Page 3 of 43 Page 4 of 43 Agenda Item #2.A. 08 May 2023 f:roctamation of the Ettp of ttanttt Pati in Recognition of National Public Works Week WHEREAS, public works services provided in our community are an integral part of our citizens' everyday lives; and WHEREAS, the support of an understanding and informed citizenry is vital to the efficient operation of public works systems and programs such as streets and stormwater, beaches, sanitation, parks and building maintenance, landscape and beautification; and WHEREAS, the health, safety, and comfort of this community greatly depends on these facilities and services; and WHEREAS, the quality and effectiveness of these facilities, as well as their planning, design, and construction, is vitally dependent upon the efforts and skill of public works officials; and WHEREAS, the efficiency of the qualified and dedicated personnel, who staff the public works department, is materially influenced by the people's attitude and understanding of the importance of the work they perform; and WHEREAS, this year's theme "Connecting the World through Public Works" speaks to the essential nature of public works services in support of everyday quality of life. NOW, THEREFORE, I, Curtis Ford, by virtue of the authority vested in me as Mayor of the City of Atlantic Beach, Florida, do hereby proclaim the week of May 21st through May 27th 2023 as NATIONAL PUBLIC WORKS WEEK in the City of Atlantic Beach, and call upon all citizens and civic organizations to acquaint themselves with the issues involved in providing our public works; and to recognize the contributions which public works officials make every day to our health, safety, comfort, and quality of life. From coast to coast, and everywhere in between, people are taking to the water and enjoying time together boating, sailing, paddling and fishing; and WHEREAS, during National Safe Boating Week, the U.S. Coast Guard and its federal, state, and local safe boating partners encourage all boaters to explore and enjoy America's beautiful waters responsibly. Safe boating begins with preparation; and WHEREAS, the Coast Guard estimates that human error accounts for most boating accidents and that life jackets could prevent nearly 83 percent of boating fatalities; and WHEREAS, through basic boating safety procedures — carrying lifesaving emergency distress and communications equipment, wearing life jackets, attending safe boating courses, participating in free boat safety checks, and staying sober when navigating — we can help ensure boaters on America's coastal, inland, and offshore waters stay safe throughout the season; and WHEREAS, National Safe Boating Week is observed to bring attention to important life-saving tips for recreational boaters so that they can have a safer, more fun experience out on the water throughout the year; and WHEREAS, on average, 650 people die each year in boating -related accidents in the U.S.; 75 percent of these are fatalities caused by drowning; and WHEREAS, a significant number of boaters who lose their lives by drowning each year would be alive today had they worn their life jackets. NOW THEREFORE, I, Curtis Ford, Mayor of the City of Atlantic Beach, Florida, do hereby support the goals of the Safe Boating Campaign and proclaim May 20-26, 2023 as NATIONAL SAFE BOATING WEEK and the start of the year-round effort to promote safe boating, and encourage all who boat to practice safe boating habits and wear a life jacket at all times while boating. 'Ile agreement stipulated how and when the rates Ibat GEL could adjust the rates it charges the City to provide the services. The rates are broken down into collection., fuel and disposal components. The collection and fuei eninponents can he ski bject to adjustments. The collection coruponentis adjusted by the pcntagc change of the U,S, Department of Labor Consumer Price Index (CPT) from February or the prior year to NInrch ofrhe .eurrerti year. 1be fuel component can be adjusted semiannually at 10% abow the fuel pricing of "On .1ilighway Retail Diesel Price" published. by the Department of Energy's tiinergy Information Administration. On May 1, 2022 the :fuel component increased by 53% going from $2.42 to $3.71 per month raising the residential garbage rate to S18.74 from S17,45 which k above the $18.02 tlw City currently charges.
