AN ORDINANCE AMENDING THE ORDINANCE CODE OF
THE CITY OF ATLANTIC BEACH, FLORIDA; AMENDING
CHAPTER 14, ARTICLE II, SECTION 14-17, TO
CHANGE THE COMPOSITION OF THE ADVISORY PLANNING
BOARD FROM FOUR (4) MEMBERS TO FIVE (5) MEMBERS;
AMENDING SECTION 14-18 TO ELIMINATE THE PROVISION
THAT A COMMISSIONER MAY SUCCEED HIMSELF ON THE BOARD;
AMENDING SECTION 14-21 TO PROVIDE THE PROCEDURES
FOR TRANSMITTING RECOMMENDATIONS FROM THE
ADVISORY PLANNING BOARD TO THE CITY COMMISSION;
PROVIDING AN EFFECTIVE DATE
BE IT ORDAINED by the City Commission of the City of Atlantic
Beach, Florida:
Section 1. Chapter 14, Article II, Section 14-17, 14-18, 14-21 are
hereby amended to read as follows:
CHAPTER 14
ARTICLE II - ADVISORY PLANNING BOARD
Section 14-17, Composition; qualifications of members; officers.
The advisory planning board shall consist of -fes-{-4-) five (5)
members appointed by the city commission, none of whom shall hold any

shall elect its chairman and other necessary officers from among the
appointive members.
Section 14-18. Terms of office of members; filling of vacancies.
The term of the appointive members of the advisory planning board
shall be for four (4) years; except, that the first members appointed

shall expire on December thirty-first of the proper year. Any vacancy
during the unexpired term of an appointive member shall be filled by the
city commission for the remainder of the term.
Section 14-21 . Certification of plans and recommendations to city
commission.
All plans or recommendations of the advisory planning board, in
order to be accorded official cognizance by the city commission, must be
certified to the city commission through the office of the city manager
by any-ene-effieeFT the chairman of the advisory planning board as the
official act of the board, duly passed by a majority vote of the board
as distinguished from the personal views or desires of any single member
or group of members of the board. This provision is not intended as
prohibiting the board from submitting alternate plans or recommendations
or of submitting minority plans or recommendations in certain cases when
so approved by a majority vote of the board to be also certified to the
city commission for consideration.
Section 2. This ordinance shall take effect upon its adoption.
