Mayor Ford called the meeting to order at 6:00 p.m. City Clerk Bartle called the roll and noted
that Mr. Ditamore would be late and Ms. White was unable to attend.

The Committee discussed the vacancies and candidates for the Community Development
Board and made the following recommendations.

RESOLUTION NO. 23-11
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
ATLANTIC BEACH, FLORIDA, ESTABLISHING THE SAFETY,
TRAFFIC AND PARKING COMMITTEE; ADOPTING THE
COMMITTEE PURPOSE; ADOPTING CERTAIN PROVISIONS
GOVERNING THE COMMITTEE; ESTABLISHING CITY STAFF
ADMINISTRATIVE SUPPORT; AND PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the Boards and Committees established by the Mayor and Commission of
the City of Atlantic Beach provide many valuable services to the community by enlisting citizen
volunteers to provide input and consideration upon important issues that affect the daily lives of
citizens in the community; and
WHEREAS, the City Commission deems it to be in the best interests of the citizens of
Atlantic Beach to create an advisory committee to review safety, traffic and parking matters, and
make recommendations to the Commission that aim to improve transportation systems, processes
and policies in the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF ATLANTIC BEACH:
SECTION 1. Creation. There is hereby created and established the Safety, Traffic and
Parking Committee (hereafter referenced as the "Committee").
SECTION 2. Purpose. The purpose of the Committee is to review matters pertaining to
safety, traffic and parking, and make recommendations to the Mayor and Commission as to
changes and revisions to the City's transportation system, processes and policies.
SECTION 3. Membership and Staff Support.
(a) There will be a total of eight (8) members on the Committee to include two (2)
persons who are electors within each of the four City Commission districts. All members shall be
appointed by the City Commission following the City's Board Member Review Committee vetting
and recommendation process.
(b) The Committee shall be supported by an appointee of the City Manager;
SECTION 4. Charge/Additional Work.
(a) The Committee's charge shall be to review safety, traffic and parking matters, and
make recommendations to the City Commission that aim to improve transportation
systems, processes and policies in the City. The Committee's work plan shall begin
with a traffic and parking data collection phase, including an assessment of existing
conditions. Consultation with City staff and other subject -matter experts, along

with soliciting public/stakeholder input, shall follow. Finally, the Committee shall
undertake a deliberative phase to review the data and input it receives, and
formulate conclusions and recommendations for submittal in a report to the City
Commission. The report shall define ideal traffic and parking scenarios and
delineate recommendations for remedial action to achieve them.
(b) The Committee shall undertake such additional work as requested by the City
Manager or City Commission.
SECTION 5. Meetings and Notice. The meetings of the Committee shall be set at
regular times upon the call of the chair or a majority of the members of the Committee, and will
be open to the public and notice of meetings shall be provided in accordance with state law.
SECTION 6. Election of Committee Officers and Associated Duties. The Committee
shall elect a chair and vice chair from among its membership, and it shall further elect a secretary
from among its membership who shall be responsible for working with City staff in preparing the
following: (1) the agenda; (2) minutes of each meeting (and their prompt recordation with the
City), and (3) a final report of all proposed recommendations. The Committee may elect other
officers it deems advisable from among its regular members for the proper governance of its
meetings and charge. The chair shall preside at all meetings of the Committee. In the temporary
absence or disability of the chair, all duties of the chair shall be performed by the vice chair. In all
cases involving points of parliamentary law, "Robert's Rules of Order" shall be the book of
reference, and its rules, so far as they are applicable and not in conflict with the provisions of
the City's Charter, Code, or other City ordinances, shall be the rules of this Committee.
SECTION 7. Quorum. The Committee quorum is five (5) members. The Committee shall
take no official action unless a quorum is present at a meeting. Any official acts by the Committee
shall require a majority vote of the members present, however, no report to the City Commission
shall be approved by the Committee shall be adopted unless favorably voted upon by a majority
of the entire membership of the Charter Review Committee.
SECTION 8. Subcommittees Prohibited. The committee shall perpetually meet as a
Committee of the Whole; no subcommittee shall be appointed.
SECTION 9. Sunset. The Committee shall automatically sunset, expire and cease to exist
on November 11, 2024, in conjunction with the expiration of the Mayoral term and two City
Commission terms.
SECTION 10. Removal or Resignation of a Committee Member. Any member who
fails to attend two (2) consecutive regularly scheduled meetings, subject to excused absence rules
as decided by the chair of the Committee, shall be declared to have vacated his/her Committee
seat, which shall be evidenced by the Committee chair notifying the City Clerk of such vacancy in
writing. A member may choose to resign from the Committee at any time by giving written notice
to the City Clerk. At such time, the City Commission may fill such vacancy in its discretion.

