ORDINANCE NO. 90-87-121
AN ORDINANCE AMENDING THE ORDINANCE CODE OF THE CITY Cif,
OF ATLANTIC BEACH, FLORIDA; AMENDING CHAPTER 24, 64 df;
ARTICLE III, DIVISION 7 , SECTION 24-161, SUBPARA-
GRAPH (a) TO CLARIFY REQUIRED OFF-STREET PARKING AND
LOADING REQUIREMENTS FOR CONFORMING BUILDINGS AND
USES EXISTING AS OF JULY 26, 1982; PROVIDING AN
EFFECTIVE DATE
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF ATLANTIC
BEACH, FLORIDA
Section 1. Chapter 24, Article III, Division 7, Section 24-161,
subparagraph (a) is hereby amended to read as follows:

ZONING AND SUBDIVISION REGULATIONS
ARTICLE III. ZONING REGULATIONS
DIVISION 7. SUPPLEMENTARY REGULATIONS
Section 24-161. Off street parking and loading
(a) General. Minimum off-street vehicular parking spaces shall be
provided at the time of the construction of any main building
for the uses described in this section.
(1) Conforming buildings existing as of July 26,
1982 may be modernized, altered or repaired without
providing additional off-street parking or off-street
loading facilities if there is no increase in total
building area.
(2) Where a conforming building existed as of July 26, 1982
and the building is enlarged in floor area, off-street
parking or off-street loading as specified in this
chapter shall be provided for the additional floor area
or use so created; provided that all off-street loading
or parking spaces actually existing on July 26, 1982
shall be maintained and additional required spaces shall
be required for the enlargement, except where the total
of the existing spaces and new spaces exceed the number
which are required under this chapter for the existing
building or use and the enlargement combined.
The facilities shall be arranged for convenient access and
safety of pedestrians and vehicles; shall be paved, adequately
d)aned and maintained in a dustproof condition; shall provide
barriers when located at the perimeter of the lot to prevent
encroachment on to adjacent property; and when lighted, lights
shall be directed away from adjacent property. Parking areas
and driveways shall not obstruct storm water drainage swales,
guttering, etc.
Section 2. This Ordinance shall take effect upon its adoption.

Section 1. Chapter 24, Article III, Division 7, Section 24-161 ,
Subparagraph (a) and (g) are hereby amended to read as follows:

Section 24-161. Off-Street Parking and Loading
(a) General. Minimum off-street vehicular parking spaces shall be

ed that all off-street loading or parking spaces actually
existing on July 26, 1982 shall be maintained and addi-
tional spaces shall be required for the enlargement or
change in use or enlarged use, except where the total of
the existing spaces and required new spaces exceed the
number which are provided for under this section for the
existing building or use and the enlargement combined.
The facilities shall be arranged for convenient access and
safety of pedestrians and vehicles; shall be paved, adequately
drained and maintained in a dustproof condition; shall provide
barriers when located at the perimeter of the lot to prevent
encroachment onto adjacent property; and when lighted, lights
shall be directed away from adjacent property. Parking areas

guttering, etc.
(g) Parking Space Requirements:
(1) Auditoriums, theatres or other places of assembly. One
(1) space for every €arty-{ ) six (6) seats or seating
places;
(2) Bowling alleys. Peat=-{4} six (6) spaces for each alley;
(3) Business or commercial buildings. One space for each
three-4itm111r- 300) five hundred (500) square feet of
gross floor area.
(4) Churches, temples, or places of worship. One space for
each €etir-{4} six (6) seats or seating places;
(5) Clubs or lodges. One space for each four (4) seats or
seating places or one (1) space for each two hundred
(200) square feet of gross floor area, whichever is
greater;
(6) Dwelling structures.
(a) Single-family, two (2) spaces per dwelling unit;
(b) Multiple-family, two (2) spaces per dwelling unit
plus one (1) space for owner or operator plus one
(1) space for each two (2) employees.
(7) Hospitals, sanitariums and convalescent homes. Arae--e{rd

(8) Hotels and Motels. One (1) space for each sleeping unit

(9) Libraries and museums. One space for each five hundred
(500) square feet of gross floor area;
(10) Manufacturing, warehousing and industrial uses. One (1)
space for each two employees on the largest working
shift, plus one space for each company vehicle operating
from the premises;
(11) Medical or dental clinic. One (1) space for each twe
hendred- 200) three hundred (300) square feet of gross
floor area;
(12) Mortuaries. One space for each four (4) seats or seating
places in the chapel plus one (1) space for each three
(3) employees;
(13) Marinas. One (1) space for each boat berth plus one (1)
space for each two employees;
(14) Office and professional buildings. One (1) space for
each €eu -ltuadfe4-f489} six hundred (600) square feet of
gross floor area;
(15) Restaurants, cocktail lounges and/or other eating places.
One (1) space for each twe42} four (4) seats;
(16) Rooming and boarding houses. One (1) space for each
guest bedroom;
(17) Schools and educational uses:
(a) Elementary and junior high schools. Two (2) spaces
for each classroom, office and kitchen;
(b) Senior high schools. Six (6) spaces for each
classroom plus one (1) space for each staff member.
(18) Vocational, trade and business schools. One (1) space
for each three hundred (300) square feet of gross floor
area;
(19) Day care centers. One and one-half (111) spaces for each
employee;
(20) Shopping centers. Four spaces for each one thousand
(1,000) square feet of gross leasable area.
Section 2. This Ordinance shall take effect upon its adoption.
