RECOMMENDATION: City Commission hereby authorizes the City Manager to approve the
purchase and execute contracts and purchase orders of the pump, materials and installation from
Complete Well Services Well Drilling, Inc. in the amount of $47,870.00. The City Commission hereby
appropriate funds from the City's Public Utilities Fund for this purpose.

playground

BACKGROUND: Mayor Glasser recommended to the Environmental Stewardship
Committee (ESC) that a large live oak tree in Bull Park near the playground be nominated as a heritage
tree. She recommended it be named "The Merry Tree" inspired by Carson Merry -Baillie who founded
the Atlantic Beach Experimental Theatre (ABET) that operated at the Adele Grage Cultural Center for 25
years. After review, the ESC is making a formal nomination of this tree.
According to City Code Section 23-41 (a), "The City Commission may by resolution designate individual
heritage trees." Although a Heritage Tree designation does not prevent a tree from ever being removed,
it makes it more difficult and costly to remove. Per the Tree Protection Code, heritage trees must be
mitigated at a higher rate than any other protected trees in the City. On private property, heritage trees are
voluntarily nominated by the property owner. According to the Tree Protection Code, the City
Commission may by resolution designate individual heritage trees on private or public property. Heritage
Trees are defined as "any tree determined by the City Commission to be of unique or intrinsic value due
to its age, size, species and/or cultural, ecological or historical significance or some other contribution to
the city's character, specifically including all cypress, live oak, and magnolia trees with a diameter 30
inches or greater.
The proposed heritage is estimated to be approximately 128 years old. This tree has been nominated
because of their intrinsic value due to its size and age.
BUDGET: Less than $200 on a marker identifying the heritage tree

RESOLUTION NO. 23-01
A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA,
DESIGNATING A 32 -INCH -DIAMETER LIVE OAK TREE AT BULL PARK
NEAR THE PLAYGROUND AS A HERITAGE TREE.
WHEREAS, Atlantic Beach's tree canopy beautifies our community and improves the lives of
our citizens and visitors by bringing nature to our urban environment and preserving environmental
sanctuaries for connection with the natural world; and
WHEREAS, the City Commission of the City of Atlantic Beach desires to be a good steward of
the tree canopy, particularly specimens of physical and historical significance; and
WHEREAS, the City Commission has the ability to designate individual trees as Heritage Trees
according to Section 23-41(a) of the Atlantic Beach Code of Ordinances; and
WHEREAS, the Heritage Tree designation runs with the property and increases the mitigation
ratio if the tree is ever removed; and
WHEREAS, the City Commission created the Environmental Stewardship Committee in 2017 to
serve as curators of our environment, thus creating a legacy for future generations of our community; and
WHEREAS, the nominated tree has a 100.5 -inch circumference and is approximately 128 years
old, and was selected because of its intrinsic value due to its age and size; and
WHEREAS, the nominated tree is named "The Merry Tree" inspired by Carson Merry -Baillie
who founded the Atlantic Beach Experimental Theater or ABET that operated there at the Adele Grage
Cultural Center for 25 years.
NOW, THEREFORE, be it resolved that the City Commission of the City of Atlantic Beach
hereby designates a 32 -inch -diameter Live Oak at Bull Park near the playground as a "Heritage Tree."
SECTION 1: This Resolution shall take effect immediate upon its passage and adoption.

The City of Atlantic :each is seeking to nominate one tree
for the 2023 Arbor Day Celebration.
According tote Atlas Etic Beach Tree Code definitions,
Heritage Trees are "any designated maritime species that is
thirty (3 0) inches DBH or greater and declared by the city
commission to be of unique or intrinsic value due to its age,
size, species, and/or cultural ecological or historical
significance or some other contribution to the city's or a
neighborhood's character and vvhich is in good condition,
as determined by an arborist; also, any tree designated as a
Florida State Cha pion, United States Champion, or World
Champion by the American Forestry Association which has
been designated to be a heritage tree by the city
co ission.