SECTION 11. Compliance with Laws. The Committee and each member shall comply
with all applicable federal, state and local laws including, but not limited to, the Florida
Government in the Sunshine Law, Florida Code of Ethics for Public Officers and Employees,
Florida Public Records Law, and related provisions of the City's Charter, Code of Ordinances and
applicable resolutions, as may be amended from time to time.
SECTION 12. Coordination with City Staff and the City Commission. Working
collectively, the Committee shall coordinate with City staff on any needs within its scope and
mission. Staff may be assigned by the City Manager, City Clerk or City Attorney, as necessary, to
provide aid, guidance and insight into City government operations or functions. Notice of meetings
shall be the responsibility of City staff. The Committee shall provide a report of its activities to the
City Commission periodically at a frequency established by the Committee or upon request from
any City Commission member. If required, City staff will be responsible for the collection and
expenditure of any City funds in accordance with purchasing guidelines.
SECTION 13. Effective Date. This Resolution shall take effective immediately upon its
final passage and adoption.

I have a Bachelor's Degree in Political Science and History and
significant course work on a Master's Degree in International
Relations. With 40+ years of significant government work
experience, I am well positioned to serve on this Safety, Traffic
and Parking Committee.
I regularly attend and speak at COAB Commission meetings. I
am involved in the process and reach out to my elected officials
on a regular basis.
My family moved here in 1972. While in high school, I trained
and was selected to serve as an Atlantic Beach Lifeguard. I
attended and graduated from Fletcher High School and later
attended and graduated from the University of Alabama.
I know Atlantic Beach. This has always been my home. I have
been a registered voter here since 1975. I am an avid bicyclist
and I ride these roads daily. I see first hand the problems with
traffic, the (mostly) summertime problems with parking, the
Town Center parking over -flow problems, and that safety has a
dimension in all of this. Many aspects of "connectivety" have
languished for many years. Parking issues only continue to get
worse, not better. It's past time to take action, and I have the
necessary time, skills and inclination to be involved and help
make my city a much safer place for pedestrians and bicyclists.
Now that I am officially retired and have completed the
renovation of our family home, I am now able to actively
participate in the community and city in which I grew up.

I currently serve as the Stated Clerk of Session at Community
Presbyterian Church here in Atlantic Beach. I am also a
member of the Christian Education Committee and the
Matthew 25 Committee at CPC.
I've lived in Atlantic Beach for over 4 decades, it's my
hometown and I am passionate about preserving the quality of
life for all residents. I have been involved in citizen groups
dedicated to protecting both our environment and the quiet
enjoyment of our neighborhoods.
I have spoken at Commission meetings, attended numerous
workshops and strive to stay engaged in local government. As
a city we need to be more proactive in protecting our residents
while still welcoming visitors, especially as it pertains to public
parking and the flow of traffic. My street (Sherry) is one of the
major north / south corridors in our city, which gives me a
unique perspective. I believe I have the local knowledge and
can offer a fresh perspective to this committee.

