Good morning!
Thank you again for asking me to address the Commission. I am usually a
lot more energetic but allergies are really whooping my butt this year.
I wanted to follow up on two things. Jack Rowan pointed out that state
legislation, once again, has taken local control away from us regarding
amending our Charters

Second, I did not mention that there is no perfect Charter. There will
always be an issue that was not thought of once their work is done (as
JB found out when we had to fire our last attorney). That's what
amendments are for.
