INTRODUCTION (CITY ATTORNEY GABRIEL AND MAYOR FORD) B. Overview of Committee charge City Attorney Gabriel read the charge as the Charter Review Committee is to conduct a comprehensive review of the City's charter. Adhere to all aspects of the City Charter, Article 81 Section 81 periodic review. The purpose of the committee is to evaluate the charter and present recommended changes to the City Commission. The Committee is authorized and empowered to conduct a comprehensive review of any phase of City government. The Committee will be as self-sufficient as possible, performing its own research, and dictating its own schedule, with aid, guidance and insight provided by City Staff including but not limited to City Manager, City Clerk, City Attorney or their designees and each member shall review the charter before the first Committee meeting. City Attorney Gabriel reviewed the responsibilities of the CRC Secretary which includes preparing the agenda, minutes of each meeting and providing to City Clerk for recordation with the City, and eventually preparing a final report of all the proposed recommendations. The minutes are the brief summaries of what took places at any given meeting with the specific actions taken to be recorded. Charter Review Committee February 16,2023 2. A. Introduction of members and staff Each member of the Committee introduced themselves; Kirk Hansen was absent. ELECTION OF OFFICERS (CITY ATTORNEY GABRIEL) A. Election of Chair City Attorney Gabriel introduced the point of order of election of the Chair of the Charter Review Committee. MOTION. Nominate (Elect) Bill Gulliford as Chair. Motion: Suzanne Shaughnessy Second. Ellen Golombek Bruce Andrews For Debbie Buckland For Charles "Chip" Drysdale For Kelly Elmore For Ellen Golombek (Seconded By) For William 'Bill" Gulliford For Mitchell Reeves For Suzanne Shaughnessy (Moved By) For Jennifer Lagner For Dawn Scott For Steve Swann For Donald Young For Motion passed 12 to 0. City Attorney Jason Gabriel acknowledged Mr. Gulliford as the chair and turned the meeting over to him. B. Election of Vice Chair Chair Gulliford asked for a nomination of Vice Chair. MOTION. Nominate Bruce Andrews as Vice Chair. Motion: Kelly Elmore Second: Mitchell Reeves No vote was taken. Bruce Andrews withdrew his name. MOTION. Nominate (Elect) Suzanne Shaughnessy as Vice Chair. C. Election of Secretary Chair Gulliford called for a nomination of the Secretary, explaining the position could request additional administrative support. MOTION. PUBLIC COMMENT There were no public comments. Charter Review Committee February 16, 2023 4. ORIENTATION ON SUNSHINE LAWS, PUBLIC RECORDS, AND ETHICS (CITY ATTORNEY GABRIEL) City Attorney Gabriel reviewed expectations regarding Sunshine Laws. Call him with questions. Public records are different than sunshine laws. In essence there are three main rules for Sunshine Laws. All meetings are public and must be held in a publicly accessible location such as Commission Chambers. Reasonable notice needs to be made of the meetings; City to take care of public notice with leeway of at least 1 day in advance; 24 hours is minimum but advice 48 or more hours. Minutes are general summary of meeting; action items will be notated in minutes specifically being clear in what action is, who moved it and who seconded it. OTHER BUSINESS A. Discussion on meeting schedule and announcement of next meeting Recommended by Chairman Gulliford to start with a monthly meeting. Based on Commission Chamber availability and frequency, 3rd Thursday or 4th Wednesday are available. General discussion regarding dates and was agreed the 4th Wednesday for CRC meeting. March 23rd was presented and accepted for the March CRC meeting based on Commission Chamber availability. Ellen Golombek stated she would not be available in March. 6.