as well. I spent 20 years as a sworn police officer in
neighboring Neptune Beach. During this time I learned a great
deal about parking issues and traffic control in the beach cities.
I have frequently attended City Commission and other
meetings over the years and try to stay up-to-date with the city
functions and operations. Over the past several years I have
had a special interest in parking and traffic and have
participated with city leaders on a frequent basis regarding
these issues.
I have seen the parking and traffic issues become much worse
over the past 30 years. I would like to see the beach as well as
our community continue to be welcoming for our visitors and
guests but at the same time consider the residence that live
here. I believe that my many years of experience both as a
resident and as a police officer can be a benefit to this
committee in identifying problems and formulating solutions to
the parking and traffic challenges. It would also be most
gratifying to help improve the city that I have called home for all
of my life.

All of the areas of this committee on Safety, Traffic, and
Parking are of utmost interest to me. Having been in Atlantic
Beach for so long, I have experienced major changes in all of
these key areas of our community. I feel as though Atlantic
Beach has made drastic improvements to all of these areas,
but our city is always changing. I would like to serve my
community in a way where I can provide insight and
recommendations to these areas of our community.

I have been a resident of the city of Atlantic Beach for 18 years.
I've been a renter and now a homeowner. I've lived in 3 very
different sections of town but have settled in Royal Palms,
which is literally right in the middle of everyone. I have raised
my children here in AB from kindergarten through high school
and now on to undergraduate and graduate college and was
heavily involved in their schools, extra curricular activities, and

anything children related every year. We are a very active,
outdoorsy family. We have been driving, riding bikes and
walking to ALL of the city parks and public places/events in AB
and surrounding areas the entire time we have lived here and
are well familiar with all of the positives and challenges we
faced over the years. I may not have officially been on a
committee before (I've never applied), but I have been very
involved as a citizen with almost every commission, community
development, code enforcement, workshop, and town hall
meetings that the city has hosted regarding these - and many
more - topics. I have not only watched or attended many
meetings, but heavily participated in discussions on social
media and in person with other AB residents. I've gotten
countless citizens involved to get things done just from social
media alone. Professionally, I have an extensive real estate
background as a real estate salesperson & broker (and
investment specialist) for the last 18 years which has educated
me on just about every corner of AB and any kind of safety,
traffic or parking rule or issue. My business is run out of my
home but I also drive down most streets of AB daily for it. I feel
like I represent most of AB: I'm nowhere near rich, I've been dirt
poor in the past, I have to work really hard to continue to live
here, my kids are the typical "beach rats alumni" now, and my
only goal in AB is to live a super -cool beach life without drama.
I am also well familiar with most of the laws and ordinances
related to this committee. I am particularly experienced with
helping families feel safe in AB, as that was my main focus
raising two small children here.
I would like to help this city improve on and move forward from
any major safety, traffic and parking issues. I realize being on a
committee will possibly limit my free speech on social media,
but that's how much this topic/committee is worth it to me. I am
needed! It seems like it really takes some common-sense, non-
politically -motivated people who are willing to listen to all sides
of opinions and parts of town (I live in the middle of town, so
that also helps) and can bring some civility and clarity as to
why things seem to not be getting done. I am one of those
people. I have young friends. I have old friends. I know all
types of walks of life, including geographical residency and I
feel this committee needs that. I am not afraid to stand up to
people or the city if needed "for the people," as they say. I also
believe I actually have some exciting and interesting
suggestions that may help these topics for the future. I am a
breath of fresh air that is just waiting for this fun and exciting
group to form and get going. Let's get some s#*^ done in this
group and make AB proud of us and other cities jealous of us.

I've been volunteering at BEAM for the past 3+ years, most
recently at the 3rd Street Thrift store but I also worked in the
Mayport food pantry before it was closed. While volunteering at
BEAM isn't pertinent to STOP's objectives, my experience
there has helped me broaden my understanding of the diversity
of Atlantic Beach residents and the importance listening to and
understanding all perspectives.
I've lived on 3rd Street for 17 years and see the impact of traffic
both at the elementary school and on weekends where we
have vehicles parked up and down 3rd street for access to the
beach. I was almost hit recently by an electric bike that was
barreling down the sidewalk as I was walking one evening.
While in my car, I almost hit a young girl in a golf cart who was
looking at her phone while driving and completely missed the
stop sign at the 5 -way, never looking up from her phone. I think
we all could cite examples of how important this topic is to
everyone in our community.
I want Atlantic Beach to continue to be a welcoming, inclusive
community, so we've got to find solutions to some of these
safety, traffic and parking concerns. I want to be part of a group
that can make a difference
- so if we can get it right - it could make a lasting, positive
impact on our community.

My name is Jacob Williams. I'm a 39 -year-old married father of
two. My wife & I were lucky enough to purchase 285 Seminole
in 2018. It's been a dream come true & this city has embraced
us.
The reason for my interest in this board/committee is
witnessing the rampant lack of care, caution & safety that
drivers demonstrate all day & all night. Since becoming a part
of this community, we've called Seminole Rd, "Seminole
Speedway." The only time people even consider slowing down
is during the school zone hours OR when Cassidy is posted on
the easement. I hear the issue is the same on Plaza, Sailfish,
East Coast, etc. Especially after having two young children, the
problem only seems to have compounded.
Parking has always been an issue, as well. Especially the
closer one gets to the North Beaches Town Center aka "The
Corner." I understand that the beaches rely on visitor's money
& paid parking has been put in place, but residents are
basically forced too walk or ride bikes, even on a week night.

merchants association. Since inception, I have been involved in
the various iterations of the North Beach Pay for parking
program. My exposure started with the 2012 joint city, BTCA,
and BTC Merchants Association funded parking study, the
various stages of the program, multiple presentations,
conception, workshop, pilot program and finally passing of the
North Beach parking as we know it today. I have studied other
similar municipalities parking programs in commercial and
residential zoning, including parking implementation as well as
enforcement. I have been involved with various projects
examining local data collection techniques and analysis of
vehicular traffic for policy construction and commercial parking
requirements. This also includes experience with right of way
issues relative to public right of way, easements, and private
property rights.
Regarding safety, again through the municipal work and
nonprofit boards I have served on, I have examined local
pedestrian safety and mobility throughout the beaches. From
traffic calming measures, ride share, valet operations, to
various forms of incentives for alternative mobility specific to
the beaches.
I grew up in Atlantic beach and again call it home with my
family. I would be honored to utilize my experience and
historical knowledge in these subject matters to contribute to
the goals of the committee and make recommendations to the
Commission concerning any changes or revisions to the City's
transportation and safety systems.

heavily involved in our city's transportation development and
has built several of our roads and highways.
Over a year ago I decided to be a stay-at-home mom and
wanted to use my time supporting our local community. I have
two children and matters pertaining to safety are important to
me.
I've sat on several committees and boards in various roles
including:
- Friends of Atlantic Beach Elementary, Board Secretary
(current)
- First Tee Chip Trefry Memorial Event Committee (current)
- First Tee Taste of Golf Committee
- Junior League of Jacksonville, various Board positions
- RS&H Elevate Board Chair
- UNF Pre -Law Board
I would like to get more involved in matters that impact the
residents of Atlantic Beach. I also believe that I have a unique
skill set and background that will be beneficial for the STOP
Committee. I'm somewhat familiar with transportation
development through my work with RS&H and I feel that safety
should be a top priority. I'm also a hard worker and can
contribute heavily on this committee.

meetings for Main Street. I am also involved with members of
our community thru my work with BEAM.
I have seen the increase in the many different kinds of traffic in
Atlantic Beach including pedestrian, (e)bike traffic and golf
carts. And of course the need for adequate parking for the
residents of Atlantic Beach. I believe that we can solve these
issues and still remain the unique beach town, of Atlantic
Beach. This can be done through consistent policies for all of
Atlantic Beach, compromise and unique out the box solutions.
